00:06And we'll be getting you on the special broadcast details of the swearing-in ceremony of D.K. Shivkumar in

00:13But before we deep dive into the details of the swearing-in ceremony,
00:17I want to begin with big breaking news coming in on a story that we've been tracking very, very closely
00:22here on India Today.
00:24I'm referring to the CBSC re-evaluation controversy.
00:28Now you've got Modi government cracking the whip, taking note of all the issues that have come to the fore.
00:35The CBSC chairman and the secretary have been transferred.
00:39Beyond that, an inquiry committee has been set up to probe the procurement of the OSM services by the CBSC,
00:46which is on-screen marking essentially.
00:49The biggest question mark has been over the OSM services by CBSC.
00:53It's in line with that, that the government has not just cracked the whip,
00:56but also has decided that there must be a detailed inquiry to figure out exactly what went wrong.

01:09Finally, the Modi government also cracking the whip.
01:12The CBSC chairman, the CBSC secretary, both have been transferred now.
01:22As we get you all the details of how the government now has taken note of what's happening,
01:28cracking the whip essentially,
01:30the inquiry committee has been set up to probe exactly what went wrong.
01:35In the meanwhile, the CBSC chairman, the CBSC secretary, both of them have been transferred.
01:41There have been serious questions asked at this point of the CBSC, of the Central Board of Secondary Education
01:48on the manner in which they went ahead with the re-evaluation, with the OSM marking.
01:54And so amid that, the government has decided to crack the whip.
01:59Remember that there were technical glitches.
02:01Remember that there were issues with regards to the results that came out.
02:05It was students who, in fact, exposed the serious lapses, the serious glitches that took place.
02:11The CBSC, of course, has conceded detail and kicking off an investigation on their own.
02:17But in the meanwhile, the government, too, has stepped in right now.
02:20The CBSC chairman, the CBSC secretary, both have been transferred.
02:25An in-house panel will now probe, in fact, an inquiry committee will now probe what exactly went wrong,
02:33particularly the process of OSM marking those services by the CBSC.
02:39Let me bring in Aishwarya Paliwal for more details on this.
02:41Aishwarya, the government taking note of all of the issues that students have raised right after the results were out.
02:48Many of these students chose to speak out on India today.
02:51But give us a sense of what really the government has done now.
02:55Well, you know, Akshita, let me tell you, this is something that the government has been looking at very, very
02:59keenly.
03:00In fact, let me also tell you what the government has now taken note, taken action, and that's the reason
03:07why the transfer is being done.
03:10From what I am understanding, Mr. Moody and his office, they were also very keenly looking at what exactly is
03:17happening.
03:17Because, you know, these kind of things, which are not once, but again and again coming to the fore,
03:22and also what we are looking at is the future of lapse of students.
03:27That is at stake, and this is something which the government has been making very, very clear.
03:31This is something that they will not be tolerating, which is why you are seeing the centre now cracking the
03:35web
03:35and also sending out a very strong message.
03:37Let me tell you, you know, this is just the beginning.
03:40We will see more action being taken because the government believes that they need to get to the bottom of
03:44this
03:44and make sure that these kind of issues do not come up, these kind of glitches never, ever happen
03:50with regards when it comes to the life of students and when it comes to the future of students.
03:57You know, welcome move by the central government, considering all the controversy
04:01and the amount of suffering of students, essentially, who have largely been the whistleblowers also of this entire case.
04:08So it's a good step that we are seeing that the government has now taken note and decided to crack
04:13the whip right now.
04:14And let's just hope that all of the lapses, the glitches, the issues that have been found are identified,
04:20are highlighted and that there is subsequent action, concrete action that's taken now by the central government
04:27because we know that an inquiry committee has also been set up in this regard.
04:31I'll also bring in Sonal Mehrotra Kapoor on this broadcast.
04:34Sonal, along with many of my other colleagues in the newsroom, have been following up the story diligently for the
04:39last many days.
04:40So, Sonal, finally, the government are also now realizing that we need to crack the whip.
