00:00We're seeing with the expiration of this nuclear treaty between the U.S. and Russia, a general sort of expansion of countries that are interested in acquiring their own nuclear weapons.
00:10What do you think this means for Asia?
00:11First of all, if we look at probably the root cause for these, suddenly all the states wanted to have their own nuclear weapons, I would say that's because in recent years we all know that the PLA China, they have been increasing their stockpiles of nuclear weapons.
00:32China is getting up its nuclear capability in the region and definitely it will significantly reduce the Pacific Airlines confidence in the U.S. nuclear umbrella, the extended deterrence.
00:53So that's why suddenly Japan, South Korea, they all wanted to have some sort of discussion about their own nuclear weapons.
01:03Do you think this is a positive or a negative for decision makers in Beijing and in Washington?
01:07Definitely it's a bad sign, signals for the Pacific Airlines.
01:12The current U.S. government, the foreign policy, the postures maybe will result in some of the concern or questionable about whether the U.S. and Washington will maintain their commitment, deliver their commitment in the nuclear deterrence to their Pacific allies.
01:33But from my perspective, the current U.S. government, their administration, their posture is just a posture.
01:41They definitely know the Pacific Airlines is their core interest.
01:46Nuclear proliferation is a status that definitely represents a bad signal to Beijing.
01:53Because the increase in stockpiles in Chinese nuclear weapons also gave the Indian government a lot of pressures.
02:00That definitely will create more tensions and risks to Beijing's government.
02:10Which factor is more important in driving these type of discussions in countries like South Korea and Japan?
02:14Is it about the threat from China or is it more about concerns regarding the U.S. alliance in the region?
02:20So from my perspective, the Chinese factors place more weight in this current situation,
02:27which means more and more states, especially in the Pacific areas, they wanted to have some sort of nuclear capabilities.
02:36A lot of people said that one of the reasons why Putin and Russia dared to invade Ukraine is because they gave up their nuclear weapons decades ago.
02:47So that Russia and Putin has been used nuclear weapons as a deterrence to stop NATO from officially supporting Ukraine, right?
02:59So and the Beijing definitely, the Xi Jinping definitely learned this lesson.
