00:08Let's talk with COO and Chief Advisor Ray Gozon from the Office of Civil Defense, Region 8.

00:23Sir, una po sa lahat, kamusta po ang lagay ng panahon dyan sa Eastern Visayas sa mga oras na ito?

00:32At saan-saan lugar po nararamdaman na po yung hagupit ng Tropical Depression, Ada?

00:39Yes po, sir. As per monitoring po natin, ngayong 11 o'clock lang po ng umaga,

00:47na lahat po ng provinces to include, lahat ng six provinces to include Tacloban City and Ormoc City

00:58ay experiencing po so disguise.

01:02So, as of this time po, hindi pa po maulan.

01:06Although kahapon, may mga areas po na naka-experience na paunti-unting pag-uulan.

01:12At as of this moment po, as per monitoring natin, part ng ating preparedness measures,

01:20ay meron na pong 31 seaports ang nag-suspend ng kanilang travel.

01:28With that 31 seaports,

01:32bali may naka-account na paunti-unting po tayo sa 610 pack and 200 standard trolling cargos.

01:46Part din po ng ating preparedness measures,

01:50ang RDRMC, sir, ay nagpalabas na rin po tayo ng memorandum,

01:55uh, advisory on suspension of all travel to, from, and within Eastern Visayas

02:02due to the anticipated effects of, uh, tropical depression, ADA.

02:08So, ito, sir, ay binibigyan natin ng emphasis na hindi mo na mag-travel,

02:13baka, uh, lumakas ang ulan,

02:15magkakaroon ng mga flooding and or landslides,

02:19uh, magkakaroon ng mga, uh, standard, uh, uh, vehicles along the way

02:27kung saan ang merong possibility for flooding at saka landslides.

02:31Uh, to include as well ang, uh, uh, RDRMC memorandum

02:36maintaining the blue alert status of the RDRMC.

02:40Again, this is in connection with the present weather condition.

02:43Uh, another memorandum, sir, ang pinalabas po natin,

02:47uh, ang, uh, preparedness measures for the possible effects

02:52ng, uh, tropical depression.

02:54Uh, also, ang, uh, another memorandum for the immediate enforcement

03:00of the preemptive evacuation measures, uh, of the local government unit.

03:05And, uh, memorandum as well, uh, from the RDRMC,

03:09yung activation ng ating virtual, uh, emergency operations

03:13operation center, para meron tayong direct, uh, coordination

03:17sa mga local disaster risk and action and management councils,

03:21as well as yung members ng ating, uh, ano, uh, RDRMC,

03:28particularly yung ating mga response agencies in the government.

03:32So, you include as well, sir, uh, yung, uh, isa pang memorandum,

03:35uh, uh, ng RDRMC, implementation of no-sale policy,

03:39restriction of water activities, and storm storm storm preparedness measures.

03:45Again, this is in anticipation of, uh, the present, uh, weather disturbance,

03:51which is the tropical depression nada.

03:53And, uh, as well as, sir, as per monitoring natin, sir,

03:56at, uh, as of, uh, 12 noon, meron na po tayong, uh, 20, uh, local government units

04:04yung nag-suspend po ng mga classes.

04:06So, seven po from the province of Samar, six from the province of, uh, Eastern Samar,

04:13isa from, uh, Leyte, and then tatlo naman din po for the province of, uh, Northern Samar,

04:19and tatlo din for the province of, uh, Biliran.

04:23So, yan po ang, uh, as per, uh, monitoring natin, sir, as of this time.

04:28Director, himayin lang po natin ng konti yung nabangit yung preparedness measures, no?

04:33So, kamusta po yung, uh, supply ng pagkain, yung, uh, tubig po,

04:37yung mapagkukunan po ng kuryente, pati po yung mga, uh, uh, pamamaraan po ng komunikasyon

04:43sa kakaling, uh, Averia Bagyo.

04:47Hi, uh, hindi ko pala nabanggit, sir.

04:50Nagkahapon ng, uh, pre-disassurist assessment, uh, meeting,

04:55and, uh, pinag-usapan din po yung mga pre-positioning ng mga, uh, uh,

05:00food isa po yung ating, uh, regional disability

05:03to augment if and when kailangan ng support coming from the,

05:07ano, from the affected local DRMC's.