04:46The CBSE chairman, the CBSE secretary transferred.
04:48And hopefully, this is just the first of many more steps that will be taken.
04:52Well, absolutely, Akshita.
04:54For the past two weeks, India today has continuously been reporting on the plight of students.
04:58First, it was neat.
04:59Then, CBSE, things got even more murkier.
05:02Because remember, CBSE at the moment is not just an issue of malpractice.
05:07It's not just an issue of mismanagement or bad implementation.
05:11The charges are of corruption.
05:13Corruption in the tendering process.
05:16And that is what has really taken the story forward.
05:19It's not just about the fact that students could not open the portal or the portal did not work.
05:24This is about serious charges of corruption in the tendering process.
05:28Why was COEMT given that tendering process when many high-stakes contenders, like even PCS, were in the run?
05:37Now, a lot has been said about the story.
05:39But we have to say that I was just speaking with a former person in the CBSE, a former joint
05:44secretary,
05:45who on the program, Five Live, just minutes ago said that heads must roll.
05:49He just said that if this were to happen, if this level of deep corruption were indeed taking place,
05:55the entire administrative system would be in the know and thus should be taking responsibility.
06:00What responsibility for?
06:02Well, look at the lapses here.
06:04Number one, the entire OSM system is implemented and there is a mismatch in marking.
06:11The entire mismatch is then exposed.
06:14Students come online.
06:16Students who are first called Pakistanis and lots of others sort of join in.
06:20And then finally, the CBSE says, oh, let's reopen the evaluation window.
06:25That re-evaluation window could not open on day one, could not open on day two.
06:30Today was day three, did open, but again with glitches.
06:34This is, you know, one phase of what's happening with CBSE.
06:37And then there is, you know, phase two of what's happening with these CBSE or act two, as they say.
06:42These are the corruption charges.
06:44These are the ways in which tenders have been exposed.
06:47And let's be very mindful.
06:48The heart of the CBSE story has been the students.
06:51Because remember, it's been the two students who exposed the entire system.
06:55One class 12 student who exposed the lapses within the system.
07:00He said on our show, Five Live, that it took him 30 minutes.
07:04It took him 30 minutes to expose the entire CBSE system.
07:08And what did CBSE do?
07:10Not much initially.
07:11Now, finally, remember the second student who came on.
07:14And he spoke about the tendering process.
07:17Two class 12 students who sat down to write their papers this time to make a future, get good marks,
07:23ended up exposing the entire CBSE system.
07:26What we see now is a shake-up that's happening in the CBSE.
07:30But what we are hearing from a lot of former colleagues, etc., it cannot be just these two.
07:37The muck goes deeper.
07:38And a full, detailed analysis needs to be done of what happened.
07:43An investigation needs to be done on how did the tendering take place.
07:47Why was the rush for the OSM system when the students were not aware.
07:51When the teachers wrote down in paper saying that they were not ready with checks.
07:54Who allowed it and why?
07:57Those questions need an answer.
08:02And hopefully with that inquiry committee also being set up, we will get some of those answers.
08:07We will see those who are responsible for this mess being identified immediately.
08:12Anmol Bali is also joining us on this broadcast.
08:15Anmol too has been on the ground tracking the story very closely.
08:19Getting us some of those students who raised a red flag over exactly what had happened in the process that
08:24was followed.
08:24By the CBSE.
08:26This is now a welcome move, Anmol.
08:28And with this inquiry committee being set up, there is no doubt that many of these students also will be
08:33asked to speak out about how they suffered.
08:36About how they were able to find these glitches much before even the CBSE could.
08:46Akshita, as you know that CB is in the deep controversy because we have been seeing after the class 12th
08:52results were announced, the OSM system was into controversy.
08:55People were pouring on the social media.
08:57Students were coming on the roads demanding for the fair deal of their marks.
09:01And after that, we have seen that parliamentary committee have also called two young guys, 19-year-old Nisar Gadhikari
09:07as well as Siddharth.
