00:18The Independent Commission for Infrastructure or ICI recommends the filing of new cases against former Department of Public Works and Highway Secretary Manuel Bonoan and former DPWH engineers tagged in anomalous flood control projects.
00:37This is through the fourth referral submitted by ICI to the Ombudsman over a discovered ghost flood control project in Bukaway, Bulacan worth P95 million, implemented by Bulacan First District Engineering Office and contractor Top-Notch Catalyst Builders Incorporated.
00:58The project involves the construction improvement of slope protection, structure, and waterways at Barangay Bangbang, Bukaway, Bulacan.
01:12Based on the report endorsed by the Commission on Audit, it was established that no structure was constructed at the location specified in the approved bid plans.
01:28Under the fourth referral, among those recommended to face criminal charges are former Bulacan First District Engineer Henry Alcantara, former Bulacan Assistant District Engineer Bryce Hernandez, contractor Alan Payawal, and others.
01:45Administrative cases were meanwhile recommended against Bonoan and former DPWH Undersecretaries Roberto Bernardo and Maria Catalina Cabral.
01:55The ICI then defers to the Ombudsman the deeper case buildup since only administrative cases were recommended against Bonoan for now and the Commission was still unable to establish links between the engineers and representatives from districts with anomalous flood control projects.
02:15The Commission also called on other whistleblowers to step up so they can implicate higher officials and the true masterminds of the flag control scam.
