03:54So, Jomer, mayang hapon.
04:45So, yes, since last week and this week, ang ridge or extension of high pressure area is still nakaka-apekto
04:54sa may extreme northern part of the zone, which almost throughout the country expected and forecasted until this week generally
05:03for weather.
05:04So, ibig sabihin, mataas yung time na walang ulan. In general, makasinatita ng init uguigang na panahon, not only here
05:14in Central Visayas, but rest of the country.
05:19So, I know that some of our viewers may be aware of this, but just for us to have a
05:24level understanding of what it means when we hear the word temperature and when we hear the words heat index,
05:33can you explain it to all of us, the difference between the two?
05:38Yes. Heat index is the actual na mapil na to sa atong lawas.
05:43Ang pagsukod na to sa measurements of the heat index need ang 2 weather variables.
05:49Ang 1 weather variable niya, yung tinatawag natin na air temperature.
05:54Air temperature, ito yung actual na minimeasure natin.
05:57Sa labas, we have thermometer instruments.
06:00And another weather variable, yung tinatawag natin na relative humidity or the amount of moisture na nakapalibot o nakacircle sa
06:11atong environment.
06:38And at the end of this month, April, below extreme caution category ang possibility.
06:45But pagdating naman sa May, there is a Cebu, mag-range ito sa extreme caution to danger level category.
06:51So, that explains na we would see weather notification that the temperature is 31 degrees and then the heat index
07:05is 37 because it's usually warmer when we would feel the air.
07:10What do you think are the factors how we feel the heat is different from the actual temperature?
07:44environment.
07:45Ang air temperature na measurement natin is purely sinusukat lang yung temperature within the air without the moisture content.
07:53Pag heat index, mataas na siya because meron na siyang plus factor ng moisture content sa ating atmosphere o dito
08:03sa nakapalibot sa environment.
08:06For example, sir, ang air temperature natin is 31 degrees Celsius and the humidity is 50 or 60 percent ang
08:15amount of moisture niya sa hangin.
08:17So, mag heat index natin will possibly above 35 degrees Celsius or 36 degrees Celsius.
08:26So, you, and correct me if I'm wrong, what you're actually saying is because Cebu is an island, so that
08:33means it's more humid, no?
08:34Yes, in rural areas, much mababa yung heat index nila compared sa urban areas.
08:45Highly urbanized areas, of course, mataas ang heat index, the actual na ma-feel na ito in terms of temperature
08:54because less trees.
08:56Number one, more yung ating kalsada ay simentado, more infrastructures.
09:03Yan yung mga factors na nakakapagpataas ng heat index.
09:07And another example, if malapit din tayo sa isla or malapit tayo sa dagat, tumataas din yung heat index niyan.
09:16Because the amount of moisture is higher, of course, directly proportional, tataas din yung heat index.
09:23So, earlier, if I captured it correctly, you said at least from until the end of April, we are still
09:31below the extreme caution level, no?
09:35Yes, so we will be reaching critical level.
09:39What does that mean?
09:42Ang extreme caution category is up to 41 degrees Celsius.
09:46So, we forecasted and tine-expect natin at the end of this April or next week, nakikita natin is below
09:5441, which is under Gihapon sa extreme caution category.
09:57But the month of May, yung 42 degrees Celsius above, we called it the danger level category because according sa
10:06ating normal data, yung natawag natin na climatological normal, mas mainit talaga ang month of May in the Philippines.
10:15Diyan nag-tipik yung ating tag-init sa Pilipinas.
10:18So, diyan natin nare-record yung matataas na temperature.
10:23Example, here in Cebu, ang ating record, highest recorded air temperature is 37 degrees Celsius so far, which is recorded
10:33last May 31, 2010.
10:36So, are we saying also, Jomer, that we're seeing a pattern that Cebu is becoming warmer and warmer?
10:48So, in terms of, diyan napapasok yung tinatawag natin na climate change.
10:55So, climate change, may mga some study or mga specific data na some areas, not only Cebu, na possibly, yung
11:06mga increase of temperatures.
11:08Si increase of surface temperatures due to climate change.