05:11And ang ating, uh, DITT po, ay may, uh, nag-distribute po sila, uh,

05:17last year, at ako hindi akong nagkakamuli, uh,

05:20nag-re-position na po sila ng mga, uh, starlink doon sa mga,

05:25sa lahat ng local government units in the region.

05:28So, that's, uh, part po ng ating, uh, preparedness measures,

05:32uh, doon sa, uh, LGUs in the region.

05:37And, uh, at of this time po, wala pa naman po tayong na-monitor na,

05:41uh, ano, may, may, uh, power interruption sa area.

05:46Mm-hmm.

05:48Nabanggit niyo rin, sir, yung, uh, pag-suspende ng, uh, sea at land travel.

05:53So, kamusta naman po yung mga, uh, komunidad,

05:56alimbawa doon sa coastal areas at doon naman sa upland

05:59na posibleng maapektuhan po ng, uh, mga pagbaha at landslide?

06:04Paano po sila pinaghahanda?

06:05Uh, ito naman din po, sir, no, ay, uh, particularly in, uh,

06:11coordination sa, uh, local, uh, sa concerned local DRMC's

06:17kasi sila naman din po ang nakakaalam kung ano yung, uh, mga areas

06:22na prone to flooding and landslide based doon sa kanilang, uh, hazard maps.

06:28So, may capability naman po to identify, uh, aside from those identified by the,

06:35Minds and Views Sciences Bureau, uh, this is also supported by the local DRMC's

06:41na may list na po sila ng, uh, uh, areas na prone to flooding at saka landslide.

06:46At ito din po yung binibigay ng emphasis natin,

06:50part of the preparedness measures of the LDRMC

06:52na magkaroon ng pre-emptive evacuation

06:56doon sa mga identified areas.

06:59Ayan po, nabanggit niyo yung, uh, pre-emptive evacuation.

07:03Uh, meron na po ba na mga inilipat po sa mga evacuation center as we speak?

07:09Uh, as of this time, sir, wala pa po tayong, uh, figure, uh, doon sa, uh, pre-emptively evacuated.

07:17Pero nakadesimilita po tayo ng advisory, uh, to conduct, uh, such activity yung ating, uh, pre-emptive evacuation.

07:26Mm-hmm.

07:28Sakali pong, uh, tumindi pa po yung epekto ng bagyo,

07:32meron po bang, uh, mga karagdagang hakbang ang OCD Region 8?

07:36O meron po bang, uh, pakikipagugnayan at, uh, uh, kakailanganin pong tulong

07:41mula po sa, uh, mga ahensya ng gobyerno mula po sa labas ng inyong rehyon?

07:47Part 2 pa later ng preparedness measures natin ay yung put on standby ng ating uniform personnel

07:58para i-incase the case na kailangan ng affected areas in the government to augment kung saan mang areas ang magiging affected.

08:12Bilang panghuli na lamang po, RD, mensahin nyo na lamang po sa inyong mga nasasaklawan po,

08:19lalo na po dun sa mga may posibilidad na maapektuhan po ng pagbaha, landslide, pati na rin po yung pagtaas ng alon.

08:32Mag-ingat po sa Bagyong Ada.

08:35Sa lahat ng mga kababayan natin in the region, makinig po sa official advisory na binibigay ng pag-asa ng Minds and Youth Census Bureau

08:46and directly coordinate with your respective barangay DRM committee for the local disaster reduction management council through the local DRM office.

08:56Para po mabigyan ng kaukulang kahitan kung saan sila pwedeng ilipat if and when identified na frontal flooding or landslide or stronghold po yung area kung saan kayo natatira.

09:09And for the local DRMCs naman po, alam ko naman po na proactive na po yung ating local DRMCs.

09:19Patuloy lang po tayong maging alerto doon sa pagbibigay ng advisories sa ating mga kababayan

09:28para maiwasan po natin yung mga untoward incidents and ma-meet po natin yung goal natin for zero casualties.