09:09Those who have probed into the CBSE tendering system.
09:12Those who have probed into the CBSE cybersecurity.
09:14And now big action by the government.
09:16They have transferred the chairperson of CBSE Rahul Singh and as well as Secretary Himanshu Gupta.
09:21Our big action by the Modi government because India today and Aasthak have been showing the old deal and the
09:26negativity of the students from the very first day.
09:29Since the results have been come out where students have been saying this OSM system is full of law.
09:34Because we have talked with the teachers, those who have clearly said their papers were blurred.
09:38And even people have questioned the tendering system.
09:41Various things were tweaked to give tender to the COEMT, EduTech.
09:44And later we have also seen that leader of opposition Rahul Gandhi and various other opposition leaders have questioned then
09:49why this COEMT named company,
09:51which was into the center point of the controversy for their 2019 Telangana board examinations have been given tender of
09:59the CBSE.
10:00Such a large scale examination where 18 lakh students have appeared for the examination.
10:05But all the students we have talked with said they are not satisfied with their marks and even with the
10:09cyber infrastructure of the CBSE.
10:12Akshita.
10:15Okay, let me just bring in Aishwarya also on this.
10:17Aishwarya, you know, the central government, while they have now taken note, cracked down,
10:22has said we are not going to wait for their inquiry committee to find out who is responsible.
10:26So, you have got an inquiry committee set up, yes, to look into, you know, what were the loopholes,
10:31what were the issues and pull out really the rot in the system.
10:35But at the same time, the CBSE secretary, the CBSE chairman have immediately been transferred.
10:40So, this is clear messaging from the central government that we are not going to wait for any inquiry report.
10:45We believe that heads must roll and ride at the top with that.
10:48Well, definitely, you know, and why not?
10:50So, because this is something that the government has been speaking about time and again.
10:54The government has been very, very clear, Akshita, that this is something that they will not look at lightly.
10:59This is something which actually is putting the future of lakhs of students at stake.
11:03This is something which will be punished.
11:05And that's the reason why you are now seeing the government cracking the whip.
11:09In fact, let me tell you, the PMO was very keenly looking at it.
11:11And that's the reason why now we are seeing this action being taken.
11:14The government believes that they also need to set things right, set things right immediately, as soon as possible.
11:20And also to make sure that these kind of glitches and if there is any corruption, this kind of corruption
11:25does not happen again.
11:26And that can only be done when the government cracks the whip and sends out a very stern message, a
11:31stern message, Akshita.
11:31This is exactly what it is because, you know, it's not just the children, the parents and everyone else associated
11:37also could not believe what was exactly happening.
11:41Corruption charges also coming to the fore.
11:43And let me tell you, the 17-year-old boy, he in fact came out and gave the statement and
11:48said that it barely took him 30 minutes to be able to crack it.
11:51If he can do it, that means that there are many others who are doing it.
11:54Getting to the bottom of it is the priority for the government at the moment.
11:57No, and there's a need, very clearly.
11:58Final question, Sonal, you know, there is a need to set a precedent.
12:01Here by the government.
12:03Welcome move, yes, that the central government has taken note.
12:05But there is a need to set a precedent, Sonal, that you cannot mess with students' future.
12:09You were right in highlighting what happened with NEET, where we heard in court that Prime Minister Modi was personally
12:14right after that,
12:15supervising what's happening with regards to the re-exams.
12:18In this case, too, there will be a need for top officials, for top ministers to be involved,
12:23because this is simply unacceptable that something like this happens.
12:27And so, while it's a welcome move that the government has taken note, inquiry committee set up, heads are rolling,
12:33it's the follow-up, really, that the spotlight must be on.
12:36Absolutely. Also, you have to look carefully at what exactly the government has said.
12:40At the moment, it seems like they will be investigating the OSM implementation system.
12:45Will they also be implementing on the tendering process?
12:49That is not no nakshita. There are two different things here.
12:53So, we've got to understand this very carefully.