11:11So, mayroon naman tayong mitigations how to reduce the increasing surface temperature.
11:20Yun nga, yung number one dito is yung mas maraming puno, mas maraming trees, mas better.
11:28And then, if I captured it correctly, and let me know if I did not, you mentioned that the highest
11:35recorded is 37 degrees Celsius, no?
11:39Which was May of 2010.
11:41At May 31 to 2010, so far, the highest recorded air temperature, that is only for air temperature, is 37
11:50degrees Celsius.
11:50But the heat index, in the history, sa Cebu, mayroon na rin tayong umabot ng 50 degrees Celsius or 51
11:57degrees Celsius.
11:59And then, you mentioned that the forecast come May is the air temperature is going to reach 42, no?
12:07Danger level, 42 degrees Celsius above.
12:11If we compare last year, ang Central Visayas nakapag-record up to 44 degrees Celsius.
12:18Okay. So, in that case, it's still like within the normal range that we are experiencing the heat, no?
12:28So, just for our viewers, Jomber, when can we say the viewers need to be more cautious now?
12:36What temperature and what heat index that they should be mindful as we continue to release the forecast and also
12:43the readings for the day?
12:46Yes. Since the issue ones of the heat index and since the declaration of the dry and warm season here
12:55in the Philippines,
12:57so far, pinakamataas na ng record natin sa Cebu is 37 degrees Celsius na heat index last April 5,
13:05which is under sa extreme caution category.
13:08So, extreme caution category.
13:10So, dito, start na natin na we have to take precautionary measures sa dry and warm season.
13:16So, itong mga precautionary measures natin,
13:19Such a nice?
13:21Yes. Drink plenty of water.
13:23So, dapat inom tayong maraming tubig. Stay hydrated.
13:26And avoid exposure directly sa inip.
13:29Itong between 10 a.m. up to 4 p.m.
13:32Because that time, dihan natin ma-record yung mataas na heat index.
13:38And as long as possible, if nata sa malamig na lugar, air condition or fun,
13:46basa cold areas or comfortable tayo, is mas okay.
13:52And we should wear itong mga comfortable and light clothes para din na ma-relief tayo sa kainiton sa panahon.
14:01Sige, thank you, Jomer, for joining us today
14:05and at least educating us about the temperature and also the heat index for today
14:10and also in the coming months, no?
14:14Yes, sir. So, continuously monitoring tayo
14:17because dry and warm season is not yet still in the peak.
14:21So, going peak pa tayo next month, month of May.
14:25So, padahin lang tayo sa precautionary measures natin.
14:28Sakayin ito sa panahon.
14:30Extreme caution to danger level category can cause heat stress,
14:34heat exhaustion or prolonged activity directly sa inip or sunlight is possible ang heat stroke.
14:41So, padahin mag-monitor sa official information from DOC Pag-Asa.
14:46Mayung udto, dagang salamat sa atong tanan.
14:50Thank you. So, that was Jomer Eclarino, Pag-Asa weather specialist.
14:55So, health authorities have already issued stricter rules when the air turns hazardous.
15:00So, as he mentioned, stay inside, keep doors and windows tightly sealed,
15:05especially around the period of 10 a.m. to 4 p.m.
15:08And then, for those of us with air conditioning units to set these units to recirculate
15:15so that we are not pulling in the dirty air from outside.
15:19And then, finally, wear the right mask.
15:22So, if we must go out, it's already advisable, at least for us, to wear surgical masks.
15:29Well-fitted N95 or KN95 respirator to block the microscopic PM2.5 particles.
15:37So, government officials are now working to improve their warning system
15:42so that they can alert the public before the air reaches critical level.
15:46In the long term, leaders may need to look at stricter rules for open burning,
15:50low-emission zones, and better public transit.
15:54So, until these changes happen, the city remains dependent on the wind and the rain to clear the skies.
16:02So, and that's the situation we are facing.
16:04So, as mentioned earlier, let's limit exposure, take precautions, and stay informed.
16:10Today's episode is not about alarm.
16:13It's about awareness.
16:15So, I am DJ Moises.
