00:00We have found out that the release that has caused concern this week
00:05was actually before I introduced those checks just a few weeks ago
00:12following the release of Kobatu.
00:15And the other prisoner was a court mistake, not in fact a prison mistake.
00:20But the truth is, I've been in post two months.
00:23The rate of release by error is too high.
00:27It has to come down.
00:29That's why I've asked Dame Lynn Owens to look at this,
00:34former Deputy Met Commissioner, to review this
00:38and come back to me as quickly as she's able to do.
00:41And this is a paper-based system that obviously involves human error.
00:46We had 800 errors under the last government.
00:49This has now gone on for a generation.
00:51Our prison system is in crisis.
00:54So we have to bear down on this, but we have a mountain to climb.
