DK Shivakumar, the newly appointed Chief Minister of Karnataka, has officially taken charge at the state assembly following the swearing-in ceremony.

00:04I'm Akshita Nandakopal here at the Vidhan Sauda and I'm quickly going to hand it over to you
00:09to see the colour and the welcome that's ready for Chief Minister D.K. Shiv Kumar.
00:15It's going to take some getting used to saying, but you can see essentially that it is going to be
00:19a traditional Kannadiga welcome for D.K. Shiv Kumar here at the Vidhan Sauda.
00:25All set to enter for the very first time as Chief Minister of Karnataka.
00:30As we speak, D.K. Shiv Kumar is right now left from the Lok Bavan.
00:34He's going to be making his way here to the Vidhan Sauda at the entry of the Vidhan Sauda.
00:39If you've ever been here, you know that there are iconic statues of Ambedkar, of Baswana.
00:44He's going to be garlanding each of these and then making his way inside.
00:48There's D.K. Shiv Kumar right now who's just entered to the mega culture show that's just happened.

01:06Well, that's true. In fact, the open jeep is about the golf cart that we were talking about.

01:54Right now, I am told he's going towards the Gandhi statue within the premises of Vidhan Sauda where he would
02:01be garlanding the Gandhi statue and then Ambedkar statue and then Nehru statue and then going to the third floor
02:07to the Cabinet Hall, third floor of Vidhan Sauda to the Cabinet Hall.
02:10This is iconic for him because it's the first time he has entered the Vidhan Sauda premises as the Chief
02:16Minister of Karnataka.
02:17And complete convoy, right, you see behind Vishwav Kumar who has gone towards the Gandhi statue inside Vidhan Sauda premises.
02:26And today also special.
02:27If I can take a moment for the camera person to ask to show you the lights of Vidhan Sauda.
02:31But now it's once again being lit.
02:33It usually happens on the weekends as well as August 15th and then government holidays.
02:39But now for D.K. Shiv Kumar, the lights of Vidhan Sauda also are lit up with blue, green, red,
02:45all the lights.
02:46And post that, most likely he might be having a press conference to Akshita after the Cabinet that is done.
02:52And big ticket projects is talking about, what we are talking about is about Bangalore infrastructure.
02:57I am told that there might be an announcement likely for Bangalore development and is going to give task to
03:03each minister today that this is your benchmark.
03:06You have to set it and come back to me with updates on it very regularly is what he's going
03:10to be telling in the Cabinet meeting.
03:12He wants to set a precedent essentially of what the DKS Sarkara era is going to look like.
03:17So today, as he's made his way to the Vidhan Sauda, hitting the ground running, as everyone's been saying he
03:22should be,
03:23he's now reached here at the Vidhan Sauda, taking in fact a roundabout.
03:27He's going to be also paying his respects to the Gandhi statue, Baswana, Ambedkar, all of that.
03:33And then it's down to business.
03:35As Naga told us, there's going to be a number of policies that he'll sign off on on day one.
03:40We're also standing by for a press conference.
03:42D.K. Shuf Kumar will be addressing the media in just about 30-40 minutes from now, which we'll stand
03:47by for and get your updates off.
03:49But it's a new chapter in Karnataka, a new chapter that's marked by D.K. Shuf Kumar taking over as
03:56the chief minister.
03:57The swearing-in is done.
03:59The celebrations are over.
04:01It's now time to crack down and get down to business because he's going to be watched very, very closely.
04:06The spotlight will be on D.K. Shuf Kumar to see how exactly he performs over the next two years.
04:13But let's take you back to two hours ago.
04:15I was outside the Lok Bhavan at that moment when D.K. Shuf Kumar took oath as the chief minister
04:20of Karnataka.
04:21So let's recap that for you and then we'll come back to all the live updates that's coming in right
04:25now here at the Vidhan Sauda.

