00:37Hundreds of homebuyers say they paid for homes that were never built.
00:43In Minglanilla, Cebu, the National Bureau of Investigation is now looking into what is being described as a possible ghost
00:51housing project involving Azela Properties Development Corporation.
00:56At the same time, a separate complaint filed before the Department of Human Settlements and Urban Development, or DSUD, is
01:04raising a different but equally serious concern.
01:08This time, the issue is not just about development, but about regulation itself.
01:13Two separate cases, different complainants, but both raising the same question.
01:18Are the systems meant to protect homebuyers working as they should?
01:25Let's begin with the first case.
01:27Now under investigation by the National Bureau of Investigation.
01:31In Minglanilla, Cebu, what was once marketed as a housing development is now at the center of serious allegations.
01:39Hundreds of buyers say they paid for homes that years later have yet to be built.
01:45The developer involved is Azela Properties Development Corporation, and the NBI has issued a subwena to a company representative as
01:54part of its going probe.
01:56For many of the buyers, especially overseas Filipino workers, this was more than just an investment.
02:03It was a promise of a home.
02:06But today, that promise remains uncertain.
02:10To help us understand what looks like beyond the reports and investigation, we are joined today once again by Annie
02:19Reniva and Beth Morales, two of the buyers directly affected by this case.

02:26Welcome back to Beyond the Headlines.

02:33Because I think this is already our fourth conversation regarding the alleged ghost housing project of Azela Properties.
02:45So, kumusta naman ni Karun?
02:48I'd like to say status quo, since there hasn't been any refund given.
02:54The very first time we came, my demand was the refund.
02:59But then, this trickled into every time we meet and we gather, more and more homebuyers come with their own
03:07set of stories.
03:08And these stories just get worse by the meetings.
03:11So, in August of last year, we filed a complaint to NBI.
03:18And it was only in February of this year that Mom Beth received a call from them.
03:25One of the staff, nag-message sa ako, ah, about the complaint na mula six months ago.

05:53Not only to the homebuyers, but to the people of the Philippines.
05:57And may I just echo this out, it's not just Lloyd Adlawan, but the incorporators of Azela Properties, together with
06:06the other accomplices who are obstructing justice, as well as the enablers, the financiers, and protectors of Lloyd Adlawan.
06:15The Lord is alive.
06:18It so happened that Easter is coming, no?

07:49We also, prior to that, we also went to the Minglanilla LGU and we spoke with the governor that there

08:07Specifically, again, the Minglanilla LGU and complaints have been filed with the Minglanilla police as well as the Dishod and
08:15HHAC.
08:15Together with us were our criminal lawyers who represented us and not only us nga ni engaged, you know, but
08:22everyone else.
08:23There were other lawyers of other complainants, but it so happened that sa amung batch, solid bitaw mi, daghan and

08:32So, our lawyers have raised the point of Dishod as an agency as well as Minglanilla LGU.
08:42Both agencies, si Adlawan, did not heed the cease and desist order of Dishod and the revocation of the business

08:53So, the lawyer has recommended that these agencies file separate criminal cases against Azela properties for both the Minglanilla LGU
09:06and a Dishod.
09:08However, in the days that followed, the Dishod said that they didn't have legal counsel.
09:16They were still asking and hired them.
09:18And it was left at that.
09:19Following up on the police because there was no representative from the police that came, we expected that they would
09:25be there as well as the Minglanilla LGU, who is the head of the Minglanilla LGU, Mayor Rajiv Inad or
09:32the Vice Mayor, who during their term approved the business permits.
09:37So, they were not there.
09:38When I followed up from the point person, the PLO, the Capitol, or the Office of the Governor, and followed
09:48up with the police director, I learned firsthand that the police were not invited.

11:11I didn't have to add to the police, I didn't have to add to Ed Lawan, and the like.

11:19disclosed to us or were overlooked.

14:09There hasn't been yet.

15:03violating the cease and cease order,
15:05as well as the Minglaniliya LGU for violating the revocation of their business permit.
