00:06:39billion U.S. dollars have been amassed in new R&D to combat it. And this is probably an
00:06:46understatement because we've seen redirection of existing R&D move in the same direction.
00:06:52As Jeremy Farr of the Wellcome Trust says, really, our only exit from COVID is through
00:06:58science. And that's what we're seeing. And we're seeing a lot of the scientific community
00:07:05turn on a very short time and address the problem. And you can see the right-hand side
00:07:11here an outpouring of new scientific literature dedicated to the COVID crisis. Now, it's too
00:07:20early to tell the impact of this. But the way that the scientific community has changed
00:07:27is of direct interest and could be of long-lasting nature. One dimension of this is shown in this
00:07:34slide. And that is a trend towards what we call open access scientific publications. If you look
00:07:41at the right-hand side, publications on diabetes, well, only a small number of them were open access
00:07:49compared to what we're seeing with publications dedicated to combating COVID. Now, more of interest
00:07:58directly to the community today is what's happening to entrepreneurship and startups and so forth.
00:08:03And again, it's a bit of a mixed picture. Across Europe, we're seeing a general decline, although
00:08:09some of that may be increasing recently. In the United States, again, we saw a decline initially,
00:08:14and then we were now seeing an increase. And some of this may be confused by people who are out
00:08:21of work
00:08:21and then trying their own new job. But as we say, necessity is the mother of invention. And in fact,
00:08:29it's through tough times like this that we see new entrepreneurs come onto the scene with amazing new
00:08:35ideas. I remember the global financial crisis. We had new startups, which are now household names like
00:08:42Pin Interest, WhatsApp, and Dropbox have now become big entities. And we're tracking R&D at the firm level very
00:08:52closely at the OECD. And just looking at the second quarter of 2020, we see the big tech is investing
00:09:02a lot in R&D. That's what's on the left-hand side, including the pharmaceutical sector. By more traditional
00:09:09sectors, such as those in the green or the olive here in the middle, auto manufacturers and so forth,
00:09:16are seeing a relative decline. And we'll see what this means for longer term for innovation and for R&D
00:09:25going forward. But again, it's certainly, I think, a pivot point towards a more digital economy
00:09:33and society. Let me shift quickly to policy. And we're seeing, just as we're seeing in the marketplace,
00:09:41we're seeing some innovative new ideas in the policy world as well. One of these is what we call fast
00:09:47track open competitions. These are recognizing the need that a lot of good, smart ideas come from small
00:09:54firms. And this is trying to channel that effort, as is the Eurovis virus. Over 330,000 participants from
00:10:05across the European Union participated in this pan-European hackathon. Massive engagement by small
00:10:13firms and entrepreneurs to address the COVID-19 pandemic. Looking forward, I don't have to say
00:10:21there's a lot of uncertainty out there, a lot of unknowns or what we call known unknowns, things we
00:10:28really don't know about. I just want to point to three of these which are in the green part of
00:10:34this
00:10:34figure. One is the geopolitical science and technology shifts we're seeing. The second is the trend towards
00:10:41acceleration towards visualization. And third is, what will it mean for a more long lasting shift in
00:10:49science and technology policy? Let me quickly step through these. The first is the uncertainty regarding
00:10:58regarding the government R&D expenditures. You can see over the last 30 years, governments have tended to
00:11:05prioritize competitiveness. That's the orange line going up here. And not so much give emphasis to the
00:11:14health and the environment, the blue line. There's a question whether or not this pandemic will cause a
00:11:21change to rethink towards that orientation. Another thing we look at is how we fund science and
00:11:28technology and innovation policies at FDOECD. Again, you can see that over time, governments have relied more
00:11:38and more on what's called GTARD here, the light blue line, which are really tax incentives. R&D tax credits
00:11:47and so forth.
00:11:47Why direct funding, the dark blue line, which are things like contracts, grants, and awards, have seen a
00:11:55relative decline. Now, R&D tax credits are great for many things. They're easy to administer. They tend to be
00:12:03used by all firms. And they don't preference one firm over another. But it's more the D than the R,
00:12:12what R&D tax credits do.
00:12:14It's more incremental and applied development research. The blue line, on the other hand, R, is more direct
00:12:21funding. And that's more the blue sky kind of basic science that goes into high risk, long return
00:12:29problems and tends to be better at targeting a specific sector. So that the question we have is, do we
00:12:36have the
00:12:36right mix? Do we need a rebalancing? And if your intent is to inject resilience against global challenges like
00:12:45COVID, this current trend may need to be reversed. Another key uncertainty is just the growing level of government
00:12:54indebtedness. It's much higher now than it was in 2008, 2009. And projections are that it will continue to grow
00:13:01over time. On one hand, this could trigger significant cutbacks in funding for science, technology, and innovation.
00:13:10On the other hand, the pandemic may underscore the fundamental importance of science and give it a higher
00:13:19priority than other spending priorities in the government agenda. The third uncertainty that I want to point to is the
00:13:28growing kind of pectonic shifts we see in the geopolitical landscape. The light dashed green line here is the rise
00:13:38of
00:13:38of China's R&D expenditures over the last couple of decades, which have been tremendous. And we have to give
00:13:46China a lot of credit. And they've moved from any type of copying to now being really at the frontier
00:13:53innovators
00:13:54and having very innovative companies. I note that Ant Financial is on target to become the largest IPO in history
00:14:03soon. And as they begin to reach this level, they may have crossed the threshold, which is kind of
00:14:10disrupting what was a small club of post-World War II countries at the science and technology frontier.
00:14:18And this could be troublesome because science is typically done through partnerships. And that's what these two
00:14:25figures show. They look at co-publishing where there's two nodes, basically, maybe three on the United States,
00:14:33UK and China. And there seems to be a new mood emerging though, where there's an increasing desire to maybe
00:14:43restrict scientific cooperation and make it contingent upon reciprocity or shared scientific values. Again, this is an unknown.
00:14:55but could challenge the philosophy of the scientific or knowledge commons. Last and least, but not least, this will be
00:15:04well known
00:15:05to your community here, is the pace of digitalization. And here I'm just going to pick out one of these,
00:15:11which is
00:15:12expressed in the graph on the left-hand side, which is a chart indicating that within Europe, two-thirds of
00:15:20all employees would prefer to telework at least
00:15:23several times a month. Forty-five percent at least several times a week. This is a huge change from where
00:15:29we were less than a year ago.
00:15:32And with this change comes opportunity for innovation. Innovators are responding to this. You can see from this figure,
00:15:40here it just shows a chart from Nick Bloom and his colleagues showing a sharp jump in patent applications in
00:15:47the United States for filing with work from home technologies in just this spring.
00:15:54Let me end by saying it's a period of transition. This is good for small, innovative, agile firms. There's new
00:16:03opportunities here that didn't exist a year ago.
00:16:07So opportunities not only for innovation, but for interacting with governments and getting partnership for funding, including things that we
00:16:19recommend to
00:16:20governments such as procurement, which can hopefully take some of the risk out of innovating for small firms.
00:16:28As you said at the outset, we'll be releasing this report later in the month. It comes out as a
00:16:35book, but increasingly in 2020, we go beyond the book. And I call your attention to this webpage where you
00:16:42can follow different aspects of the project directly. Thank you.
00:16:49Well, thanks a lot Andy for those very interesting insights and for sharing the sneak of this report that will
00:16:57be published soon. So you've talked a lot about the different effects of COVID-19 and above all of the
00:17:06most maybe dramatic effect that we can face. But I'd like to ask you about the opportunities.
00:17:12You mentioned telework. What are the opportunities that you can, we can seize and that startup can seize and digital
00:17:20players can seize from this crisis. And can you name maybe some proactive innovation policies that have been put in
00:17:27place and that you have noticed?
00:17:30Yeah, I'd be happy to. And you put your finger on it. Basically, we're coming to the recognition of the
00:17:37OECD that unlike what we thought, maybe in March and April, that this was going to be six or nine
00:17:43months, and hopefully we would have a vaccine and there'd be a return to what we thought of before, that
00:17:49this is evolving. And it's probably we're going to be living with this new normal of having COVID in our
00:17:56lives and economy for some time.
00:17:59And so anything that can keep the economy going, and that's the virtual world is a lot of digital technologies.
00:18:05If you've spoken about, it's about telework, it's about e-learning, it's about e-health, it's about e-commerce. These
00:18:12are all burgeoning areas with great opportunities.
00:18:16communities. There's also new types of apps. We've seen a lot of experimentation around video conferencing, just to give you
00:18:24one. Fundamental to this is connectivity.
00:18:28And this is where I think we used to talk about digital divide being important, and people kind of looked
00:18:34at you as, yeah, well, that's for the digital world, but now it's seen as being essential for the economy
00:18:40and society.
00:18:41I think it's moved front and center as a policy area. There's a lot of interesting things going on in
00:18:46connectivity at the moment.
00:18:49But one that I may point to is in Colombia, a relatively poor country. They've done a lot to subsidize
00:18:58the price of connecting for the poorest and those in the most remote.
00:19:02And I think these are the people that are most excluded at the moment, and maybe warrant the most attention.
00:19:12I'm taken by what's happening in Canada, where they've got this First Nations, it's their indigenous people, particularly the Inuit
00:19:21indigenous people, where they have a specific e-health program that reaches out to these more marginalized part of the
00:19:31population.
00:19:33And on telework, we see it everywhere, here in France as well, where there's an emphasis now put on keeping
00:19:42distance. And here, it's not only the big telecom providers that have seen a surge in traffic that they've been
00:19:50coping with, but again, it's the outpouring of innovative applications.
00:19:56And e-commerce, particularly programs to get small, very vulnerable firms online. There's a program coming out of Ireland that
00:20:06provides vouchers for small SMEs to come online so that they can keep their businesses up and running.
00:20:16And those are just some of the creative ideas that are coming out. Part of OECD's job is to share
00:20:24these ideas. Again, it's a little bit early to figure out best practice, but it's not so hard to point
00:20:30to very innovative practices.
00:20:33Thank you, Andy. Thank you for these examples from real life and from the different countries. So you've kind of
00:20:42answered partly to my second question that was, what kind of role can start a place when it comes to
00:20:50the different recovery plans?
00:20:51You mentioned telemedicine, you mentioned e-learning, but what kind of collaboration we can consider between government and between the
00:21:02public sector and how maybe can we foster it? That's a way also for startups to grow. At Vivitech, we
00:21:09are fully committed, above all in this period, to help startups grow.
00:21:13I think the governments have been a little bit in panic mode, understandably, with the crisis. But now I think
00:21:22they need to begin to start thinking longer term, as I said, about this new normal. And as they do
00:21:27so, I think they need to make a special effort to make sure that these programs are accessible, not only
00:21:33to the large businesses, but to the small and micro and the unborn, the startups.
00:21:42I fully agree with you. People in the room, well, at least people connected, will also be 100% convinced.
00:21:52Well, thanks a lot, Andy. It was a real pleasure to have you. I'm sure that all those insights will