07:40So as we speak right now, live images coming in of D.K. Shiv Kumar paying his respects at the
07:45Gandhi statue as well as the Ambedkar statue. I'm not sure if you can see, but the Ambedkar statue is
07:50right behind me. Once he comes back here, we're going to have our eyes and cameras focused really on which
07:56way he goes because he's going to be coming back here. Once again, there'll be a celebration, a welcome by
08:01all of the dancers and musicians who've gathered here at the Vedanta Sauda.
08:06So a grand welcome for D.K. Shiv Kumar on his first moment entering the power center of Karnataka, the
08:12Vedanta Sauda, this time as the chief minister of Karnataka. Live images on your screens. Let me also get you
08:17the messages. Congratulations. That's pouring in right now for D.K. Shiv Kumar. Prime Minister Modi has just taken to
08:23social media right now and has posted a message for D.K. Shiv Kumar congratulating him for taking oath.
08:29As the chief minister saying very clearly, the center will work closely with the state government for the welfare of
08:36the people. That's a message from Prime Minister Modi to D.K. Shiv Kumar.
08:41We'll of course have to see how really things pan out as far as state center relations go. Here's the
08:45Congress chief minister, but someone also who's very publicly claimed that he's been approached repeatedly by the BJP to join
08:52the party to drop the corruption cases.
08:54So as we stand by for those images once again of D.K. Shiv Kumar coming back in here, he's
08:59going to be here any moment now. I just bring in Apoorva Jai Chandran, Anika Keshav as well as Sagair

09:13But Anika, I'll come across to you for all the messages that are pouring in right now for D.K.
09:17Shiv Kumar, but he's going to hit the ground running. He's here right now as we speak at the Vidhan
09:22Sauda. There's going to be a meeting where cabinet ministers will come together and he will sign off on crucial
09:28files.
09:28There'll be a full great deal of focus on exactly what his priority areas are right now.
09:38In fact, D.K. Shiv Kumar's priority area, like he mentioned earlier, will be the Mekedatu. In fact, multiple times
09:44he has mentioned that in his tenure, in his power and capacity, he'll make sure that the Mekedatu dam is
09:52constructed.
09:53And even Bhumi Pooja was also done for the construction of the dam, which was later met with resistance.
09:58So we believe that these areas will be the key points that D.K. Shiv Kumar will be focusing on.
10:04But another area that he has also mentioned is the real estate.
10:08D.K. Shiv Kumar has stated that he is going to develop Bangalore and surrounding districts to make sure that
10:14there is growth, that there is development in and around the city of Bengaluru.
10:19I am reporting from outside the KPCC office, the Congress headquarters here in Karnataka, in Bangalore.
10:25And this is the banner, the huge banner that I am standing next to.
10:29In fact, this entire road known as the Queen's Road here is dotted with banners of D.K. Shiv Kumar
10:35and D.K. Suresh and the Congress High Command.
10:38Of course, this road is completely traffic jammed. There's no space to move or to even cross the road for
10:44that matter.
10:44It's completely jammed. But still, you can see the Congress carders who are trying to make their way inside the
10:50KPCC office.
10:51The KPCC office, you know, is also fully decked up, which I will be showing you in just a bit.
10:56There are multiple lights, colourful lights, people just preparing for distribution of sweets.
11:01So even in the Congress office here, Akshita, there is fully happy atmosphere with the Congress carders celebrating D.K.
11:08Sheikh Kumar taking oath as the chief minister.
11:15Okay, as we get to all the details that's emerging right now, and as Anaka gives you a sense of
11:21what's happening there at the KPCC office,
11:23I'm just standing by and, you know, what I'd like to highlight here, and we'll zoom in on those dancers
11:28there.
11:28Lovely show of Kannada culture, of Kannada tradition.
11:31And so a grand welcome that's awaiting D.K. Shiv Kumar, when he returns here, essentially, he's already done one
11:38round, waved at the dancers, at the musicians.
11:40Naga, can I have you kind of explain the significance of each of those dancers, the musicians that we see?
11:46I see a mix, a blend also, you know, of the Nadaswaram and the likes also here.
11:50In fact, this is Akshagana. In fact, we are getting visuals live on our screen of D.K. Shiv Kumar
11:56in a temple within the premises of Vidant Sauda.
12:00That's a small temple, has been here for decades together. It's not moved. It's a small, small temple.
12:06I've seen it. I think it's below a tree.
12:08It's below a tree. And the images we are also getting in a two window right now is of Akshagana.
12:12One are the Akshagana dancers, which is a traditional folk Karnataka dance and a folk art form.
12:19And then we also have Dollu Kundita. If you can ask my camera persons to show the drums past the
12:25Akshagana dancers are the Dollu Kundita dancers.
12:29So they are the ones. It's also, once again, a traditional dance form of Karnataka and artistic form of Karnataka,
12:34where they beat the drums and play the music.
12:37It's called Dollu Kundita. The Dollu is the Dhol. Dollu in Kannada and Dhol in Hindi.
12:43That's the Dollu Kundita they're talking, they're dancing with.
12:46And D.K. Shiv Kumar has now got into the car, this official chief minister's car right now.
12:52He'll be coming towards us any moment from now.
12:56This is the Akshagana dancers and the Dollu Kundita dancers.

