00:29Cameroun, home to over 250 national languages,
00:33depicting an incredibly rich ethnic diversity,
00:36preserving the mother language amidst two official languages,
00:40the 7.30 news dives into the promotion
00:42as the International Mother Language Day is celebrated today.
00:46Purchasing the fabric of the 2026 edition of the International Women's Day,
00:52an exhausting exercise for buyers caught between an archid shortage
00:56and excessive increase in price by vendors.
00:59The cry for redress egos.
01:02Good evening and thanks for joining us.
01:04Those were the headlines of the 7.30 news.
01:05I am Esther Kimah.
01:07Efforts made by Cameroun to enforce policies that counter money laundering
01:12and the financing of terrorism have been applauded.
01:15This was at an audience granted by Prime Minister Joseph-Jean Gouteille
01:18to the Permanent Secretary of the Action Group Against Money Laundering
01:22in Central Africa, Andrei Kanga.
01:25The head of government also discussed with the UK Special Representative for Nature,
01:29Her Excellency Ruth Davis, on environment protection.
01:33Chris and Chair Adam has the details.
01:40The Permanent Secretary of the Action Group Against Money Laundering in Central Africa,
01:45Gabak for short, visited the Prime Minister to share highlights
01:50of the 5th plenary meeting of the Financial Action Task Force
01:54which held in Mexico City from the 11th to the 13th of February.
01:59Cameroon is among the countries under increased monitoring by the FATC
02:04and is currently executing an action plan to address strategic deficiencies
02:09in her regime to counter money laundering and the financing of terrorism.
02:13Cameroon has addressed 13 of the 24 adjustments prescribed by the FATC
02:18and the country is gradually eyeing a better classification.
02:24I wish to commend the efforts made by the government of Cameroon so far.
02:29The country has already attained 13 of the 24 prescriptions
02:33made by the FATF.
02:36We are hoping that this year, 2026,
02:38the country could get out of the great list of the FATC.
02:42That is our hope.
02:45The Prime Minister also had a conversation
02:48with the UK Special Representative on Nature.
02:51The two explored ways of strengthening relations in environmental protection.
02:56who reflected on the historical leadership of Cameroon
03:00in protecting the natural environment
03:02and reflected the President's personal commitment to these very important issues.
03:08We discussed the question of access to finance
03:11and the importance of ensuring that countries like Cameroon
03:15that have a very strong track record and important biodiversity
03:18are able to access finance
03:20and we talked about the ways in which we could continue to work together.
03:24The British High Commissioner to Cameroon
03:26was also present at the staff building during the discussions.
03:30As announced on our top stories,
03:31the International Modern Language Day,
03:33themed on youth voices on multilingual education,
03:36is being commemorated today.
03:38The 27th edition was launched in Minta,
03:40in Upper Seneca Division,
03:42by the Secretary of State,
03:43in the Ministry of Basic Education,
03:45Dr. Vivian Asheri-Kilu.
03:46The role of local languages in cultural transmission
03:49and national cohesion was pointed out,
03:51as well as the need to preserve linguistic heritage.
03:54Faith Nguang was there on our reports.
04:07Patriotism wears local colors in Minta,
04:10in the Upper Sanaga Division.
04:12Here, the mother tongue is far more than a tool of communication.
04:16It is the heartbeat of culture,
04:19a living melting pot where diversity does not divide,
04:22but binds people together.
04:38Through such everyday exchanges, dances, and songs,
04:43each word drives home a simple truth.
04:46A nation's strength grows from the ground up.
04:50We are here to encourage parents to continue
04:52to talk to their children and teach them the mother tongue,
04:56because that is a vehicle of communication,
04:59it's a vehicle of keeping our values,
05:03it's a vehicle of transmitting and also preserving our cultures.
05:08It is also a vehicle for sustainable development.
05:13Therefore, we want to come here
05:15and encourage the young people not to relent.
05:19We have language centers here.
05:20We trained teachers who can train other teachers
05:24how to read and write the languages around Otsanaga.
05:30Celebrating Mother Tongue Day in Minta
05:32was not just cultural window dressing,
05:35it was a call to action.
05:39Cameroon is home to at least 250 national languages
05:42belonging to the Bantu, Simibantu,
05:45and Sudanic language groups.
05:47This represents an immense ethnic diversity,
05:49but the major indigenous national languages
05:52include the Basa, Douala, and the Wundo,
05:54used in the southern region.