12:55Will the government say, okay, we will address all charges, we will look at the corruption charges as well,
13:00and also look at the implementation at OSM system?
13:04Both these the government has to go to.
13:06And like we said, in all these cases, you see, be it NEET, be it CBSE,
13:10at the moment, it's the students who are really paying the price, right?
13:13And students at the moment, with this piece of news, if I am to understand, will be even more perturbed.
13:18They want to understand what happens next.
13:20Will this have a bearing on this year's marks?
13:24Will today's revaluation paper, which could not again, the portal that opened again, could not be happened.
13:29Will that reopen again? They say there will be time extended.
13:31What does that mean?
13:32So, this puts still a lot of questions out there for the students,
13:36and let's keep our focus there for the moment.
13:38The government, yes, needs to address the matter.
13:41The government, yes, needs to get to the bottom of how the tendering process took place.
13:44But at the moment, what is required before everything else is for somebody to speak to these students
13:50and tell them what's going on, because they are the ones whose future is really dangling in the air,
13:56and they don't know where this will end.
14:02Okay, we're going to continue tracking that very closely.

16:20you can see of course that there's a grand setup outside the Lok Bhavan,
16:24inside the glass house already setups have been made.
16:27This entire area, which is by the way one of the most bustling pockets of Bengaluru,
16:32full of posters, full of flags, full of a show of strength by the Congress.
16:37And central to all of that is the images of DKS Shiv Kumar.
16:41So over the next one hour, we're going to be getting you all the details that trickle in
16:45of what the swearing and ceremony is going to look like.
16:48Some very interesting details, including the direction of the stage being changed,
16:52based on what DKS Shiv Kumar's astrologer has told him.
16:55All those details coming your way in just a bit.
16:58But we begin with big breaking news that's coming in right now on that big question
17:02of what the Karnataka, what the DK cabinet could look like.
17:15Okay, ten names that have been finalized at this point is what sources have told us,
17:21who have been essentially zeroed down on by the Congress high command.
17:25So many questions about whether Sidramaya's men, women will prevail,
17:30whether his aides will get preference over DKS Shiv Kumar's.
17:33We've got some of those answers for you.
17:35As we speak, DK Shiv Kumar and Sidramaya are in Delhi.
17:39They've had a series of meetings, the last one that took place with KC Venu Gopal.
17:43And there's a picture that's also emerged from those meetings of DK Shiv Kumar
17:47of Sidramaya with Rahul Gandhi as well.
17:51A show of strength once again by the Congress.
17:54And Rahul Gandhi is seen there holding Sidramaya's hand.
17:57They're expected to come back to Bengaluru tonight at about 7.30.
18:00They're expected to leave right now.
18:01But let me come back to the names that I was referring to.
18:05The names who reportedly have been finalized for the Karnataka cabinet.
18:08There's KJ George, J. Parameshra, Ramalinga Reddy.
18:12No surprises.
18:12All senior leaders.
18:14KB Gowda, UT Khadar, MB Patil, Satish Jarki Holi.
18:18If he's inducted in the cabinet, remember, there'll be a big question mark.
18:22That means on who will be the Karnataka Congress chief.
18:24Priyank Karge, Malik Arjun Karge's son, Dalit, Yatindra Sidramaya.
18:29No surprises there.
18:30KH Munyapa, again, very, very senior leader, already part of the Sidramaya cabinet.
18:34So I've just given you a sense of the names right now that have come to the fore.
18:38I'll bring in Rahul Gautam, who's joining us live from Delhi with the latest updates.
18:42And then take this across to my colleagues in Bengaluru as well.
18:45But Rahul, what have the meetings been like through the day?
18:48Have we seen the end of negotiations, end of discussions?
18:52Has the high command been able to zero in and narrow down a couple of names for swearing in tomorrow?
19:01Well, exactly, Akshita.
19:02This is what we're learning from our sources, that around 10 names have been finalized by the high command.
19:06And tomorrow, around 11 leaders will be taking oath, including the chief minister.