13:57And as you can see, in just a couple of minutes, in fact, the convoy for D.K. Shiv Kumar
14:01has arrived here at the North Gate.
14:03There's a huge welcoming, you know, that is going ahead.
14:07There are doles that are being sounded here.
14:10You know, traditional folk music and dance forms that are being on display out here.
14:16Proudly at the Vidana Souda as D.K. Shiv Kumar has been sworn in as the Chief Minister.
14:21In fact, the cavalry for D.K. has arrived here.
14:24And in just a couple of minutes, there you can see, you know, D.K. Shiv Kumar, the Chief Minister
14:29of Karnataka,
14:30who's just walking ahead in front of us.
14:34In fact, he's arrived here and he will be going ahead and meeting with the ministers that he's just been
14:40sworn in as the Chief Minister.
14:42And he will be going inside as well.
14:45You know, that's D.K. Shiv Kumar, who's just arrived here at the North entrance of Vidana Souda.
14:51And as you can see, D.K. Shiv Kumar there prostrating before he's doing a full namaskara there at the
14:57Vidana Souda,
14:58at the North gate and before he's entering inside.
15:01A sign of an auspiciousness that you can see as D.K. Shiv Kumar is entering inside.
15:07Calm, composed now that, you know, all the works are over.
15:12And, you know, his lead and his decision-making skills have been put to an excellent use up until now.
15:20And more decisions, difficult decisions to be made.
15:22Now you see the Chief Minister who has gone inside from the North gate.
15:27He will, in fact, be going ahead to the CM chambers there, wherein he will go ahead and formally, you
15:34know,
15:34once, now that D.K. Shiv Kumar is the newly elected Chief Minister of Karnataka,
15:39he will go ahead inside his chambers, suppose that he will be meeting with the ministers as well,
15:44just having a word and then later on, hopefully, we have a press meet that is addressed by the newly
15:50elected Chief Minister, D.K. Shiv Kumar.
15:56Okay, amazing image is that.
15:57You just saw that moment.
15:59D.K. Shiv Kumar entered here to the Vidana Souda.
16:02He's treated the Vidana Souda like his temple.
16:04And so when he enters on the stairs, he bowed down, touched his forehead to the steps
16:09and then made his way upstairs.
16:11He's going to be going to the official Chief Minister's office for the very first time.
16:16The seat that he's been eyeing, where Sidra Maya has been seated for the last three years,
16:20D.K. Shiv Kumar is going to be seated there for the very first time.
16:24The Vidana Souda, I'll just show you, is beautifully lit up right now,
16:28set for that festive moment of D.K. Shiv Kumar being the Chief Minister now of Karnataka.
16:35And as you saw in that particular moment of D.K. Shiv Kumar entering into the Vidana Souda,
16:40spreading out on the steps, bowing down, touching his forehead onto the stairs
16:45and then making his way inside.
16:48He's right now on the third floor.
16:49He's just made his way upstairs there.
16:51I'm not sure how much of it you can catch,
16:53but I just saw him walking through the corridors right now.
16:56And right on top there, the third floor is where the CM's office is.
17:00The CM's chamber is right there.
17:02And that's where he's seated right now.
17:04So expect the first signatures from D.K. Shiv Kumar any moment now.
17:10And that will be very telling for you of what his priority areas are
17:13because we are hearing that it will be focused right now on Bengaluru
17:17and will be focused on development, the revamp of the city,
17:22not just in terms of schemes and policies,
17:25but he's also going to set a specific timeline
17:26of when he wants transformation in Bengaluru, which is great to see.
17:30Welcome at least as far as messaging goes.
17:32I only hope that in implementation also we see that
17:35because trust me, I've been here for the last one week in Bengaluru.
17:38There's a dire need for a civic transformation of the city right now.
17:43So let's see if D.K. Shiv Kumar does that.
17:44I can confirm for you that there's also going to be a press conference
17:47by the brand new Chief Minister of Karnataka.
17:51So you're going to hear from D.K. Shiv Kumar for the first time
17:53as Chief Minister in just some time from now.
17:56We'll stand by for that.
17:57I want to bring in Sagaraj for more details.
17:59Sagaraj, any details you've been able to pick up
18:01or what will be the first file that D.K. Shiv Kumar signs off on?
18:09As Nagarjian was mentioning that he might be about E.K.A.T.A.
18:12where the Chief Minister would like to extend that particular program
18:17which was been started in Bengaluru to all the districts of the state.
18:21And this will be one of those crucial subjects
18:23and that is what we are expecting
18:25that a crucial meeting will happen in the cabinet
18:28and they will be taking a decision on that
18:30and subsequently he will be addressing a press conference.
18:32And if you notice that just a while ago
18:34he has reached every nook and corner of Idhan Sauda
18:36found every single statue and garlanded.
18:38You can see here.
18:40Here, Kangal Anumantia statue has been garlanded.
18:42On the other side, Babu Dramjee statue has garlanded
18:46and even Gandhiji statue has been garlanded.
18:49So, he has gone to every single statue
18:51in every nook and corner of Idhan Sauda.
18:52He has just garlanded
18:53and entering Idhan Sauda from Nandi Gate.
18:56Nandi Gate is probably a superstitious belief again
18:59as the Chief Minister for the first time.
19:01He is entering from Nandi Gate
19:02which is the other side of Idhan Sauda
19:04and he will be participating in the cabinet meeting
19:06and thereafter he will address the press conference.
19:12Okay, he has entered from...
19:14That's an interesting tidbit and anecdote
19:16that Sakharaj has given us.
19:17He has entered from the Nandi Gate.
19:20Superstitious reasons, of course,
19:22that that's believed to be a good start,
19:24a good beginning
19:24and I have highlighted a number of such steps
19:26taken by D.K. Shivkumar,
19:27a number of such decisions.
19:29The timing of the swearing-in,
19:30the location of the swearing-in,
19:32which way the stage was facing,
19:33the fact that he went on with his puja
19:35till 2 a.m. this morning
19:36and now entering from the Nandi Gate
19:38after visiting a small temple here on the Vidhan Sauda
19:41and then garlanding all of the statues around.
19:43He's made his way inside
19:45and even starting off on that auspicious note
19:47of bending down on the staircase of the Vidhan Sauda,
19:49touching his forehead to the stairs
19:51and sending out a message
19:52that this right here is my temple.
19:54But the beautiful Vidhan Sauda at my backdrop here
19:56lit up completely.
19:57It's here that essentially D.K. Shivkumar
20:00is now seated in the CM chamber,
20:03the CM chair, the CM seat
20:04for the very first time.
20:06A location and an office
20:08that for the last three years
20:09was occupied by Sidra Maya.
20:11Let me bring in on this broadcast

