00:11Colonia marks one month after a 7.4 earthquake struck the country. The tragedy reveals a long
00:17foreseeable social crisis that requires not only the construction of a country but also
00:21support the victims, the communities and its working class. The citizens marched in central
00:31Lima to protest the official visit of U.S. Secretary of State Marco Rubio to Peru,
00:36also rejecting the country's inclusion in the U.S.-led shield of the America's anti-crime
00:41alliance. The negative impact of the U.S. blockade and its unilateral coercive sanctions on the
00:50Cuban people was denounced on the 63rd session of the U.N. Human Rights Council on Wednesday.
01:05Hello, welcome from the South. I'm Luis Alberto Matos from Dresos Studios in Caracas, Venezuela.
01:10We begin with the news.
01:36One month after the earthquake in Colombia, the tragedy reveals a long foreseeable social
01:40crisis that requires not only the reconstruction of a country but also support for the victims,
01:45the communities and the working class which has been hard hit by inequality.
01:53The earthquake of August 10, 2026 was one of the worst natural disasters to hit Colombia in recent
02:00decades. With a magnitude of 724 and an epicenter in San Jose del Palmar, the earthquake shocked the
02:06nation and exposed the social inequalities in a country already plagued by armed conflict.
02:14In response to the emergency, the residents of Buenaventura in the Cauca Valley set an example,
02:20facing more than 72 hours without land-based communications, they organized themselves to
02:25address the emergency. Thousands of volunteers led a mobilization to clear debris, search for
02:31survivors and set up collection centers. That response exceeded the government's capacity.
02:38The Abelardo de la Espriella administration activated emergency mechanisms and announced some aid,
02:44but these measures prove insufficient. Temporary rent subsidies and utility relief do not address
02:51the recovery of homes, businesses, small and medium-sized industries, or the destroyed sources
02:56of employment. The emergency also revealed that the catastrophe has not led to a suspension of the
03:02political agenda of Abelardo de la Espriella's government. On the contrary, in the midst of the emergency,
03:08it is accelerating the implementation of its anti-popular and pro-imperialist policies.
03:24In Colombia, a 17-year-old student entered the Gabriel Garcia Marquez Education Institution in
03:29Medellín with a traumatic handgun and fired several times. The teenager was transferred to a clinic in
03:37critical condition after wounding himself. Two individuals not affiliated with the school entered the
03:41building and took the weapon from him. They were identified by security cameras and detained to
03:46determine their level of involvement in the incident. It is the area of Mayor Federico Gutierrez
03:51traveled to the scene to oversee the investigations. Parents gather in the surrounding area to check on
03:57their children. Authorities have not reported any other injured individuals and are investigating the
04:02origin of the incidents.
04:12At Venezuela's acting president, Eusio Rodriguez, had a meeting with the country's labor and business sectors
04:18to advance labor consensus. During the meeting, strategic issues aimed at consolidating labor stability, social peace,
04:26and the nation's productive prevent were discussed.
04:29For her part, the acting president emphasized that Venezuela is in the process of economic recovery
04:35and 91% of revenues will be allocated to labor demands and the social protection system for Venezuelans.
04:43In this regard, she emphasized that if all sectors join the National Union,
04:46Venezuela will set course towards becoming a mayor of economic power and a society of collective well-being.
05:01Citizens marched in central Lima to protest the official visit of U.S. Secretary of State Marco Rubio to Peru.
05:08Demonstrators, at Glass of San Martin, rejected Peru's inclusion in the U.S.-led shield of the America's anti-crime alliance,
05:16calling it an attempt to dominate Latin American sovereignty.
05:19They voiced concerns over foreign policy alignment,
05:22questioning whether security pacts with Washington would enter trade and diplomatic ties with nations like Russia and the BRICS bloc.
05:29Rubio concludes his three-day South American tour in Peru
05:32after high-level security talks with regional leaders in Colombia and Ecuador.