05:56The Fulfude is spoken in the northern regions,
05:58or the Womala, commonly used in the west.
06:00Julian will be following our reports
06:02on the most spoken dialects in the country.
06:06Cameroon is home to more than 250 languages,
06:10each carrying its own greetings and traditions.
06:14From Bembengogay to Ndila and Odama,
06:17these words reflect the country's
06:19extraordinary linguistic diversity.
06:21But today, identifying by tribes
06:24is increasingly complex.
06:26I'm not going to be a good one.
06:34The negative attitude we inherited
06:37from colonialism.
06:40And when you speak French or English,
06:42you think, yeah, you are someone.
06:44But when you speak your mother tongue,
06:46they consider you as a villager.
06:47Across generations,
06:49the transmission of mother tongues
06:50appeared to be fading.
06:52Yet in some communities,
06:53certain languages are becoming dominant
06:56and widely spoken.
06:58Fulfude is the main language spoken
07:00in northern Cameroon.
07:01In the forest zone,
07:02you have Ewondo.
07:03When you go to the grass field,
07:05you have Bamun.
07:06Also have Kham,
07:08Oku,
07:09Yamba,
07:10Limbom.
07:11These are the main languages spoken
07:12in the northwest.
07:13Elbaisen language experts
07:15warn that the laws of a language
07:16is the laws of culture itself.
07:19In response,
07:19the government of Cameroon
07:21is stepping up efforts
07:22to preserve local languages.
07:24Today,
07:25the government has allowed
07:2612 languages
07:27to be taught in school.
07:29When a child goes to school,
07:31he will not start his education
07:33in French or in English.
07:34He starts in his mother tongue.
07:36Preserving Cameroon's
07:37indigenous tongues
07:38is not just a cultural duty.
07:41It is a national endeavor.
07:44While the constitution
07:45encourages the protection
07:47and the promotion
07:48of national languages,
07:49the government focuses
07:50on bilingualism
07:51for national unity.
07:53This oftentimes results
07:54in the marginalization
07:55of local languages
07:57and formal education.
07:58The language policy
07:59in the country
08:00thus requires reformatting
08:02to ensure that
08:03both modern languages
08:03and official languages
08:05contribute equitably
08:07to cohesion and unity.
08:09Iwondo Polo reports
08:10on how this can be achieved.
08:14Cameroon counts
08:15more than 250 local languages
08:17a rich cultural heritage
08:19that remains largely absent
08:21from formal classrooms
08:22while English and French
08:24dominate the education system.
08:26Mother tongue,
08:27as the word indicates,
08:29is the first language
08:30that you get from birth.
08:32But we realize that
08:34our children,
08:36born in multilingual settings,
08:38the mother tongue
08:39is not there.
08:40Observed under the auspices
08:42of UNESCO,
08:43International Mother Tongue Day
08:44has reignited debate
08:46over how to transform
08:48multilingualism
08:49into a development asset.
08:51Anthropologists warn
08:53that rapid urbanization
08:54and generational shifts
08:56are accelerating
08:58the decline
08:59of several indigenous tongues.
09:01How can we connect
09:03with our ancestors
09:05by using a foreign language?
09:08It is fake.
09:09There is a link
09:11between the community
09:14of the living
09:15and the community
09:17of the death.
09:18And the connection
09:19is made through
09:21the mother language,
09:23the mother tongue.
09:23As Cameroon reflects
09:25on its linguistic future,
09:28International Mother Tongue Day
09:29serves not only
09:30as a celebration
09:31but as a reminder.
09:33If we let our mother tongues
09:35fall, run away,
09:38then there will be
09:38a real problem.
09:40If we add a course
09:41as one of our national languages
09:43and then learn French
09:46and English,
09:47the languages are all sustained
09:48because we speak English
09:49and French.
09:50Without deliberate policy action,
09:52linguistic diversity
09:53risks becoming symbolic
09:54rather than transformative.
09:56The challenge now lies
09:58in converting cultural wealth
10:00into concrete educational
10:02and developmental gains.
10:04The teaching of national languages
10:06in Cameroon
10:07is a developing initiative
10:08within the official education system
10:10which began way back in 2007.