20:14and someone who's tracked Karnataka politics
20:16very, very closely.
20:17Mr. Arun, good evening.
20:18We're finally seeing that change
20:20that D.K. Shivkumar has been vying for
20:22for the last many, many months.
20:24What do you think we can expect
20:26from a D.K. Shivkumar as chief minister?
20:28Do you see his governance model
20:30being very, very different
20:31from what we've seen from Sidra Maya?
20:35Well, it's a bit difficult to say
20:37because one thing that I suggest now
20:41was the same basis
20:43which were in the Sidra Maya government
20:46both in 2013 and 2023.
20:48Same basis have been made
20:50the ministers in the new cabinet also.
20:53So how much new shoes,
20:55new policies, new schemes
20:58would be brought in
20:59D.K. Shivkumar.
21:00That remains to be seen.
21:02But I believe a few of the new schemes
21:05including for backlog
21:06will be unveiled today.
21:08And just give us a moment
21:10for having a bit of a problem
21:11with your audio.

21:18But as we get you all of the details

21:24I think there's been a great deal
21:25of focus also
21:26on what D.K. Shivkumar's cabinet looks like.
21:30And, you know,
21:31the Congress High Command
21:32had a very clear say in that.
21:33They're the ones who've picked
21:34who will be sworn in
21:36with D.K. Shivkumar.
21:38And if you look at the mix,
21:39the big takeaways clearly are
21:40that they've looked largely
21:41at representation
21:42of ensuring all the right
21:44representation of communities
21:45is there in the mix-up
21:47of leaders
21:48and also looked at seniority.
21:50Those are the two factors
21:51to me at least
21:52looking at those names
21:53that's been kept in mind
21:54and taken into consideration
21:56before choosing all those
21:57who got to be sworn in today
21:59along with Chief Minister
22:00D.K. Shivkumar.
22:02Take a look at this report