05:40Marco Rubio represents not only geopolitical interests, but under the pretext of terrorism,
05:45he wants to implement the plundering of our fundamental resources,
05:49which are found not only in Peru, but throughout Latin America.
05:54What he has come to do is impose a policy without any kind of consultation,
05:59as if Peru were effectively his vassal.
06:03I don't think that can be accepted by any country in the world.
06:08And Uruguay's Foreign Minister Mario Lubetkin denied that the United States had officially communicated
06:14a possible suspension of military assistance to the country
06:17due to the presence of Cuban ophthalmologists at the Jose Marti Eye Hospital.
06:22The statement came after a rumor circulated about an alleged warning from Washington.
06:27After speaking before the Senate Budget Committee,
06:29Lubetkin defended the continuation of the Cuban ophthalmologist's work.
06:33He described it as an extraordinary experience that has restored sight to thousands of Uruguayans,
06:39regardless of the political implications.
06:41Lubetkin also assured that Montevideo will seek to preserve the cooperation agreement with Cuba
06:46through dialogue and negotiation.
06:51I think the Cubans were the first ones here.
06:58They have taught the Uruguayans a lot.
07:01The hospital's care is spectacular, the eye care.
07:04It's very different from a regular public hospital.
07:07There is a difference.
07:09Public health care is not bad, but the care at the eye hospital is very good.
07:18I remember when I was working and the Cubans hadn't arrived yet.
07:26I'm talking about 2002 or 2004.
07:29It was crazy how much they charged my parents at the private clinic.
07:32We're talking about four or five thousand dollars.
07:35I'm talking about 2002, 2004.
07:38They shouldn't leave because they are working.
07:41They are helping those of us who can't pay.
07:43It's not that we can't pay.
07:45If they give me a payment plan, I can manage.
07:47I can sell my car.
07:49But instead of making progress or maintaining what I have,
07:52I'm sinking deeper and deeper.
07:53No, no, no, I don't agree.
07:56I think, on the contrary, that as many as possible should come.
08:06It would seem like an aberration to me if the Uruguayan state had to eliminate this service.
08:13From what I've read, about 200,000 people have already undergone surgery here in Uruguay,
08:17and it's free.
08:18You don't have to pay anything.
08:19I just picked up my medication, and it's 100% free.
08:27We're now having a first break coming up.

08:59Welcome back.
09:00In a report to the 63rd session of the UN Human Rights Council,
09:04the Special Report on the Negative Impact of Unilateral Corressive Measures
09:07on the Enjoyment of Human Rights Contempt,
09:10the U.S. blockade against Cuba,
09:12denouncing its negative effects on the population.
09:15A result of an official visit to the Caribbean nation
09:17conducted in November of 2025 by then-Special Rep. Alena Tuhan.
09:23The document presented in Geneva on Wednesday
09:26by her successor, Saina Jalad,
09:28concluded that the unilateral coercive measures imposed on the island
09:31are having a devastating effect on the Cuban people.
09:34The report condemns that Washington's measures
09:36obstruct fundamental rights,
09:38particularly those related to food, health, education,
09:42and international cooperation,
09:43as well as access to essential public services and infrastructure.
09:47effectively depressing growth and development.
09:56In this context, while addressing the meeting,
09:59QAn ambassador Rodolfo Benitez-Berson
10:01highlighted that the findings of the report
10:03evidenced the illegality of the U.S. aggressive policies
10:06against the island,
10:07stressing Washington's true goal
10:09is to bring about a humanitarian crisis
10:11in order to achieve its political desires.
10:14The rapporteur determined
10:16that despite the Cuban efforts
10:18to protect the population,
10:21the actions of the United States
10:23are of such a magnitude and persistence
10:26that they lead to a scarcity
10:28of essential goods and services
10:30in Cuban households.
10:32Washington says that its policy toward Cuba is legal.
10:37The exhaustive legal analysis of the rapporteur
10:40refutes this categorically.
