00:00The section in the report that deals with harmful behaviours, it's not an easy read.
00:06About 30% of people who answered the survey said that they'd experienced bullying in the last five years
00:11and one in four told us that it experienced some form of harassment or discrimination.
00:17Apart from the behaviour itself, the troubling aspect, as Commissioner Lanyon mentioned,
00:22is that most people who observe or experience misconduct don't feel like they can report it.
00:27It's not easy as a more junior member to speak out against misconduct when you fear retaliation or career consequences.
00:35The example must be set by leadership. There must be clear accountability for poor and unlawful behaviour.
00:42Whilst the review found that there is a deep connection with the organisation,
00:46it also found that there were harmful behaviours present in the New South Wales Police Force.
00:51Behaviours such as bullying, discrimination and harassment.
00:55Behaviours that are unacceptable and will not be tolerated.
00:59The review also found that there was a culture where people feared speaking up against those behaviours.
01:06I have made it clear, and I have made it clear to our workforce,
01:10that that is not the culture we will have in the New South Wales Police Force.
01:14Through development of leaders, holding leaders accountable for ensuring that those types of behaviours do not occur,
01:21and a range of other matters, I am committed to making sure that we have a supportive and safe workforce.
01:27A supportive and safe workplace as well. A place where people want to participate in.
01:33I have said repeatedly since I became the Commissioner that I am incredibly proud of the work that our officers
01:38do each and every day.
01:39My team and I have heard from almost 5,200 current and former employees of New South Wales Police.
01:47We have heard from people across rank and region, and we have visited 35 locations and listened to hundreds of
01:54hours of stories.
01:55And I want to acknowledge the courage and the candour that people showed.
01:59We also heard that women and those from culturally diverse backgrounds face ongoing barriers when it comes to development and
02:06promotion.
02:07Particularly if they are attempting to work flexibly.
02:10There are very few who will ever understand how tough policing can be.
02:15We sat for hundreds of hours and listened to women and men who carry with them scenes of unimaginable trauma,
02:22experiences of risk and danger, and fatigue.
02:26Many of them felt that they did not get the right support after a critical incident.
02:30But this is also starting to change.
02:33There is widespread support for the significant investment in mental health support in the organisation.
02:39And a desire for more proactive help. This is essential.
