00:00...Colombian Agustin residents step up recovery efforts and denounce a lack of concrete state actions in the wake of the
00:06tragedy.
00:10In Bolivia, heavy-fired transport unions have declared a state of national emergency following full shortages,
00:15considering President Rodrigo Paz's administration responsible for the lack of effective solutions for the sector and the country.
00:25Iran's stop negotiator Mohamed Bajer Khalifa affirmed on Tuesday that the Strait of Hormuz will not be opened until the
00:31United States meets Tehran demands,
00:33including lifting its naval blockade and oil sanctions.
00:41Hello, welcome to From the South. I am Lorena Fon from the Telesur Studios in Caracas, Venezuela.
00:46Moving in with the news, stay with us.
01:06One week after the earthquake in Colombia, our certainty is growing among affected people due to the government's lack of
01:12response.
01:13In Valle del Cauca, communities are demanding concrete measures to address the ongoing emergency.
01:17Our correspondent Milton Henao has more information.
01:23The damage to homes, some of which were completely destroyed, and others of which are on the verge of collapse,
01:29has created an uncertain situation one week after the tragedy.
01:33For residents of Sevilla, a municipality in Northern Valle del Cauca department,
01:38the state's response has made it clear that they will have to fight to recover what they built over many
01:43years.
01:46They told us that there is no money available at the moment, and that we have to wait for aid
01:51from Bogotá to be distributed.
01:55Carissa managed to save her own life and the lives of her family members.
01:59In contrast to the limited response of the Colombian state regarding the future of her loved ones,
02:04her friends showed solidarity by providing them with a place to spend the night.
02:08So far, I haven't seen anything.
02:12They say engineers are coming, but we don't know if they're going to rebuild our houses or relocate us.
02:17I don't know yet. I don't know what will happen to our home.
02:22For some analysts, the earthquake that hit Colombia made two things very clear.
02:27First, amid the tragedy, the immense solidarity of citizens under the slogan,
02:31People for the People, resulted in the most massive and timely response.
02:35Second, the incoming government's slowness, limited administrative experience,
02:40and clear lack of support for the nation's relief agencies,
02:43which rely more on willpower than resources, became apparent.
02:46The national government and the state owe firefighters more than 340 billion pesos.
02:56It's time to support firefighters.
02:59We cannot continue to be at the mercy of mayors who decide whether or not to allocate resources.
03:04We are still in need.
03:07I must mention that Colombia's municipalities lack a public risk management policy.
03:11If they did, the community would already be trained and have taken measures to make their homes earthquake resistant,
03:17everything that calls for prevention.
03:23In recent hours, President Abelardo de la Espriella's visit to Buenaventura to hand out balls and t-shirts went viral
03:31on social media.
03:33Citizens have questioned this move due to the lack of immediate and substantive solutions to the emergency.
03:38Meanwhile, in Cali, restrictions on volunteers at rescue sites have been constant,
03:43as has the work of journalists and citizens searching for their families at various sites of the tragedy.
03:49At this time, I am unable to comment to the press.
03:52I am not authorized to speak with them.
03:54Why is there so much silence in response to the demands?
03:58There is no silence. There is no silence.
04:00In Sevilla, Valle del Cauca, con la Cámara de Alexander Quiñones, Milton Henao, Telesur.
04:07In Colombia, in response to the emergency caused by the earthquake, residents of Cali send donations to those affected.
04:13Citizens, volunteers and foundations are organizing charity events to collect and source supplies until late at night
04:20and send them to those affected by the disaster.
04:23These days, the community is prioritizing non-perishable food,
04:26drinking water, blankets, mats, tents and personal hygiene kits.
04:30To ensure that aid reaches to affected areas safely, authorities and community leaders recommend delivering donations
04:37only to the authorized and official collection centers of the Colombian Red Cross, the City of Cali and the Cali
04:43Food Bank.
04:50Meanwhile, Colombian artist Shakira visited the earthquake-devastated region of Chocó,
04:55denouncing the government's abandonment of the affected communities, surveying damaged schools and meetings with residents.
05:01The singer condemned the lack of state support, stating that Chocó has been left to fend for itself amid severe
05:07structural neglect.
05:08Calling for urgent international solidarity for the historically marginalized region, Shakira announced a $1 million donation
05:15to rebuild educational infrastructure, highlighting the urgent need to prioritize community recovery over systemic official inaction.
05:31Colombians have a historical debt.
05:34As you yourself have said, the Department of Chocó has been left to fend for itself,
05:44and it has been very difficult to make progress here, but we know it can be done.
06:11As Venezuela continues the road to recovery after the double earthquake of June 24,
06:16the acting president of Venezuela, Delsi Rodríguez, reported a new perceivable quake recorded on early on Tuesday.
