00:13The association says it has received reports that some security companies are issuing firearms to officers whose certificates are still
00:21being processed because they have secured firearms contracts but do not have enough certified personnel to fulfill them.
00:28It is stressing that an application in progress is not a substitute for a valid certificate warning that officers carrying
00:36firearms without the required authorization could face serious legal consequences.
00:42The association says it has also been informed of cases where officers are being deployed with firearms without ammunition, leaving
00:50them unable to properly defend themselves or others while still facing the risks associated with armed duties.
00:57Adding to its concern is what it describes as a growing practice of security companies subcontracting armed officers to other
01:06firms experiencing manpower shortages.
01:09According to the association, that raises important questions about legal responsibility, insurance coverage, contractual obligations and liability.

01:44The Air State Police Association says it has repeatedly raised concerns with the authorities over lengthy delays in processing both
01:52firearm users' employees' certificates and precepts,
01:56arguing that the backlog is affecting the security industry and should be addressed urgently.
02:02But it maintains that administrative delays cannot justify placing officers in harm's way or exposing them to potential criminal liability.
