दिल्ली में लगातार बिगड़ते वायु प्रदूषण और उससे पैदा हो रहे स्वास्थ्य संकट के ख़िलाफ़ अब नागरिकों ने संगठित होकर मोर्चा खोल दिया है। दो महीने तक चले जनआक्रोश और सार्वजनिक लामबंदी के बाद, विभिन्न सामाजिक संगठनों, पर्यावरण विशेषज्ञों, डॉक्टरों, वकीलों, शिक्षकों और आम नागरिकों ने मिलकर Delhi SSANS (स्वस्थ सांस अधिकार नागरिक समिति) का गठन किया है। Press Club of India में आयोजित प्रेस कॉन्फ़्रेंस के दौरान इस मंच का औपचारिक ऐलान किया गया और केंद्र व राज्य सरकार के लिए एक साझा नागरिक मांग-पत्र (Citizens’ Charter of Demands) जारी किया गया। इस मांग-पत्र में दिल्ली को रहने योग्य बनाने के लिए दीर्घकालिक और ठोस नीतिगत कदमों की मांग की गई है। #sauravdas #delhipollution #pollution

00:12Supreme Court has been trying to you know tackle the bad air the foul air of Delhi
00:18but now the situation has come की इतने सारे सिटीस में
00:23it's almost the same AQI level so it's not just a Delhi problem now
00:27There are many many cities all over India which are suffering from air pollution and as a result of which many people like us are dying a very slow death.
00:39So Delhi Saas is the launch because the first AQI protest at India Gate, we saw how many people from all walks of life, from all classes of society, people from different professions showed up in huge numbers after many many years at India Gate.
01:02You know, India Gate is a symbol. It was our civic space which was taken away from us, Central Vista project.
01:10But despite all those restrictions, people showed up and democratically protested and usi ko haang log aage badate huye so that, you know, it doesn't become an episodic, you know, protest.

01:28Delhi Saas will work on a sustained basis, will be tackling different issues जो air pollution से related है and as a result of which climate change पे भी हम लोग काम करेंगे.
01:41And that is the reason Delhi Saas is being launched.
01:46अब दो तीन चीज़ बस मैं बोलना चाहता हूँ. जब वो first India Gate protest हुआ था, उसके बाद कुछ एक civil society के नाम पे एक meeting बुलाया गया था Delhi Secretariat में.
02:00जिसमें Environment Minister जो है हमारे Delhi के Manjinder Sirsah जी उन्होंने बुलाया था and he said that he wants to meet civil society organizations.
02:11उस meeting में बस दो तीन प्रोटेस्टर्स थे. अब देखिए जो प्रोटेस्ट हुए है इतने सारे.
02:18I think every protester was clear कि हम किसी एक सरकार के खिलाफ तो ये प्रोटेस्ट नहीं कर रहे हैं.
02:25ये प्रोटेस्ट है, ये जो system बन चुका है, एक common apathy का बन चुका है उसके खिलाफ जिससे awareness जागे
02:32जो मौझूदा सरकार है वो इस पे कुछ ठोस कदम ले. तो जब ऐसा invite आया तो मैं भी गया, दो-तीन और लोग थे जो इस meeting में गये.
02:42लेकिन जो डेली सरकार का रवया रहा, जो दिखा मुझे कि there is no political will to take strong measures.
02:51आप जो हम डोगों का आप जब demand charter पडे में उस पे there are some very hard steps that have to be taken if we want to tackle air pollution.
03:01लेकिन वो pollution के time से जब पहला protest होता है, उसी time से जब आप देख रहे हो, nothing concrete has happened.
03:10अब reels बनाये जा रहे, twitter पे डाला जा रहे, instagram पे डाला जा रहे, जो sprinkling हो रहा है, पानी का, वो सब का डाला जा रहे, but those are very very band-aid kind of measures.
03:21जो हमें long term basis में, जो actual policy measures चाहिए, उस वो सारे नहीं हो पारे.
03:28तो जब उस meeting में मैंने ministers आप से पूछा कि आपके पास कोई blueprint है क्या, कोई blueprint है जिससे आप हमें बता सके, क्योंकि इतने रोग सड़कों पे उतर रहे हैं, बार बार उतर रहे हैं, twitter पे तो और social media पे इतना outrage हो रहे हैं, क्या आपके पास कोई blueprint बना है, तो उनके पास कोई ज

04:28वहाँ पे 70 लोगों ने मिलके RTI application फाइल किया था
04:32with the CPCB and DPCC.
04:35उसके उन्होंने कहीं सारे data और information मांगा था
04:38including कैसे funds को spend किया गया.
04:41अब उन्होंने बोला था कि 48 hours के अंदर
04:44आप हमें जवाब दो RTI Act का एक section है section 7.1
04:48जिसमें बोलते हैं कि any information which relates to life and liberty
04:52you have to provide it within 48 hours.
04:55लेकिन आपको पता ही है कि how dangerous air pollution levels are.
05:00So instead of replying in 48 hours they responded after a month
05:04and उसमें काफी clear हो गया है
05:07उस data के तहरत उन्होंने बोला
05:09कि जो national clean air program के थूफ funds को allocate करना पड़ता है
05:15disburse करना पड़ता है
05:16वो disburse अभी इस साल हुआ ही नहीं है.
05:20आप बताये कितना जादा hazardous level पर पाँच गया है
05:24but not even a single rupee has been released
05:27to the Delhi government and its local bodies
05:30till date this year.
05:32and एक बाँ release भी हो जाए तो उसका कितना efficiently use किया जा रहे है
05:37and spend किया जा रहे है
05:38वो figures भी उन लोगों ने दिया है
05:40and काफी research भी इस पे हो रखा है
05:44so all of these are issues that we want to tackle as concerned citizens
05:49and हमारी माम ये भी है कि
05:51the government should not look at this as an adversarial thing
05:56they should include all of us
05:58यहाँ पे इस forum में काफी सारे scientists है
06:01policy experts है
06:03people who have been working on environment and its issues
06:06for many many years now
06:08decades perhaps
06:09and हम सारे we want to come together
06:12and we want to find a solution to this common problem
06:15so the government is requested that they don't look at this as an adversarial thing
06:20and finally मैं ये भोना चाहूंगा कि
06:24the entire air pollution
06:27you know tackling the issue is a long term
06:30game
06:31it's
06:32ये इसमे कुछ magic wand तो है नहीं यहाँ पे
06:35Supreme Court ने भी ट्राइ किया 40 साल
06:37the Supreme Court failed
06:38so there is no immediate solution that we can come up with
06:43to you know completely get clean air
06:45but AQI 50 is our right
06:48it is our demand
06:49and Delhi SaaS will work towards it
06:52and I request all of you to also join in whatever ways you can help