10:13To integrate the over 250 languages
10:15through applied phonetics
10:17and grammar,
10:18special programs
10:19are underway
10:19in both primary
10:20and the first and second cycles
10:22of secondary education
10:24with teachers
10:25trained on national languages
10:26and coaches
10:27at the Higher Teacher Training College
10:29in Yaoundé,
10:30results in pilot schools
10:32are impressive
10:32as Victor Seeger
10:34now reports.
10:37Government bilingual primary school
10:39Mbalatou,
10:40Class 1 pupils,
10:41executes the national anthem
10:43in the Uwondo mother tongue.
10:44The teaching of local languages
10:46is part and parcel
10:47of the school curriculum,
10:49a measure taken by the government
10:50to promote the mother tongue
10:52in Cameroon.
10:53I'm teaching the mother tongue
10:55every day.
10:57I can take four hours per day.
11:02The national language
11:04has actually encouraged many parents
11:07to send their children
11:08to this school.
11:09It helps them to know
11:11how to greet their neighbors.
11:13The same system is in classrooms
11:15at the Central Administrative Public School.
11:18Learners are not only taught
11:19the mother tongue
11:20but also creative plays
11:22to foster their cognitive skills
11:24and facilitate
11:25the mother tongue education.
11:35Most parents prefer
11:36the inclusive multilingual section.
11:39Most often,
11:40the kids express themselves
11:41in the local Uwondo language
11:43even when they are playing
11:44during break.
11:51Cameroon has over 250 native tongues
11:54alongside French and English
11:56as official languages.
11:57The study of vernacular languages
12:00plays a vital role
12:01in preserving a local heritage.
12:05Still in education,
12:06but this time on civic responsibility
12:08and leadership,
12:09learners at the government primary school
12:11Jack Ball in the Adamawa region
12:12have been drilled
12:13on the importance of citizenship.
12:15This was in the course
12:16of a leadership program
12:17organized by the Association
12:18for Youth Guardians
12:20and the Promotion of Integrity.
12:22Helen Asangong Ngum
12:24tells us more.
12:32The activity featured
12:34a mimicking
12:35of ministerial council session
12:36for the children's government
12:38alongside a parliamentary sitting
12:40for the 2025-2026 academic year
12:43where the young learners
12:45representing ministers
12:46and parliamentarians
12:47took turns to present
12:49their action plans
12:50and defending proposed budget
12:52based on the priorities
12:54of their respective ministries.
12:56Cameroon is a bilingual country
13:00and it is imperative
13:01for all citizens
13:02to speak both languages,
13:05English and French.
13:06according to the organizer
13:09Andre Honoré,
13:11national coordinator
13:12of the Association
13:13for Youth Guidance
13:15and the Promotion of Integrity.
13:17The initiative is designed
13:18to give pupils practical knowledge
13:21of how state institutions function
13:23while nurturing
13:24their leadership qualities.
13:26Instill the culture of honesty
13:29in children.
13:32As the initiative ended
13:34with brilliant presentation
13:36from pupils,
13:37the school authorities
13:38are upbeat
13:39that the practical learning
13:41experiences
13:41will greatly contribute
13:43in shaping responsible
13:45and engaged citizens.
13:48Now in continuation
13:49of our series
13:50on the ground
13:51covered in the implementation
13:52of the import substitution policy,
13:54we focus on the annual production
13:56of fish in Cameroon.
13:57Although production stands
13:59at about 200,000 tons,
14:01local demand doubles supply
14:03and the state continues
14:04to spend billions on imports
14:06to reach 200,000 tons
14:08by 2027,
14:09the growth of the aquaculture industry
14:11is imperative,
14:12as Clarice Areta can explain.
14:19Under the integrated plan
14:21for the agro-pastoral
14:22and fisheries sector,
14:23the government set sights
14:24on a 600,000 ton
14:26fish production thrust
14:27between 2024 and 2027.
14:29Less than two years
14:31to the deadline,
14:31local catch is still selling
14:33in troubled waters,
14:34falling short
14:35of the quantities
14:36demanded annually
14:37by consumers.
14:38Cold stores are overflowing
14:39with marine varieties
14:40of mackerel,
14:41bass, sardines,
14:42tuna and snapper.
14:43imported from different countries.
14:45They have the advantage
14:46of being cheaper
14:47for the consumer
14:48but costing the state
14:49tens of billions each year.
14:51The government
14:51does not produce fish.
14:53They create
14:53an enabling environment.