06:22Via her Telegram channel, the president wrote,
06:25I wish to report that approximately 23 minutes ago, a felt earthquake was recorded with this epicenter in La Guaira
06:31and a magnitude greater than four.
06:33Our protection system is activated and is conducting the necessary monitoring and follow-up.
06:37As of now, we have no reports of damage of any kind.
06:41We remain vigilant and are working to ensure everyone's safety.
06:58On Tuesday morning, the Spanish province of Grenada recorded a new 4.8 earthquake on the Richter scale
07:05at 10.37 a.m. with its epicenter northwest of Goyar and a depth of five kilometers.
07:12The regional government of Andalusia has confirmed that three people sustained minor injuries as a result of the new earthquake.
07:19This cosmic event is one of the strongest rumors recorded so far in the cities of quakes affecting the province
07:24since August 14,
07:25the most significant of which was the 4.8 magnitude earthquake recorded on the 15th.
07:30This earthquake was followed by several aftershocks recorded by the National Geographic Institute.
07:35The strongest aftershocks recording two preliminary estimates occurred at 11.34 a.m.
07:41with a magnitude of 4.2 and an epicenter in Allendin subsequently at 12.39 p.m.
07:48Another aftershock of magnitude 4.2 occurred in the same town.
07:56Now we have a short break.

08:30Welcome back from the South.
08:31In Bolivia, heavy freight transport unions have declared a state of nation on emergency following field charges,
08:36considering President Rodrigo Paz's administration responsible for the lack of effective solutions for the sector and the country.
08:43The transporters questioned the new price per letter applied to large consumers
08:47and warned that this increase will affect producers and could raise the cost of the basic food basket and the
08:52cost of living.
08:53They also condemned the long waiting times to fill up with fuel,
08:57criticizing the government's economic policies, as measures that are impoverishing the country.
09:02The complaints joined those of six federations from the Koshalamba Tropics,
09:07who issued a call for unity among the country's various strategic sectors to organize and defend the plurinational state.
09:20During a visit to Havana, the delegation from the Russian Civic Chamber donated humanitarian aid to Cuba to support the
09:26country's population.
09:27According to the Russian Civic Chamber, the delegation from Russia donated food, sweets, flashlights, USB drives and first aid kits
09:34to the Cuban people,
09:35who are suffering from an energy crisis caused by Washington's action.
09:39The donation ceremony took place during a meeting with the leadership of the Cuban Institute of Friendship Among Peoples,
09:47as part of the events commemorating the centennial of Fidel Castro.
09:50The Russian Civic Chamber delegation emphasized that Russia stands in solidarity with Cuba
09:56and will continue to support it in all international forums in which Russian NGOs participate.
10:03Noemi Rabasa, first vice president of the Cuban Institute of Friendship Among Peoples,
10:07expressed her gratitude to Russia for its assistance at a time when Cuba lacks basic necessities such as medicine, fuel
10:14and food.
10:20Diplomatic tensions are escalating between Moscow and Tokyo after Russia officially summoned the Japanese ambassador over ongoing territorial disputes.
10:28Russian Foreign Foreign Minister Sergei Lavrov summoned Ambassador Akira Mutu after Japanese officials protested as President Vladimir Putin's recent visit
10:37to Kourilis Island.
10:39Lavrov strongly condemned Mutu's delayed appearance at the ministry, calling it a completely unacceptable violation of diplomatic protocol.
10:47The diplomatic summon underscores Moscow's firm stance and its territorial sovereignty in the region,
10:52established after agreements signed following the end of World War II and actively rejects Tokyo's claims over the island.
11:05In other topics, the popularity of the United States President Donald Trump has hit its lowest point yet,
11:11driving by growing public concern over the ongoing conflict with Iran and rising emergency costs at home.
11:17According to a new Reuters Ipsos poll, President Trump's approval rating fell to 33%, with 64% disapproving.
11:25Escalating military action in Iran has disrupted global oil supplies, leaving 80% of United States citizens,
11:31including 87% of Democrats and 71% of Republicans, convinced the conflict will drag on long term.
11:39Only 16% expect a swift conclusion.
11:43While the President maintains that higher gas prices are a necessary cause to stop nuclear proliferation,
11:49public transport is thin.
11:50Only 1 in 5 United States citizens and just 50% of Republicans believe the war has been worth the
11:56price.
11:57With November midterm elections approaching widespread economic strain and war fears,
12:02have congressional Republicans deeply concerned about defending their slim majorities.
12:14On Monday, protesters gathered outside the Delaney Hall Immigration Detention Center in Newark, New Jersey,
12:20demanding its closure following the death of Guatemalan migrant José Efraín Chajón Razón.
12:25Footage shows demonstrators holding a vigil outside the heavily-fenced facility,
12:31displaying photographs of people who have died after being detained.
12:35They are marking the third death in the center since it reopened in May 2025.
12:41Detainees and campaigners have also denounced inadequate medical care, poor food and unsanitary conditions at the facility.