00:23:54for innovation and also for showing the best and the new things that exist in the world.
00:24:04So, I'm very happy to tell you a few things about the coming edition of Viva Tech.
00:24:10First of all, we really want Maurice and myself to clearly outline the fact that there will be a Viva
00:24:16Tech in 2021.
00:24:18It will happen on the 17th, 18th and 19th of June 2021.
00:24:24The teams have been working on this next edition for a month now, and they have prepared hybrid formats, which
00:24:32will allow us to adapt ourselves to the sanitary situation of the pandemics.
00:24:37Our fifth edition will be an incredibly strong international meeting point, should it be virtual or physical, for all of
00:24:47the actors, the players of the innovation in the world, around the world.
00:24:51You're going to be able to, again, grab the best of inspiration for the best speakers and also discover the
00:24:57most wonderful and most striking innovations.
00:24:59And also in all of the regions that we will cover, we don't want to only mention countries, nations, but
00:25:05also countryside regions, many places around the world in which innovation is a thriving activity, which will help all of
00:25:13our world's populations in order to develop themselves.
00:25:18Viva Tech will be a success by showing those collaborations between the national and the regional innovations, and it will
00:25:25be happening in Viva Tech.
00:25:26Viva Tech. You have been there for most of you. You have seen what it has been. I can tell
00:25:32you that we will surpass in imagination and in innovation what has been done so far.

