Washington is reportedly pressuring Kyiv to accept President Donald Trump’s proposed peace framework by threatening to cut off intelligence and weapons deliveries, according to Reuters. Sources familiar with the discussions say the U.S. wants Ukraine to sign the agreement by next Thursday, echoing tactics previously used to push Kyiv into a rare earths deal.
Ukraine has confirmed receiving the new 28-point draft plan but has not disclosed details. Early reporting suggests the proposal would require Ukraine to withdraw from remaining parts of Donbass it still controls, scale down its military, and abandon its NATO ambitions. Ukrainian diplomats have rejected several of these conditions, insisting they will not recognize occupied territories as Russian or limit the country’s security choices.
European leaders have also voiced opposition, stressing that no peace proposal can bypass Kyiv’s or Brussels’ positions. The EU is now working on a counteroffer more favorable to Ukraine. Moscow, meanwhile, says there is “nothing new” in U.S.–Russia exchanges and that it has not been informed of Kyiv’s willingness to negotiate under Washington’s terms.
00:00U.S. pressure on Kyiv is intensifying as Washington reportedly threatens to cut off
00:15intelligence and weapons supplies unless Ukraine accepts President Donald Trump's proposed peace
00:21framework. According to Reuters, which cited two sources familiar with the discussions,
00:27the Trump administration wants Kyiv to sign the framework by next Thursday. One source said
00:34similar pressure tactics were used previously when Washington pushed Ukraine into signing a rare
00:40Earths Agreement. Kyiv confirmed on Thursday that it received a new American draft peace plan but
00:47declined to reveal details. Ukrainian officials said the U.S. believes the proposal could help
00:54reinvigorate diplomacy but early reactions from Ukraine and its allies indicate major disagreements.
01:01Media reports claim the 28-point plan includes withdrawing Ukrainian forces from remaining
01:09parts of Donbass still under Kyiv's control, reducing Ukraine's military and formally abandoning its NATO
01:16aspirations. Several of these conditions have been sharply rejected by Ukrainian diplomats.
01:22Deputy Permanent Representative to the UN, Kristina Gaiovishin, said Ukraine will never recognize any of its
01:30former territories as Russian and it will not limit its military capabilities or give up the right to
01:36join security alliances. European leaders have also pushed back, insisting that any agreement must reflect
01:42both Kyiv's and Brussels positions. The EU is reportedly preparing a counter-proposal more favourable to Ukraine.
01:50Meanwhile, the Kremlin says there is nothing new in U.S.-Russia exchanges on the conflict.
01:56Spokesman Dmitry Peskov reiterated that Moscow remains ready for talks but has received no indication that Kyiv is prepared to negotiate based on Washington's plan.
02:09Against this backdrop, President Volodymyr Zelensky warned that Ukraine is experiencing one of the
02:15most difficult moments in its modern history. In his national address, Zelensky said Ukraine now faces
02:23overwhelming pressure and an extremely difficult choice between the loss of dignity, the risk of losing a key
02:30partner or 28 difficult points or an extremely harsh winter. The president said the greatest danger would be
02:39accepting a future without freedom, without dignity, without justice or trusting those who have already
02:45attacked Ukraine twice.
02:47Both Europe and the whole world must understand another truth, that Ukrainians are first and foremost people and we have
02:55been holding back one of the largest armies in the world for almost four years of a full-scale invasion. We hold a
03:01front line of several thousand kilometers. Our people experience shelling, rocket attacks, ballistic
03:08strikes and suicide bombings every night. Our people lose someone close to them every day. And our people really want the war to end.
03:16We are, of course, made of steel. But any metal, even the strongest, may not withstand it.
03:22Zelensky said Ukraine will work calmly and quickly with the U.S. and its partners to pursue a just end to the war, while ensuring
03:30that Kyiv is never seen as obstructing diplomacy. He vowed to present arguments, persuade partners and offer alternatives,
03:38while stressing that no decisions about Ukraine's future should be made without the country's own voice.
03:45We will, of course, make the same conversation be made without a conviction.
