00:00The government of Venezuela condemns Donald Trump's military threat to the
00:13right to free trade, navigability, free development, sovereignty and national independence.
00:19The Honduran Prosecutor's Office revealed the new audio recordings that would implicate
00:26former president and drug trafficker Juan Orlando Hernández in blocking the vote count
00:31of the November 30th elections.
00:36And Colombia becomes a regional pioneer, approving a law that grants rights and protection to
00:41people displaced by the climate crisis.
00:53Hello and welcome to From the South from the headquarters of Treasury English in Havana,
00:57Cuba.
00:58My name is Pablo Micheliche.
00:59We begin with the news, stay with us.
01:13The government of Venezuela condemns Donald Trump's military threat and will defend its
01:18right to free trade, navigability, free development, sovereignty and national independence.
01:23In this sense, the Venezuelan government, through a communique stated on the right of December
01:2916, 2025, the president of the United States, Donald Trump, in violation of international
01:34law, free trade and freedom of navigation, has issued a reckless and serious threat against
01:40the Bolivarian Republic of Venezuela.
01:42On social media, he claims that Venezuela's oil, land and mineral wealth are his property.
01:48Consequently, Venezuela must immediately hand over all its wealth to him.
01:52The U.S. president is attempting to impose an utterly irrational naval blockade on Venezuela,
01:58with the aim of stealing the wealth that belongs to our country.
02:02Venezuela, in full exercise of the international law that protects us, our constitution and the
02:08laws of the republic, ratifies its sovereignty over all its natural resources, as well as the
02:14right to free navigation and free trade in the Caribbean Sea and the world's oceans.
02:20Consequently, it will proceed in strict accordance with the UN Charter to fully exercise its freedom,
02:26jurisdiction and sovereignty over these warmongering threats.
02:30Our ambassador to the UN will immediately proceed to denounce this serious violation of international
02:36law against Venezuela.
02:37We call on the people of the United States and the peoples of the world to reject, by all
02:42means, this extravagant threat, which once again reveals Donald Trump's true intentions
02:47to steal the wealth of the country that gave birth to the United Liberation Army of South America
02:54and our liberators, Simon Bolivar.
02:56The people of Venezuela, in perfect popular military and police unity, will know how to defend
03:02their historic rights and triumph through the path of peace.
03:12The Network of Intellectuals and Artists in Defense of Humanity elected the international
03:16community about the recent threats from the United States against Venezuela, calling them
03:21an act of piracy that could trigger a conflict in the region.
03:24The network rejected this Tuesday the threat by the government of Donald Trump to order a total
03:30and complete blockade against all oil tankers entering or leaving Venezuela.
03:35Through a statement, the organization described the measure as an expression of a criminal and
03:40unscrupulous state logic and denounced that the real goal is to exercise power without limits
03:46or respect for international law.
03:48The text points out that these actions clearly reveal the intention to plunder Venezuelan oil under
03:54what they call the absurd and false excuse of recovering it.
03:59The network warned that the imposition of this blockade could end up triggering a military
04:04conflict in the region with disastrous consequences for the entire planet and demanded an end to
04:10the impunity with which the United States acts.
04:13Finally the organization sent a message of solidarity to President Nicolás Maduro and the Venezuelan
04:18people, recognizing the courage and determination with which they defend all of humanity from the
04:24most savage empire in history.
04:30In this regard, through the social network X, some US figures have expressed their discontent
04:36following Trump's recent threats against Venezuela's sovereignty.
04:39The researcher from the University of Denver, Francisco Rodriguez, published article 12 of Venezuela's constitution
04:45clearly states that oil deposits in Venezuelan territory belong to the Venezuelan state.
04:49Any claim that Venezuela has stolen oil from the US is simply groundless.
04:56In addition, Texas Congressman Joaquin Castro pointed out, a naval blockade is unquestionably
05:02an act of war, a war that the Congress never authorized and the American people do not want.
05:08On Thursday, the House will vote on Representatives Jim McGovern and Thomas Massey and my resolution
05:16directing the President to end hostilities with Venezuela.