00:25:47months and what we are planning for 2021.
00:25:49While going through a period of upheaval that is absolutely without precedence, particularly in terms of digital usage in France
00:26:00alone, teleworking increased fourfold during lockdown.
00:26:04Worldwide, the number of monthly Zoom users, I'm sure you're part of it, has been multiplied by five in only
00:26:11a year.
00:26:11Medical teleconsultation has been multiplied by 100 with signs that it will go on after lockdown.
00:26:21As a consequence of the crisis, we are seeing a huge acceleration of digital transformation.
00:26:27Many studies have been published on this matter, but actually it seems that a gain of three to five years
00:26:32have been noticed,
00:26:34which can have a very powerful impact in terms of digital transformation and the impact that it can have on
00:26:41our business and societies.
00:26:44At the same time, as we all more and more use digital use, we have witnessed a growing need to
00:26:52get in person and to reconnect.
00:26:55This crisis has also led to an unprecedented awareness of the environmental and social emergency and of the necessity for
00:27:04action has literally unfolded before our eyes.
00:27:07Just an example, during lockdown, the Himalayas became visible for 200 kilometers around, a first in more than 30 years,
00:27:17giving us powerful insights on our carbon footprint on the planet.
00:27:22The crisis has also accelerated certain inequalities, in particular for women and young people, that is to say for dudes
00:27:30who are already in a situation of inequality.
00:27:32A UN report showed that women were 19% more likely than men to lose their jobs during this crisis,
00:27:40especially because feminized sectors have been particularly affected.
00:27:44As a result, it raises a major question for all companies. How can they reconcile growth and impact and positive
00:27:54impact on their communities and environment?
00:27:57This is a growing demand from all stakeholders of company and government.
00:28:02And I'm sure that this is a question that you are fully tackling in your daily business life.
00:28:11Now, what will Vivitech 2021 look like? I'm thrilled to share with you what we have in store.

