00:00we have got too many young people on remand at this moment in time many of
00:07those young people will actually be found innocent obviously in prison they
00:12are mixing sometimes with criminals and coming out worse we've got too many
00:17young people the prolific offenders we need to deal with more young people in
00:22communities one of the things that I'm announcing in this justice white paper
00:26is more support support for specialist foster carers of these very vulnerable
00:31young people so they can be in communities yes sometimes with a tag but
00:36supported in a loving home that helps them get to the point where they're not
00:40reoffending