19:12And as you also have mentioned, the names also, UT Khadr, Satish Jarki Oli, Priyank Karge, Yatindra.
19:20A balance of caste communities and regions have been kept in mind while finalizing these names.
19:27Also, I must tell our viewers that as we speak, we've been informed.
19:31Right now, I'm right outside the residence of Malik Arjun Karge.
19:34And we've been informed that shortly from now, KC Venagopal and Randeep Singh Surjewala,
19:38they both are likely to arrive here.
19:40And in fact, there's going to be discussion on Rajya Sabha and MLC names.
19:44See, we have to really understand that it was a pretty jam-packed day, action-packed day,
19:49as far as Sidra Ramayana and DK Shipkumar is concerned,
19:52because they both had a two-hour-long meeting, first with Rahul Gandhi, Malik Arjun Karge.
19:57Then they went to KJ George residence, where they obviously had private conversations.
20:02And then later on, I had a meeting with KC Venagopal.
20:07So clearly, it seems that our picture has started to emerge.
20:11The shape, as we call it, of the new cabinet is taking place.
20:15And in all likelihood, these names are going to be there in the official list,
20:21which is likely to be published very soon from now.
20:23And these people will be taking oath.
20:25Also, as you see the list, there are not many people who are supposedly close to Sidra Ramayana.
20:32For example, Prishnabaira Goda, Satish Jarkiyoli, KJ George.
20:36So all these names, obviously, were pushed by Sidra Ramayana.
20:40I'll decode that list in just a bit.
20:42But if I see Satish Jarkiyoli's name in that list, what really happens to the KPCC chief post?
20:47Is that something that was also brought up in the discussions?
20:49Are we expecting an announcement in that regard also before the swearing-in ceremony tomorrow?
20:57Well, unlikely, Akshita.
20:59At this point of time, the priority is to get the names right for the new cabinet.
21:04And there were discussions on certain levels for KPCC president.
21:09Satish Jarkiyoli was considered for the KPCC post.
21:13But sources told us that he was insisting for a cabinet portfolio as well, along with KPCC post.
21:19So therefore, the party was not really comfortable with this idea.
21:22And in fact, they reminded leaders also that when D.K. Shiv Kumar became deputy chief minister,
21:29he was already a PCC president.
21:31So there's no precedent wherein KPCC chief has been a minister also.
21:36So therefore, the party is already looking into names.
21:39We've been informed that Ishwar Khantre is one of the contenders, BK Hari Prasad.
21:42We have to really wait and watch whether there's going to be some clarity coming in.
21:45But it is unlikely to happen before tomorrow.
21:48And in a couple of days, we would be knowing the name of the new KPCC president,
21:52the three names for the Rajasababars, and also the seven contenders for the MSC post.
21:57Over KPCC chief, over what the cabinet will look like.
22:00The other question is over deputy chief minister.
22:03And I'll bring in Nagarjun Dwarkanath for more details.
22:05So on that, Naga, between Sidra Maya saying you should have deputy chief ministers,
22:10D.K. Shukmar saying absolutely no need.
22:12And the high command facing the pressure of ensuring they get their caste arithmetic right.
22:16What are you picking up?
22:17Will we see deputy chief ministers, a deputy chief minister?
22:21What will be the scene tomorrow?
22:24Akshita, most likely there are deliberations that has happened on deputy chief minister also.
22:28I need to make calls.
22:29I've got one confirmation.
22:31But I need a couple of more confirmation about deputy chief minister.
22:34Seems like there might be one.
22:35But I'm just still not confirming before I make a couple of more phone calls.
22:40But the deliberations have taken up.
22:43The party had felt that if we are making D.K. Shukmar the chief minister,
22:47we need to have other communities accommodated.
22:49For example, the Talit community.
22:51For example, the Lingayat community.
22:53We are also tackling JDS plus BJP in the next elections,
22:56which is Lingayat and Mukilika.
22:58Code vote bank.
22:59How do you accommodate the Lingayats?
23:00And also Sidra Maya stepped down.