10:43It shows that the blockade violates international law
10:47and invades the sovereignty and jurisdiction of other states.
10:51The perverse goal and deliberate goal of the United States
10:56is to bring extreme dearth to families in Cuba.
11:01It seeks to bring about a humanitarian crisis
11:05in order to destabilize the country
11:08and reach its political goals.
11:12In this context,
11:13Cuban President Miguel Díaz-Ganel reaffirmed once again
11:16the government's condemnation to U.S. blockade
11:18and thanked the support of the international community.
11:21The Cuban President took to his ex-account to say,
11:23the support for Cuba
11:25in the Human Rights Council has been resounding.
11:27The report presented by the special rapporteur
11:29on unilateral course measures
11:31demonstrates that the blockade
11:33violates the human rights of the people of Cuba.
11:36Díaz-Ganel added,
11:37the United States fails to confuse
11:39or disorient the international community
11:42with its lies, threats, and aggressions.
11:44It is urgent that they comply
11:46with the recommendations that are received
11:48and let U.S. live in peace
11:50and let us live in peace.
11:54Cuba is not afraid the blockade is.
12:04For his part,
12:05Cuba's Foreign Minister Bruno Rodriguez
12:07stated through his ex-account.
12:08Today, at the U.N. Human Rights Council,
12:11the international community
12:12raised its voice forcibly
12:13to the demand that the United States government
12:15cease to blockade an energy siege
12:17against the Cuban people.
12:19Unanimously,
12:20the delegation joined the findings
12:21of the case presented by the special rapporteur
12:23on unilateral course measures
12:25and expressed their disagreement
12:27with the incessant aggressive escalation
12:29against Cuba,
12:30which severely damages the country
12:32and Cuban families
12:33and validates their human rights.
12:35In a nation, the Council defended
12:37the United States' criminal actions.
12:39All demanded an end to its siege against Cuba.
12:41Cuba is not a threat,
12:43the blockade is.
12:50At the Palace of the Revolution,
12:52Cuban President Miguel Díaz can award
12:54the Order of Friendship
12:55to representatives of Brazil's
12:57Landless Rural Workers Movement.
12:59The award was presented
13:00to Brazilian MST activists
13:02Nivea Regina de Silva
13:04and Marcelo Durao.
13:05For more than four decades,
13:07the MST has been a force
13:08in the struggle for social justice,
13:10agreement reform,
13:11and the sovereignty of the peoples,
13:13showcasing a steady activism
13:15and maintaining solidity
13:16with the Cuban revolution
13:17and its people
13:18that has been unconditional
13:19and present
13:20since the movement's very founding.
13:22During the ceremony,
13:23the President of the Cuban
13:24Institute of Friendship with the Peoples,
13:26Fernando González Llort,
13:28highlighted the careers
13:29of the activists,
13:31noting the award reaffirmed
13:32the bond of brotherhood
13:33between the MST and Cuba,
13:35serving as a tribute
13:36to more than 40 years
13:37of shared history,
13:39militant solidity,
13:40and true internationalism.
13:49Marcelo and Nivea
13:51have done something extraordinary
13:53between 2021 and 2026,
13:55during the toughest years,
13:57when we needed it most.
14:01They delivered more than 70 metric tons
14:03of grain and vegetable seeds
14:05to our country through the MCT.
14:09These are not just numbers,
14:10they are dreams taking root.
14:12They are hands-sowing sovereignty.
14:16They donated machinery
14:17for planting and harvesting cassava.
14:19And over the past year,
14:21more than eight metric tons
14:23of medicines for our hospitals.
14:27This has been the channel
14:29through which the MCT
14:30has demonstrated
14:31its material solidarity with Cuba.
14:35You have woven networks
14:37of brotherhood
14:38with the Communist Party of Cuba,
14:40with the National Association
14:41of Small Farmers,
14:43with the Martin Luther King Center,
14:45with the Cuban Institute
14:47of Friendship with the Peoples,
14:49and with the Union
14:50of Communist Youth.