05:20Every member of the House of Representatives will have the opportunity to decide if they
05:25support sending US citizens into yet another regime-changed war.
05:34In addition, the US Professor Ryan Goodman published in International Law 101 that a military blockade
05:41is not just a validation of the UN Chartered but a crime of aggression unless that blockade
05:46is in response to an armed attack.
05:49None of President Trump's list of complaints come close to an armed attack.
05:55In another post, Goodman continued, Any of the following acts, regardless of a declaration
06:00of war, shall qualify as an act of aggression.
06:04The blockade of the ports or coast of a state by the armed forces of another state.
06:10Definition of Aggression United Nations General Assembly Responsible 3314.
06:16Venezuelan President Nicolás Maduro denounced the acts of piracy committed by the United
06:30States in the region while also calling for a global protest by port workers against imperialist
06:36aggression.
06:37During the constituent Congress of the Working Class, Head of State Nicolás Maduro declared
06:41that Venezuela has spent 25 weeks denouncing and confronting a campaign of terrorist aggression
06:47and piracy by the United States, which seeks to steal the country's natural resources, including
06:52oil.
06:53In this regard, the President called for peace and urged against escalating into a bloody
06:58war over oil.
06:59Furthermore, the Head of State also reported that during the Congress, 1,059 superdelegates
07:05were elected by 347 workers' assemblies, with 60% being men and 40% women, highlighting
07:13the role of the working class as one of the fundamental pillars of the nation.
07:23In his speech, President Nicolás Maduro asked the Christian people of the United States to
07:27tie the hands of those who promote a war for oil against Venezuela.
07:36So on behalf of the Christian people of Venezuela, I call on the Christian people of the United
07:40States to bind the hands of those who want to lead the United States into war against
07:45South America and the Caribbean with divine laces in the name of God.
07:57And tie the hands of this crazy war for oil.
07:59And while our brothers in the United States tie their hands with blessed strings, let us
08:12continue to move forward in our organization.
08:15First week of January, second planning session, 70,000 delegates.
08:19In addition, Venezuelan leader Nicolás Maduro denounced that the United States, together
08:25with their fascist right, is seeking to colonize the country in order to take over its natural
08:30resources.
08:35We tell the people of the United States our truth.
08:47And our truth is very convincing.
08:57Imperialism and the Nazi fascist right wing want to colonize Venezuela to take over the
09:10wealth we have in oil, gas, gold, iron, aluminum, and many other minerals.
09:19The Venezuelan head of the state took use of its speech to announce the approval of the
09:27workers' school and a meeting with the military high command to coordinate the workers' militias.
09:34Reactivation of the university and relaunch of the new workers' school.
09:38On Friday, Vice President Dr. Delcy's council approving the complete economic plan for the working
09:45class and tomorrow, Wednesday, military meeting with the high military command and the militia
09:53general staff of the workers' combatant corps.
09:57In this regard, the President instructs the military high command to review and refine the
10:01combat plans of the workers' militias in the country.
10:04Together with the working class, militia general staff team, an immediate meeting is to be held.
10:21General Padrino, General Hernández Lares, General Castillo Ranjifo, Major General Romero Bolívar,
10:28an immediate meeting tomorrow, Wednesday, December 17, Days of Power Liberator, to review and refine
10:36the entire combatant plan of the combatant corps, of the working class, factory by factory, state
10:43by state, region by region.
10:46And Dominica offers to mediate amid rising tensions between the United States and Venezuela.
10:53As Caribbean leaders renew calls for diplomacy and restraint in the face of increased military
11:10activity in regional waters.
11:12Speaking at his end-of-year press conference, Prime Minister Roosevelt Scarrett said the Caribbean
11:17must continue to be treated as a zone of peace, warning that any military confrontation in
11:24the region could carry serious consequences for small island developing states.
11:29Prime Minister Scarrett stressed that dialogue not forced remains the only sustainable path
11:34forward, pointing to the Caribbean's economic vulnerability and its exposure to external shocks,
11:40including disruptions to trade, tourism and energy supplies.
