Libya presses on rebuilding flood-ravaged Derna but trauma persists

00:01Nearly three years after a catastrophic storm tore through eastern Libya's port city of
00:06Dena, killing almost 4,000 people, the city is now getting back on its feet, but the trauma

00:13New roads and bridges, thousands of new homes and a hospital have risen from the ramble
00:17since the storm swept the coastal city in 2023, leaving thousands missing and over 40,000
00:23homeless.
00:27All those who survived the storm have survived physically but not psychologically.
00:33I mean that people have been severely affected psychologically.
00:36It's true that they live among us, but they have lost a large number of their loved ones.
00:41Mental health needs to be a priority right now or at the very least be counted among the
00:46most important things.
00:49Despite the reconstruction, Dena still bears the mark of the storm that led to thousands
00:55of lives lost.
00:57The construction has provided a glimmer of hope here, whereas some residents say it helps
01:03them cope with the tragedy they lived through.
01:07Regarding the change, it's a complete one.

01:18Adel Boksan, a construction official, said a host of projects are currently underway, which
01:24is said were about 80% completed.
01:3180% of the projects and plan adopted by the Dena Fund have been completed.
01:38The remaining 20% are in the final stages and will be completed over the coming months.
01:47Today, Dena is a changed city, but the memory of the 2023 tragedy remains bitter.
01:52Libya has established a reconstruction fund in 2024 with a budget of some $2 billion to
01:58rebuild Dena.