14:52You have demonstrated
14:53that internationalism
14:54is not an empty word.
14:57Let's now take our short break.

15:10We'll be right back
15:11after this final break.
15:32Welcome back.
15:33We are going to Spain,
15:35where Ceuta is facing
15:36one of its worst humanitarian crises.
15:38Thousands of migrants
15:39remain stranded in the city,
15:40many of them in makeshift camps
15:42and precarious conditions,
15:43while residents complain
15:44about a lack of response
15:46and social unrest grows,
15:47a situation that has once again
15:49put the spotlight
15:50on European immigration policy.
15:54Thousands of migrants
15:55are waiting at the gates
15:56of the Loma Colmenar Camp in Ceuta.
15:58They have been waiting
15:59for days for a response.
16:01Alam, a local resident,
16:02shows us the state of neglect
16:03in this outlying area,
16:05a predominantly Muslim suburb
16:07where hundreds of migrants
16:08have been surviving on the streets,
16:09and in building entrances
16:10for over a month
16:11with no response.
16:14They won't let us live.
16:15They won't let us sleep.
16:16They insult us.
16:17They plot against us.
16:18This is unbearable now.
16:19And the fight started
16:20the other day.
16:20They killed each other right there.
16:22And this is unbearable.
16:24A few kilometers away,
16:27at Trampolin Beach,
16:28hundreds of people
16:29have also been living
16:30in precarious conditions for weeks
16:31with no solution in sight.
16:34Among them is Housaim,
16:35a young Moroccan man
16:36who makes a living
16:37cutting hair
16:38while he waits for a way out.
16:39He says he is afraid
16:40of being attacked
16:41by far-right groups.
16:43We came here to make a living,
16:45to work on our own,
16:45you know.
16:46In Morocco,
16:47we lived well,
16:48you know what I mean?
16:48We came here
16:49to try to change our situation,
16:51get ahead,
16:52and, God willing,
16:53work so we can help our families
16:54and give them a better life.
16:56But when we got here,
16:57we found that the situation
16:58was complicated
16:59and that the whole movement
17:00was frowned upon.
17:05The unrest has also spilled out
17:08onto the streets.
17:09Protests have spread
17:10to various parts of Spain,
17:11with residents denouncing
17:13the lack of response
17:13to the situation in Ceuta.
17:15This crisis has also drawn attention
17:18to the southern border
17:18and the European Union's responsibility
17:21in managing migration flows.
17:25The border of Ceuta
17:26belongs to all Spaniards
17:28and also to the 27 countries
17:30of the European Union.
17:32Here, every day,
17:33we protect our territory,
17:34our space as Europeans,
17:36and the values of coexistence,
17:38freedom,
17:38and the rule of law,
17:39and we share in this situation.
17:42Ceuta Haas responded,
17:44but Ceuta can not do it alone.
17:47A sense of abandonment
17:50is spreading throughout Ceuta.
17:52On one side,
17:53the residents,
17:53on the other,
17:54thousands of migrants
17:55who remain trapped in the city.
17:57Meanwhile,
17:58bellicose and dehumanizing rhetoric
18:00is on the rise
18:01in a border city
18:01historically marked
18:02by the coexistence
18:03of four religions
18:04and four cultures.
18:06Sergio Rodrigo y Franti González,
18:08Telesur, Ceuta.
18:12The World Health Organization
18:13and other UN agencies
18:15warn of the need
18:16to increase funding
18:17for the Ebola response.
18:19They say that the lack
18:20of resources
18:21could be one of the main obstacles
18:23to meeting the challenge
18:24posed by the virus.
18:25Our colleague Oscar Epelde
18:27has the details.
18:30After having been infected
18:32and recovered,
18:33they are motivated
18:34to share the message
18:35they now know well,
18:37the importance of prevention.
