01:18Venezuela denounced the U.S. aggression against its territory at the United Nations Security
01:21Council and called it an imperial violation of international law and a threat to peace
01:27in the region and the continent.
01:29Venezuelan Representative Samuel Moncada said that the U.S. crime against the South American
01:33nation includes a declared naval blockade, the theft of 4 million barrels of Venezuelan oil,
01:39and an electronic warfare in the airspace.
01:43Moncada also affirmed that these actions respond directly to confessed attempts by President
01:47Trump to arbitrarily grab the energy resources of Venezuela.
01:51Moncada also urged the U.N. body to take immediate action against these systematic violations of
01:56the international law, which represent a direct threat to the regional stability and set
02:02a dangerous presence of armed intervention.
02:10The U.S. government, the aggressor, requires its propaganda apparatus to present it to the
02:16world as a country under attack to initiate an armed conflict.
02:23We denounce this dangerous manipulation and assure the world that we will not lose our composure
02:32in defending the peace of our nation.
02:35Let us repeat, the threat is not Venezuela, the threat is the U.S. government.
02:47In another part of his address, Moncada accused the United States of violating the Geneva Convention
02:51on High Seas and the principles of non-intervention in the internal affairs of the states.
02:58The United States, to which the United States is also a party, establishes not only the right
03:04to freedom of navigation, but also that no state shall legitimately claim sovereignty
03:11over any part of the High Seas as these are open to all nations.
03:19The jurisprudence established by international courts confirms, in turn, that the principles
03:26of non-intervention in the internal affairs of states, refraining from the use or the threat
03:31of force and respect for sovereignty, are part of customary international law as reflected
03:40in judgments dating from 1986 to the present.
03:53In this context, the Chinese representative to the United Nations called the U.S. to respond
03:58to the just demand of the international community.
04:01To heed the just call of the international community, immediately halt relevant actions,
04:07and avoid further escalation of tensions.
04:10We urge the United States to uphold the navigation safety of regional countries and the freedom
04:16and rights they enjoy under international law.
04:19To conduct normal law enforcement and judicial cooperation under bilateral and multilateral
04:24legal frameworks, to lift illicit unilateral sanctions, and to do more to promote peace,
04:30stability and development in Latin America and the Caribbean.
04:36For his part, the Russian ambassador to the UN, Vasily Nevencia, rejected the U.S. intervention
04:46in the internal affairs of Venezuela, and warned that such actions can become a template for
04:51future aggressions against other Latin American states.
04:54In accordance with the so-called Trump corollary and the Monroe Doctrine, which was enshrined
05:08in the recently published U.S. national security policy.
05:11And this is a clear message for all countries in the region who are striving to conduct a sovereign
05:16policy and to independently determine their own economic, political, and cultural system.
05:22Also, the permanent representative of Cuba to the UN, Ernesto Soberon, alerted the United
05:29Nations Security Council of the U.S. destabilizing attempts in the region, and affirmed that this
05:34is part of a strategy through the Monroe Doctrine promoted by President Trump.
05:39...that the country with the largest market for drugs in the world, whose territory finances
05:44its criminal business, promotes a war to supposedly combat this scourge in Latin America and the
05:49Caribbean.
05:50It's clear that its purpose is to justify the costly and extraordinary military deployment
05:55in the region with which it seeks to assault Venezuela and impose its hegemonic domination
06:00on the hemisphere.
06:01We alert the international community regarding these provocations that seek to further escalate
06:07the aggression against Venezuelan territory and seize its natural resources.
06:11Venezuela and any other state that is attacked has a legitimate right to defend itself in
06:17accordance with Article 51 of the Charter.
06:20All this in addition to the unilateral coercitive measures, economic suffocation, campaigns of
06:25discreditation, and attacks against important institutions of this country that are part
06:30of the psychological war and increase of pressure by the government of the United States to overthrow
06:36the government of Venezuela.
06:37Mr. President, the new national security strategy of the United States, which includes the so-called
06:45Trump corollary to the Doctrine Monroe, puts into practice the idea that the Western
06:51Hemisphere is an exclusive zone of influence.
06:54It validates the dangerous doctrine of peace through force and enshrines intentional warfare as a policy of the state.
07:03It reflects the huge challenges confronted by humanity, in particular Latin America and the
07:09Caribbean region.
07:10The current government of the United States and its projection toward the region tramples
07:14on the proclamation of Latin America and the Caribbean as a zone of peace.
07:21On the other hand, the permanent representative of Mexico to the UN were to reiterate that diplomacy
07:26and dialogue are the only ways to resolve differences between nations, and affirmed that it is only up
07:32to the Venezuelan people to determine its future.
