00:10Earlier today, the ombudsman issued an order compelling DPWH Chief Vince Dizon
00:15to produce and deliver these tangible pieces of evidence to his office
00:19to determine if these files had alterations, erasures or movements from one device to another.

00:30Following the issuance of sub-sabena duces ticam by the Office of the Ombudsman
00:34to the Department of Public Works and Highways,
00:37officials of the department immediately turned over the computer
00:39and files of former Undersecretary Maria Catalina Cabral covering the past 10 years.
00:45The Office of the Ombudsman had earlier expected compliance with the sub-sabena
00:48in connection with ongoing investigation on alleged anomalous flood control projects.
00:53Included in the sub-sabena that must be turned over were computer or data storage devices
00:57under the custody of Cabral, including hard drives, USBs or memory cards and others.
01:02Also included were clear and certified true copies of all documents, records, papers and files.
01:08In the photos shared by DPWH aside from the CPU, bulk files belonging to Cabral can be seen.
01:13For its part, DPWH assured its full cooperation with ongoing investigation.
01:18Among those who turned over the files were DPWH Undersecretaries Nicasio Conti,
01:23Arthur Bisnar, Ricardo Bernabe III, and Charles Calima Jr.
01:27The Office of the Ombudsman had earlier said that this will undergo forensic examination
01:31to determine whether any data was altered, deleted or tampered with
01:35in connection with the flood control project issue.
01:37According to Assistant Ombudsman Mico Clavano, the CPU and files of Cabral have been sealed.
01:42He said this will remain sealed until a digital forensic test can be conducted.
01:46When asked about what would happen if altered, deleted or tampered data are found in this,
01:51according to Clavano, the said gadgets will again be subjected to forensic examination
01:55to recover possibly deleted or altered information.
01:59The Office of the Ombudsman had earlier said that Cabral is very central to their ongoing investigation.
02:04Meanwhile, some concerned personnel of the Department of Health,
02:07the Group Alliance for Clear and Transparent Government, and Health Workers for Change Movement
02:12filed a complaint before the Office of the Ombudsman against Health Secretary Chudoro Herbosa,
02:16Assistant Secretary Albert Domingo, and Director Maria Cristina Marasigan.
02:21This is in connection with the radio program where, based on the complaint they submitted,
02:25the said station received a contract worth P98 million for the promotion of health services and programs of the UH.
02:31The said station has not yet released a statement.
02:33According to the complaint, the respondents used the said amount for the promotion of themselves.
02:37Included in the filed complaint are alleged violations of the Anti-Graph and Corrupt Practices Act,
02:42the Code of Conduct and Ethical Standards for Public Officials and Employees,
02:46as well as grave misconduct and conduct prejudicial to the best interest of public service.

03:03For its part, the DOH said that Health Secretary Chidoro Herbosa and ASEC Albert Domingo have not yet received a copy of the complaint.
03:11Domingo emphasized that all their anchoring and hosting activities are in accordance with government policies.
03:16According to Herbosa, it appears that the filed complaint is without merit and is only meant to divert attention from more important issues.