22:19The wait is finally over

22:27After years of anticipation
22:29and months of political suspense,

23:18Yatendra.
23:19The Cabinet composition
23:21also reflects
23:22Congress's carefully
23:23crafted car strategy.
23:26Two vocal iggas,
23:28thrilling ayats,
23:29and a strong
23:29Ahinda representation
23:31underline the party's
23:32social coalition
23:33ahead of 2028.
23:36This is an attempt
23:37to balance power centres
23:38and project unity
23:40within the party.
23:42For Congress,
23:43the task ahead is clear.
23:45Govern effectively,
23:46counter anti-incumbency,
23:48and convert Karnataka
23:49into a launch pad
23:50for future electoral gains.
23:53Even before settling
23:55into office,
23:56Shivakumar reached out
23:57to former chief ministers.
24:00Backed by the blessings
24:01of Sears,
24:02party leadership,
24:03and his mother,
24:04D.K. Shivakumar
24:05has finally got the reins
24:07of Karnataka.
24:08The real test
24:09begins now.

24:18that's been inducted
24:19along with D.K. Shivakumar,
24:20let me break down
24:21for you
24:21what the high command
24:22has got thinking
24:23when they've picked
24:24these leaders
24:25and why they've been
24:26brought into the cabinet.
24:27Very interesting
24:28caste calculus
24:29essentially that's been
24:30done here.
24:30What do I mean?
24:31The fact is that
24:32you have two vocal iggas
24:34who've been brought in.
24:35Of course,
24:36D.K. Shivakumar
24:36being one of them
24:38and then you have
24:38Krishna Bhairi Gowda.
24:39So, two vocal iggas
24:40who are in this cabinet.
24:42Krishna Bhairi Gowda
24:42also being given
24:43reportedly the charge
24:44of Bangalore development.
24:46Then you also have
24:47three Lingayats.
24:49There is M.B. Patal
24:50who is essentially
24:51a Lingayat.
24:52What's interesting
24:53is there are
24:53three Dalits
24:54and three Lingayats.
24:55So, they are
24:56the largest number
24:57essentially in this
24:58block right now.
25:00Nine Ahinda overall
25:01and if I were to
25:02break that down further
25:03that's two OBCs.
25:04One from the Reddy
25:05community which is
25:06Ramalinga Reddy.
25:07Three Dalits.
25:08Ji Parameshara,
25:10Priyank Karge
25:10and then you have
25:12one tribal in
25:12Satish Jarki
25:13who is from the
25:14Schedule Tribe
25:14community.
25:15UT Khadar is
25:16one Muslim
25:17and then one Christian
25:18in KJ George.
25:19Those are the names
25:20essentially in the cabinet.
25:21I may have missed a few.
25:22I apologize for that.
25:23But this is the breakdown
25:24essentially of
25:25what the caste math,
25:26the caste calculus
25:27looks like.
25:28That the maximum
25:28representation is
25:30Lingayat.
25:30The maximum representation
25:31is also of Dalits
25:33right now.
25:34But as we get you
25:35those details
25:36let's also focus
25:37on why for
25:38DK Shivkumar
25:39this is going to be
25:40a challenging
25:41tenure.
25:41Not just because
25:43of course of
25:43governance and the
25:44focus on that
25:44but the challenges
25:45that emerge.
25:46First is beating
25:47anti-incumbency
25:48after five years
25:49of government.
25:50Obviously that is
25:51a challenge for
25:52DK Shivkumar
25:52considering the change
25:53we will be hoping
25:54that the anti-incumbency
25:55isn't as high
25:56considering there's
25:57been a change
25:58of Chief Minister.
25:59The second is
26:00also the fact
26:01that they will be
26:02to rebuild and
26:03strengthen party
26:04machinery and
26:05ensure there is
26:06one unit they
26:07go ahead and
26:08function at this
26:09point.
26:09The DK Shivkumar
26:10will have to
26:11unite the party
26:12which is already
26:12united but there
26:13will be murmurs.
26:14There will be
26:15attempts at
26:15creating camps.
26:16He'll have to
26:16ensure he controls
26:18all of that.
26:19Consolidating the
26:19Ahinda vote base.
26:21The fact that he
26:21is a Vokaliga
26:22leader.
26:23Ahinda's could
26:23feel slighted by
26:24the fact that
26:25Sidra Mayer is
26:25no longer the
26:26Chief Minister.
26:27The onus will
26:27be on DK Shivkumar
26:28to ensure that
26:29they're still
26:29well represented.
26:30Protecting the
26:31party's biggest
26:32south bastion.
26:34And so for
26:35the Congress
26:35right now you
26:37are going to
26:37see a big