11:44We always maintain that the Caribbean should be a zone of peace and that any thought of military
11:53actions in the Caribbean should be reconsidered.
11:57We believe that dialogue and diplomatic channels are better ways to solve problems, differences,
12:05views that do not coincide.
12:08Prime Minister Scarrett noted that Dominica has previously played a bridging role during
12:13regional disagreements and remains willing to facilitate dialogue if asked, while expressing
12:18hope that tensions do not escalate into open conflict.
12:22Of course, Dominica is a good friend of both the United States and Venezuela.
12:27In the past, we have worked together as an intermediary and we are prepared to do so in this current
12:34situation if there are messages from either side to each other that Dominica believes that
12:39it is well placed to provide that service.
12:42His comments come as U.S. military operations near Venezuelan waters continue to raise concerns
12:48among regional governments and international human rights organizations.
12:53CARICOM has reiterated its long-standing position that the Caribbean must remain free of conflict,
12:58with leaders warning that any outbreak of hostilities would negatively affect security,
13:03commerce and livelihoods across the region.
13:07For now, Caribbean leaders continue to urge diplomacy as Dominica signals its readiness to help keep
13:12the region on a path toward peace.

13:46The Honduran Prosecutor's Office revealed this Tuesday new audio recordings that will implicate
13:51former President and road trafficker Juan Orlando Hernández in blocking the vote count
13:56to prevent the results of the November 30 elections from being known.
14:00Seventeen days have passed since the Honduran people went to the polls,
14:04and the name of the person who will assume the presidency of the country is still unknown.
14:09The investigation by the Specialized Unit Against Electoral Crimes of the Public Ministry
14:14has released information that sheds light on the obstruction of a solution.
14:20The data show the least instruction from the former president to the leaders of the Liberal Party
14:26to prevent a vote-by-vote count at all costs.
14:29Meanwhile, the president of the highest electoral body, Ana Paula Hall,
14:33after more than two weeks without results, denounces pressures and blockages on the scrutiny.
14:39Colombia becomes a regional pioneer, approving a law that grants rights and protection
14:51to people displaced by the climate crisis.
14:54A regulation establishes that people affected by floods, landslides, volcanic eruptions
14:59and other extreme weather events will no longer be considered merely temporary victims.
15:04They will now be recognized as victims with rights, requiring comprehensive, continuous
15:10and preventive attention from the state.
15:12This progress, which builds on the historic ruling by the Constitutional Court
15:16that already recognized climate-induced displacement as a legitimate cause for state protection,
15:22will include key measures such as the creation of a single registered of climate-displaced persons
15:28coordinated by the National Unit for Disaster Risk Management.
15:33Donald Trump's return to the U.S. presidency not only marked a change in administration,
15:44but also reshaped the landscape for Latin America and the Caribbean
15:48with an economic strangulation policy.
15:51On this topic, evaluated in addition 23 of the series Cuba in U.S. foreign policy,
15:56our correspondent Isabel Diaz reports from Havana.
16:00How do Washington's decisions impact the daily life of Cubans' regional stability and the
16:08islands' international projection?
16:11This was the central focus of the debate, where Cuban and U.S. experts analyzed the current
16:15trends and projections of U.S. foreign policy toward the largest of the Antilles.
16:21It has been an opportunity for academics from both countries, Cuba and the United States,
16:27as well as scholars from other countries, to share their perspectives on how the issue of Cuba
16:33is handled in the U.S. foreign policy.
16:35It has allowed discussions on the possibilities for rapprochement.
16:39The dialogues that have taken place in this context.
16:43It is being held during a time when there is an administration in Washington that has renewed
16:49all the principles of the Monroe Doctrine.
16:52This administration follows a very aggressive policy, especially towards Latin America and the Caribbean.
16:58We are seeing the initiative developing regarding Venezuela, which involves Cuba in some way,
17:03along with other countries such as Brazil and Mexico.
