All e-scooter and e-bike riders in Queensland will need at least a learner licence to use them, under sweeping reforms to be introduced to state parliament this week.

00:01The Queensland Government will accept, or accept in principle, all 28 recommendations
00:07made by a parliamentary inquiry earlier this month, examining the safety of e-mobility
00:13devices and current regulations.
00:15Anyone who wants to use an e-mobility device in Queensland will need to hold at least a
00:21learner's licence, and under-16s will be banned from using e-mobility devices.
00:26There will be a 10-kilometre-an-hour speed limit on all footpaths for e-bikes and e-scooters.
00:33More powerful devices, those which can travel faster than 25 kilometres an hour, will be
00:38classed as motorcycles or mopeds requiring registration and insurance.
00:43There will be significant penalties to target those who recklessly flout the rules, they
00:48ride dangerously or they put people at risk, and police will be empowered to seize and to
00:55destroy devices that are illegally used in a public place.
01:00Police will be given new powers to randomly breath-test e-mobility riders and users.
01:07And importantly, there will be clear and enforceable definitions of what constitutes a legal e-mobility
01:13device here in Queensland.
01:15The Queensland Government says these reforms are nation-leading and the safety of children
01:19in particular is paramount.
01:21Twelve people died in e-mobility-related incidents in Queensland last year.