12:49Delaney Hall is ruled by the private prison company GEO Group,
12:52who operates under a 15-year contract with the Immigration Customs Enforcement Agency, ICE.
12:58In this regard, New Jersey sued GEO Group in June, demanding a full inspection of the center.
13:07I first, when I learned that another person had passed away at Delaney,
13:13like I said, I felt pretty angry and then really sad, right?
13:18Like going through the stages of grief.
13:20And then I said, well, what's the best way that we can continue to honor them, right?
13:27And the only way that we can do that is by continuing in this fight, right?
13:33Like they will live on as long as we keep on fighting.
13:38I'm tired of having to keep coming up here because they killed somebody else.
13:42When is enough enough? When is they going to stop?

14:33Welcome back from the South.
14:34We continue now in the Middle East as a vessel was struck by an unknown projectile in the Strait of
14:38Ramos
14:39amid heightened regional tensions.
14:40According to the United Kingdom Maritime Trade Operations, a vessel was struck by an unknown projectile
14:47while transiting outbound throughout the Strait of Ramos,
14:50causing damage to its engine room and leaving one crew member a casualty.
14:54The vessel's company security officer reported the incident,
14:58after which the remaining crew was assisted by the Omeni Coast Guard.
15:01Authorities are reportedly investigating the incident, but so far no environmental impact has been reported.
15:07Navigation throughout the Strait of Ramos remains severely restricted
15:10as negotiations between Iranian and United States authorities have come to a stop.
15:18For this part, Iranian Parliament Speaker Mohamed Bahir-Ghalibaf
15:21had reaffirmed that the Strait of Ramos will remain closed, saying,
15:24until the commitments made by the United States in the Memorandum of Understanding,
15:29including the lifting of the blockade, the release of frozen assets,
15:32the lifting of oil sanctions, the end of threats and military operations on all fronts
15:36and other conditions to which America agreed on in the Memorandum are implemented.
15:41The Strait will not be open.
15:50Meanwhile, Israeli forces arrested a Palestinian doctor during a raid in the occupied West Bank.
15:55As Ionese aggressions against healthcare personnel continue to rise.
15:59Local news sources reported that the Israeli forces have arrested 54-year-old gynecologist Dr. Dima Mohamed Abin Barakat
16:06after raiding her home in the Atira neighborhood of Ramallah.
16:11In another attack, Israeli forces injured two Palestinians during a raid on the village of Beit Imrin,
16:16northwest of Nablus in the occupied West Bank.
16:19While the Palestinian Red Crescent said its group retreated two people who had been beaten by soldiers
16:24before taking them to hospital.
16:27This is all part of a continued campaign of aggression by the Sinus forces against the Palestinian population.
16:40The United Nations Children's Fund, UNICEF, issued a warning about the spread of cholera in six countries
16:45in West and Central Africa.
16:47The organization explained that the outbreak is exacerbated by rains and floods
16:51and displacement caused by conflict, while a lack of funding is limiting the health response.
16:56It also noted that the disease is spreading throughout shared rivers, trade roads and population movements,
17:02putting millions of children at risk.
17:04The affected countries are the Democratic Republic of the Congo, the Republic of Congo, Nigeria,
17:10Chad, Cameroon and the Central African Republic,
17:13where children comprise a high percentage of those affected.
17:23And the head of states from several nations across the African South gather in Durban
17:28from the 46th Southern African Development Community Summit,
17:32focusing on industrialization, infrastructure and regional economic integration.
17:36Opening the two-day summit, South African President Cyril Ramaphosa called on member states to advance Vision 2050,
17:44urging deeper cooperation and the free movement of goods, services and people across borders.
17:49Regional experts emphasize that leaders must move beyond rhetoric,
17:53urging actionable solutions on cross-border trade, health care and economic development
17:58to prevent a deepening regional crisis.
18:00During the opening session, Ramaphosa officially assumed the role of a SADC shortperson succeeding Zimbabwean President Emerson Nangawa.
18:16...integration at summits and practice exclusion in the streets of our countries.
18:23Now, as we work towards Vision 2050, we should seek a region in which people are able to freely move
18:33according to established principles, protocols and laws.
18:39In Zambia, official electoral results confirmed President Hakain de Gisilema,
18:43who has secured a second term in office, winning over 61% of the vote.
18:48The Electoral Commission officially declared Gisilema the winner,
18:51following Thursday's national poll, defeating Maine opposition challenger Brian Mundbudile.
18:57While supporters gathered in Lusaka to celebrate the ruling party's victory,
19:01the electoral process was marked by brief suspensions in vote counting and opposition allegations of irregularities.
19:08The election outcome reinforces Zambia's long-standing tradition of constitutional governance
19:13and multi-party democratic elections.
19:20And like this, we have gone to the end of this news brief.