18:39Community awareness
18:40is growing
18:41and people are trying
18:42to take responsibility
18:43in the face of Ebola,
18:45but the circumstances
18:46still make it difficult.
18:50We have a water supply system,
18:52but we can go two,
18:53three, or four days
18:54without water.
18:56Second,
18:57we don't have a thermometer.
18:59At the other end
19:00of the territory
19:01affected by the epidemic
19:02in Kisangani
19:03in Tichopo province,
19:05the first 2,000 doses
19:06of the Irvabo vaccine
19:07have been administered.
19:09Out of the 70,000 doses
19:10the government has received
19:11thanks to the WHO.
19:13Here,
19:13we have asked the government
19:15to make the vaccine available
19:16on a large scale
19:17in an effort
19:17to vaccinate
19:18the entire population.
19:20But we do not know
19:20whether it's effective
19:22against Pundi Puyo.
19:24Irvabo has been used
19:26since 2015
19:27during the Zaire Ebola
19:29virus epidemics
19:30and others.
19:32But officials
19:33in Kisangani
19:34say that experience
19:35from the past few months
19:37at the first epicenter
19:38in Ituri province
19:39indicates that
19:40a high percentage
19:41of survivors
19:42were vaccinated
19:43and vice versa.
19:45Most were vaccinated
19:47against the Zaire virus.
19:49That's why we believe
19:50the Zaire Ebola vaccine helps.
19:55Meanwhile,
19:56the UN emphasizes
19:57the need
19:58for additional resources
19:59to sustain
20:00humanitarian operations
20:02and support efforts
20:03to contain the outbreak.
20:05Material and human resources
20:07are needed.
20:07How fast we need
20:09those human resources,
20:11how fast we need
20:12this 1,600 bed
20:14is, as we say,
20:16an emergency program
20:17by yesterday.
20:20Most deaths still occur
20:21in the communities
20:22and many infections
20:24stem from unknown
20:25chains of transmission
20:27despite the rapid
20:28expansion of the response.
20:30There are now
20:314,000 workers,
20:3324 decentralized laboratories,
20:3659 treatment centers
20:37and 1,300 beds,
20:39but the area covered
20:41is also expanding
20:42and they need to triple
20:43the current numbers.
20:45To run a treatment center
20:46of 50 beds,
20:48it costs approximately
20:50half a million dollars
20:52per month.
20:53Luca Fontana
20:54has also stated
20:55that the lack of resources
20:56could become a bottleneck
20:58in the response plan
20:59they are currently implementing.
21:01The responsibility
21:02for the population's suffering,
21:04both past and future,
21:05remains up in the air.
21:07From Africa,
21:08Oscar Epelde
21:09for Telesor.
21:11The United States,
21:13Japan and South Korea
21:14are conducting
21:15new military drills
21:16in international waters
21:17near the Korean Peninsula
21:19as tensions rise
21:20in East Asia
21:21from Beijing.
21:22Uno Fossi has the details.
21:26Greetings, comrades.
21:28I'm here in Beijing
21:29to report to you
21:31about the joint military exercise
21:33being conducted
21:34by the United States,
21:36South Korea
21:37and Japan
21:38this week
21:39in international waters
21:41south and east
21:42of Jeju Island.
21:44This is the fourth edition
21:46of Freedom Edge
21:47which began
21:48in September 7
21:49and will run
21:51throughout September 11.
21:53The drills include
21:55air, naval
21:56and cyber operations
21:58as well as
22:00missile defense exercise.
22:02Six destroyers
22:03are taking part
22:05along with maritime patrol,
22:07aircraft and fighter jets.
22:10Pingyang has
22:11condemned the drills
22:12and warned
22:13that we will take
22:14countermeasures
22:15describing them
22:16as a threat
22:17to the security
22:18of the Korean Peninsula
22:20and in the region.
22:22This comes
22:23as North Korea
22:24continues to strengthen
22:25its military capabilities.
22:27The country
22:29recently commissioned