14:55Private sector has to
14:57benefit from this environment
14:59to produce fish.
15:00So we are associating
15:00the local farmers,
15:02small-scale farmers
15:03that were there
15:04producing fish
15:05to medium-scale farmers
15:06and to these big-scale farmers
15:08that are coming in
15:09to produce.
15:10Our fish farming
15:10is a business.
15:11So you have to work
15:12with financial institutions
15:14and commercial banks.
15:15So these banks
15:16should have
15:17created facilities
15:18that are adapted
15:19to aquaculture.
15:20The farming of aquatic organisms
15:22for food
15:22or aquaculture
15:23is showing signs
15:24of progress in Cameroon.
15:25There's been a marked
15:26improvement
15:27in many communities
15:28gradually upscaling
15:29their activities.
15:30Freshwater
15:30and saltwater species
15:32can be found
15:33in many markets
15:33but remain largely
15:34insufficient
15:35to feed the growing
15:36number of Cameroonians
15:37who love the taste.
15:38The tendency
15:39since three years
15:41is that we are
15:42importing less.
15:43We left from about
15:44250,000 metric tons
15:47and now we are
15:48around 180,000 metric tons
15:51of frozen fish imported.
15:53Culture represents
15:54around 5%
15:55of local production.
15:57We left from
15:585,000 metric tons
16:00in 2019
16:01and we are
16:02close to
16:0315,000 metric tons
16:04in 2025.
16:06Increased
16:08local fish production
16:09is trapped
16:09by many factors
16:11until they are
16:11caught through
16:12more effective strategies
16:13than 8 out of 10
16:15fish dishes
16:15in Cameroon
16:16will continue
16:17with a foreign
16:18taste.
16:20To speed up
16:21the digital transformation
16:22and to reshape
16:23service delivery
16:24in the Ministry
16:24of Livestock,
16:25Fisheries
16:26and Animal Industries
16:26the department
16:27has been offered
16:28digital equipment
16:29and platforms
16:30as should be seen
16:31in the pictures.
16:32The Minister of Post
16:33and Telecommunications
16:34Minister
16:35Libom
16:35Lily King
16:36and the Minister
16:37of Livestock
16:38and Fisheries
16:38Dr. Tiger
16:39today
16:39append the documents
16:40on the Entente
16:41financially supported
16:42by the World Bank.
16:44The donation
16:45will speed up
16:45decentralization
16:46in the Ministry
16:47and link farmers,
16:49breeders
16:49and stakeholders.
16:51Now on to
16:52other news.
16:53The progress made
16:54on the construction
16:55of some major
16:56infrastructural projects
16:57in the West Region
16:58has been termed
16:59satisfactory
17:00by Governor
17:00in the West Region.
17:02This was after
17:03an inspection
17:04of the Bafusam
17:05ceremonial ground,
17:06the road
17:07linking Sokada,
17:08Binam Voyage
17:09and the Bafusam
17:10One Council
17:11as well as
17:12the new road
17:14in Fumbot.
17:15Details
17:15with Isaac Ngonkoum.
17:18The Bafusam
17:19ceremonial ground
17:20under reconstruction
17:21will have a capacity
17:23of 1,200 seats
17:24upon completion.
17:26Now we are
17:2681% of execution
17:28of the phase one.
17:29The phase one
17:29was about
17:30the foundations.
17:32You know,
17:32the first,
17:32the groundwork
17:33has to be done
17:34before we can start
17:35the elevation
17:35of the building.
17:37Also,
17:38the alternative road
17:39which aims
17:40at decongesting
17:41the entrance
17:42to the city
17:43from Sokada
17:44through Binam Voyage
17:45before reconnecting
17:47with the main roads
17:47at the Bafusam
17:48One Council building
17:49is also in progress
17:51with machines
17:52turning at full speed.
17:54The space
17:55for the construction
17:56of a new motor park
17:58leading to the
17:59noon division
17:59is already clear.
18:01As far as
18:02the Bafusam
18:02ceremonial ground
18:03works and
18:04ongoing though
18:05we had to
18:06ask the contractor
18:09in question
18:09to accelerate
18:10and with the other
18:12two work
18:13work is going on
18:14well.
18:15and with this
18:16motor park
18:17I think it's a
18:17question of
18:18looking for
18:20more financing
18:20so that
18:21those who are
18:22total and bar
