00:20Carrying a bulk of documents, the Independent Commission for Infrastructure, or ICI, went to the Office of the Ombudsman this morning.
00:27The documents contain their interim report recommending investigation to several officials in connection with the anomaly involving the P72.3 million worth of flood control project in Plaridel, Bulacan.
00:39Among those recommended for investigation over possible violations are
00:43Former DPWH Bulacan 1st District Engineer Henry Alcantara
00:48DPWH Bulacan 1st District Assistant Engineer Bryce Hernandez
00:53DPWH Bulacan 1st District Assistant Engineer J.P. Mendoza
00:57and Humer Villanueva, President of Tatnach Construction Company, which is the contractor of the said project.
01:04They are being investigated for alleged corruption, malversation, and falsification of public funds.
01:09Also included in those being investigated by ICIR,
01:13Former Undersecretary Roberto Bernardo,
01:15and Maria Catalina Cabral
01:17for violations of the Code of Conduct
01:19and ethical standards for public officials and employees.
01:23According to the Office of the Ombudsman,
01:41these documents will undergo fact-finding before a preliminary investigation is conducted.
01:46The Plaridel, Bulacan project is considered a ghost project
01:50because it does not exist as the address indicated in its plan.
01:54Instead, the project was placed in a different location that was not approved.
01:58Meanwhile, the Office of the Ombudsman asserts that not only those who stole public funds will be charged,
02:26but also those who benefited from the stolen money.
