00:06but an initial payout of money that rightfully belongs to the government.
00:11A total of 40 million pesos was brought in yesterday to the Justice Department
00:15by former DPWH engineer Gerard Opulencia, one of the boys in the notorious BGC group
00:22who drew huge kickbacks from shady flood control project deals.
00:26He said the sum is part of the 150 million pesos he intends to return to government coffers in full
00:33but did not come from flood control project kickbacks earned from a stint with the DPWH First Engineering District of Bulacan.
00:42Opulencia made it crystal clear the 40 million he returned yesterday
00:46was money he made during his working days as director in DPWH NCR office.
00:52Opulencia is in DOJ custody and under the Witness Protection Program.
00:58His latest rebate of illegally earned money is in compliance with terms of the WPP
01:04and comes after dismissed Bulacan First District Engineer returned 110 million to the government weeks ago.