00:39:48And finally, we will partner with UNESCO, and we had planned to do so for the next edition, to source
00:39:56innovative startups for them to meet their main challenges around education for young women in Africa, around preserving the world
00:40:07heritage, but also preserving biodiversity.
00:40:11And finally, we practice what we preach.
00:40:14We're all heading down this path together, and we want Vivatec to be a collective commitment to reduce our footprint
00:40:23when it comes to participating to Vivatec.
00:40:26So we take this commitment and we want our partner to do so, that Vivatec will be 100% carbon
00:40:32offset.
00:40:33All the yields will be 100% equal design.
00:40:37All the energy used on site will be 100% green.
00:40:41We will serve only 100% sustainable food, and we will ban any single use of plastic.

00:41:07So our third principle is that we want to continue to threaten our international dimension and gather innovators from all
00:41:15around the world, capitalizing on the digital brick that we are adding at the event this year.
00:41:23We decided to resume our Vivatec tour with the format adapted to the sanitary conditions, hybrid or 100% digital,
00:41:34depending on the situation.
00:41:36Our objective with the Vivatec tour is to enable Vivatec to reach more and more tech ecosystems worldwide and to
00:41:46expand Vivatec's global dimension.
00:41:48It will allow to present Vivatec opportunities to startups all over the world by relying on Vivatec's networks of accelerators,
00:42:00incubators and partners, VCs all around the world.
00:42:04The first date to remember or to note is that we will start in London, Berlin, Cape Town and Northern
00:42:11Europe before the end of the year to mobilize early in the ecosystem where Vivatec is already well connected and
00:42:19must continue to develop.
00:42:20We can see that some countries are very well represented thanks to the startup challenges.
00:42:27Here is the top 20 countries who have the higher number of startups participating in Vivatec startup challenge.
00:42:36To remember, hundreds of challenges from big corporates are posted each year in order for these corporates to select and
00:42:44meet new startups to work with.
00:42:47The selected startups are then hosted on the corporates booth for three days at Vivatec.
00:42:55In addition to our Africa Tech program, we are adding a Europa Tech program, two key geographies that we are
00:43:08going to visit during the Vivatec tour.
00:43:11Africa Tech is the best of the African tech ecosystem, the most beautiful African startups country pavilion with their delegation
00:43:21and the private sector that invests and develops underground.
00:43:25In 2019, nearly 1000 participating startups came to Vivatec.
00:43:31Africa Tech has become even more important as the ecosystem continues to boom.
00:43:382 billion euros raised in 2019, a 75% increase over the previous year.

00:43:48Europa Tech is the mobilization of the European ecosystem to support the development of European digital champions.

00:45:08Our commitment with these two programs is to showcase countries' best tech initiatives.

00:45:31The first one is in January with the launch of the European Tech, the European Tech program.

01:02:04Well, actually, we believe that the two events, both in-person and digital, will enrich each other.

01:02:17because we know that next year and maybe for the years to come, there will be less travels all across
01:02:24the world.
01:02:25So it will enable us to connect with people who are located everywhere in the world.
01:02:32You will have, for instance, that's just a detail, but we are imagining having, you know, some booths for startups
01:02:39that are located very far abroad,
01:02:42and that you will be able to chat with through Visio Conference,
01:02:46but also some very specific meeting rooms so that you can also interact with people located abroad,
01:02:53if there are any travel restrictions.
01:02:56So, and we will use technology such as VR and AR to enhance the discovery of innovation inside of Vivetec.
01:03:06And on the digital, you will find both a snapshot of what is happening in the in-person event,
01:03:13but also some content that will be specifically designed for the digital platform.
01:03:18So really, I think our conviction here at the Vivetec team is that from now on,
01:03:25every powerful and successful event will kind of walk on both legs, the physical one and the digital one,
01:03:33and we will try to combine the best of both worlds.