17:07A space for reflection on the urgency of redefining diplomatic strategies
17:15and strengthening resistance against policies that seek to halt development
17:19and attack the national sovereignty of the peoples in the region.
17:23The prerogative of Washington to determine whether and how Latin American and Caribbean countries
17:34should establish relations with nations outside the continent is clear.
17:42The ambition is evident, and on certain occasions it has been declared that the goal is to impose by force
17:52its access to the natural resources and strategic or critical wealth that belong to the countries of the region.
17:59Essential dynamics in an international context marked by geopolitical conflicts, whose short, medium, and long-term consequences
18:11are now part of global debates, particularly regarding racial tensions and the power struggle between Democrats and Republicans.
18:18What could be, in some way, the most contradictory aspect within that representation of the neo-racial rhetoric about Latinos,
18:27is the idea that the New Herald constantly emphasizes the concept of citizenship and belonging to the U.S. citizenship.
18:37This aligns with the concept of citizenship and belonging to the U.S. that Donald Trump talks about, right?
18:43Make America great again. It's nothing more than an effort to make the United States white again.
18:48And the rest, well, they should just disappear because that's not the idea.
18:5262% of Latino voters prefer the Democratic candidate Kamala Harris compared to 37% for Donald Trump.
19:06This changes the narrative that Latinos turned out a large number to vote for Donald Trump.
19:11That was not true.
19:13For 23 years, the Cuba and U.S. foreign policy conversations have provided a valuable space for strategic analysis and reflection on bilateral relations,
19:26based on respect for sovereignty, self-determination, and non-interference in the island's internal affairs.
19:32With camera, Jose Yero, Isabel Díaz González, Telesur, La Habana, Cuba.

20:06Another infant has died from hypothermia in Gaza this Tuesday, as winter conditions intensified
20:13and restrictions on the entry of humanitarian aid and supplies continue to take a toll on civilians.
20:19Mohammed Khalil Abu al-Khair just two weeks old, right minutes, after receiving limited medical care.
20:25Less than two weeks earlier and eight months, the old girl had also died under similar circumstances,
20:32as severe winter storms brought flooding, landslides, and at least 11 deaths linked to conditions such as hypothermia.
20:40Humanitarian organizations warned that the crisis in Gaza, deepened by ongoing conflict,
20:45has destroyed more than 80 percent, I beg your pardon, of the territory's infrastructure,
20:52forcing thousands of families to leave in tents without heating, electricity or adequate protection.
20:59The death toll from the latest run of border clashes between Thailand and Cambodia
21:12has risen to 17 Thai soldiers and 15 Cambodian civilians.
21:17The Thai Ministry of Defence informed the media about the victims
21:20and provided details about the ongoing conflict taking place on the border with Cambodia.
21:25It also stated that at least 76 people were injured and that the border clashes led to the forced displacement of some 126,508 families.
21:43For other part, Cambodian authorities reported that more than 127,000 miners had to leave their homes
21:50due to the border conflict with Thailand, which has so far resulted in more than 421,000 displaced persons.
21:57They also emphasized that the Thai army belated Cambodian territory and carried out severe air strikes near civilian areas and displaced persons camps.
22:07In this regard, they emphasized that the latest military actions have caused severe humanitarian consequences
22:13and that Phnom Penh has an urgent need for peace.
22:16In view of the situation, they called on the international community to intervene
22:20to put an end to the military actions between the two countries.
22:25The Thai Foreign Ministry reiterated the country's position on the border situation with Cambodia.
22:35A deputy spokesperson for the Ministry Marathi Nalita Andamo stated that Cambodia must be the first to declare a ceasefire
22:45and guarantee that it is genuine and sustainable.
22:48A spokesperson also emphasized that the country's position has been publicly expressed on multiple occasions by the Thai authorities.
22:56On December 22, authorities from the country will attend a special meeting of Aishan foreign ministers,
23:03which will address the border situation between the two countries.
23:13And with that information, we have come to the end of this news brief.