23:01How do you accommodate the backward?
23:03All this permutation combination were discussed.
23:05And deliberations on deputy chief minister had also happened.
23:08And most likely, there might be one, is what I was told.
23:11But that person is yet to get a phone call about this.
23:15And in a couple of hours, we'll have an official update
23:17about which way the deputy chief ministership is going.
23:20But tomorrow, first phase, 10 to 12 members will be taking part.
23:23We have got the names flashing, being clashed on our screen.
23:26Ramlingaradi, Krishnabairagoda, UT Khadir, MD Patil, Satish Jarkiyoli,
23:30K.H. Muniapa, Priyan Kargi, K.J. George.
23:32All of these are seniors.
23:34And no, in fact, surprises in this,
23:37except for Yathindra, who's a new entrant.
23:40And rest of the names usually remain to be
23:41the most senior in the cabinet.
23:47Okay, senior leaders being given space.
23:49There was a lot of talk of fresh young faces, first-timers,
23:53but maybe also a bit too much of a risk at a time
23:55when there's so many of these leaders
23:57who are lobbying and lobbying hard
24:00to ensure that they get a place
24:02in the Karnataka cabinet,
24:04in the DK cabinet.
24:05But let me give you a sense right now
24:07of exactly who are Sidramaya's aides
24:10who've been named right now.
24:12You've got several names
24:14that, in fact, have been put forth right now
24:16by Sidramaya.
24:17And he says,
24:18I want them to be inducted in the cabinet.
24:20So we'll take our graphics right now
24:22in which Yathindra Sidramaya
24:23is in the top of that list.
24:26Yathindra Sidramaya is on the top of that list
24:28as, in fact, he is the son of Sidramaya
24:32and has been given a guarantee by the high command
24:35that whatever portfolio he wants, he'll get.
24:37So one name that you can expect 100% tomorrow
24:40who will be taking oath besides DK Shivkumar
24:42is Yathindra Sidramaya.
24:44Vairati Suresh, core loyalist of Sidramaya,
24:47belongs to the same Kuruba community
24:48and the most trusted aide of Sidramaya.
24:51There is a possibility he will be accommodated too.
24:53Why?
24:54Because remember that he is a very trusted aide
24:56of Sidramaya and a senior leader of the Congress.
25:00Baswaraj Raya Reddy,
25:01who is the former finance and economic advisor
25:03to Sidramaya,
25:04could be brought in against someone
25:06that Sidramaya trusts.
25:07Baswaraj Raya Reddy was someone
25:09who had also urged Sidramaya not to step down
25:12but has now made his peace with it.
25:14AS Ponnanna, another advisor,
25:16legal advisor to Sidramaya,
25:18has advised him through several legal tangles
25:20and so will be perhaps one of those names
25:22who could be considered.
25:24Sidramaya has definitely projected him
25:26if he is brought in,
25:27it will mean that for the first time
25:28you have a Kodagu leader
25:29as a minister as well.
25:31You also have Puttaranga Shetty,
25:33a prominent Uppara community leader
25:35who is someone that Sidramaya has again pitched for.
25:38K. Venkatesh, cabinet minister
25:40in the Sidramaya government.
25:41Sidramaya saying he's performed,
25:42he's been my minister,
25:44let him continue as a mantra.
25:46HC Mahadeva Pamo,
25:47most trusted confidant of Sidramaya,
25:49again a senior leader,
25:50in all likelihood will feature
25:51in the cabinet list.
25:53And then you have Santosh Ladd,
25:55influential Maratha community leader.
25:57Santosh Ladd in the Sidramaya cabinet
26:00has been the Labour minister.
26:02So we get you all of those details,
26:03eight names that Sidramaya has pitched.
26:05How many will actually be accommodated?
26:08How many will DK have a say on?
26:10We'll see.
26:11Ultimately, that official list is awaited.
26:14But let's get you now,
26:15more breaking news coming in.
26:28So what's happening right now,
26:30behind me at the Lok Bhavan,
