The Delhi Police has denied permission for the Cockroach Janta Party's proposed Tiranga March at Central Park in Connaught Place, serving an official notice to Abhijeet Dipke under Section 29 of the Delhi Police Act. The notice, served at the residence of Anish Gawande, directs Dipke to maintain public order and regulate processions and assemblies. Authorities highlighted that Section 163 restrictions are in force across the area and cautioned that attempting to march toward Connaught Place could trigger strict punitive legal action and potential detention. The notice also cited traffic disruptions, a lack of prior permission, and High Court directives concerning trader safety. While police indicated that a small delegation of eleven individuals could unfurl the national flag, the organisation rejected the condition, urging widespread public participation. Dipke acknowledged receiving the document, questioning the prohibition on unfurling the national flag while reiterating that no unlawful agitation was planned.

00:00No nod for CJP's Thiranga March in Delhi. Delhi police has denied the nod to CJP's Thiranga March.
00:06The notice has been sent to Abhijit Dipke and he must maintain public order, is what the notice says.
00:12Dipke has already signed the notice that was served by the Delhi cops.
00:16Also, Dipke has been served this notice under Delhi Police Act.
00:20Dipke has already told the cops that there is no stirred plan, there is no plan for any protest.
00:26However, Dipke has also said, is unfurling Thiranga unlawful?
00:31Delhi police has served a notice to Abhijit Dipke under Section 29 of the Delhi Police Act 1978.
00:38The notice states that permission has not been granted for any Thiranga Yatra.
00:44The notice has been issued to maintain public order and regulate processions and assemblies as well.
00:50And so far, as we know that Abhijit Dipke has already signed this notice, as has been served by the
00:56Delhi police to him at Anish Gawande's house.
00:59We also have reactions coming in on Dipke's address.
01:06So, this seems to be a veryaucous response.
01:09It's the same thing.
01:13Well, we are waiting for a moment to repeat that moment.
01:16In the moment, this is the first time.

03:14Paint it.
03:14Paint it.
03:15Oh.
03:17Sorry, man.
03:19No.
03:19Tiramika Lehera has called.
03:21Calls gave me.
03:237-8 police officers.
03:47So you heard Abhijit Dipke saying that, you know, as the conversation unfolded between
03:52the police personnel and Abhijit Dipke at Arish Gawande's house, he has signed the notice
03:57that was served to him by Delhi police and he clearly says that he has been asked not
04:02to carry forward the Tiranga March at Cannot Place and he has signed that notice at least
04:09for now.
04:09We also have Anshul Jain joining in at this point in time with us.
04:14Anshul.
04:18Well, yes, the Delhi police has served a notice under section 29 of the Delhi police
04:23act.
04:23According to this notice, Abhijit Dipke has been informed that if at all he tries to march towards
04:27Cannot Place or towards the Central Park, then the Delhi police will be liable to take punitive
04:33action against him.
04:34He has been informed in writing the kind of sections that have been imposed and the manner
04:40in which the Delhi police has imposed restrictions to ensure that the law and order and safety
04:45of citizens is maintained over there.
04:47Remember, the High Court yesterday, in fact, the Supreme Court, in fact, the Delhi High Court
04:52yesterday as well had gone ahead and stated that the Delhi police can take any action to
04:56ensure safety for the shopkeepers and the traders of that entire area.
05:01That is something that has found its way in the notice as well.
05:04That comment that came in from the High Court has also found its place in the notice.
05:10Now, according to the notice, Abhijit Dipke has been informed that A, section 163 has been
05:15imposed in this entire area.
05:16B, he has not taken any prior permission.
05:19C, there could be issues with the traffic which he has already not informed the Delhi police.
05:24So, if at all he goes over there, then the common people could actually face issues due
05:29to the emerging traffic situation that might happen over there.
05:32And fourth point that has been mentioned is the plea that has been filed from the side
05:37of the New Delhi Traders Association where the High Court had told Delhi police that they
05:41can use any restrictions to ensure a safe environment for the traders in that entire area.
05:46Now, this entire undertaking has now been or this notice has now been received by Abhijit Dipke
05:50and the visuals that came out of him signing that document is actually signing the receiving.
05:57He has now ensured that he has received that document.
06:00He knows the kind of restrictions that have been imposed.
06:03Now, if at all yet he tries to go ahead and enter into the New Delhi area, specifically
06:08the Connaught Place area, then the Delhi police is now liable to take strict legal action against
06:12him.
06:12Remember, before this as well, he has already signed a bond with the Delhi police, a bond
06:16of peace, which was prior to his bail that he had secured on the 11th of October.
06:23So, if at all Abhijit Dipke tries to get anywhere close to the restricted area, area in which
06:29Section 163 has already been imposed, then the Delhi police could actually go ahead, arrest
06:33him and put him in judicial custody.
06:36So, it seems like that if at all Abhijit Dipke leaves from this residence that you are seeing
06:41behind me and travels towards the Connaught Place, then definitely he is liable for strict
06:46legal action that would be taken against him by the Delhi police and he has been informed
06:51about this.
06:51Anshul, earlier we were given to understand that the Delhi police had said that at least
06:5611 people who may want to unfurl the Diranga and may sing the national anthem, they will
07:02be allowed within those 11 people.
07:04Is Abhijit Dipke allowed or not?
07:10Well, the Kokrochanta party has refused to in fact go ahead and follow or what the Delhi police
07:19had asked for that, 11 people would be allowed, so they say that no 11 people would be coming
07:22their entire, they have urged the entire national capital to come in and join into the protest
07:27and they say that there are no 11 people who would be carrying out this protest as has been
07:33asked by the Delhi police.
07:35So, one thing is for sure that Dipke, Abhijit Dipke is not going there alone, if he goes there
07:40he is going to go there with a lot of his supporters and as soon as he enters anywhere close
07:44to
07:44the or reaches anywhere close to the Connaught Place area, then definitely serious legal
07:48action would be taken against him, starting which he would be detained and then it is
07:52very very likely that he could be sent to judicial custody because he would be not accepting
07:58the bond that he has already signed in front of the executive magistrate of the national
08:05capital.
08:05So, definitely a lot of legal troubles seems to be spelling for Abhijit Dipke, it remains
08:10to be seen how will he handle the situation and if at all after signing the document in
08:14which he is of the knowledge that restrictions have been imposed, if he goes there, the law
08:19not a situation could go out of hand.
08:22Even after that, if he goes there, then definitely the Delhi police is going to take strict legal
08:26action against him.
08:27Absolutely, and what we are given to understand, Anshul also, is that Anish Kavande, before entering
08:32his own home where he was outside, he said that he had gone out for lunch, while then the
08:38police had already entered and of course had given this notice.
08:42He constantly kept on saying that the Tiranga March will happen, so let's wait and watch to
08:47find out at 5pm what happens.
08:49Of course, the notice has been served to Abhijit Dipke and at this point in time he has taken
08:54the receiving.
08:54Anshul, thanks a lot for getting us all of those details.
