00:04ang ilang panukalang pondo sa sektor ng kalusugan at agrikultura.

00:10Kabilang na nga riyan ay ang nadagdagang pondo para sa farm-to-market road projects.

00:20Unang inaprubahan ng mga pondo para sa sektor ng edukasyon, kalusugan at agrikultura

00:26sa pagbubukas ng Bicameral Conference Committee noong Sabado.

00:30Ang aprobadong pondo ng Department of Education, P961B.

00:35Tumaas ng halos P87B mula sa National Expenditure Program.

00:40Mapupunta ito sa pagpapagawa ng classrooms, feeding programs at pambilinang gamit ng mga estudyante.

00:47Inuna rin ang pag-aproba sa pondo ng Department of Health.

00:51Pero di kasing bilis ng DepEd, bagyang nagkaroon pa ng diskusyon ang Senado at Kamara.

00:57Hiniling kasi ng Kamara, maibalik ang natapyas na halos kalahating pondo

01:02para sa medical assistance to indigent and financially incapacitated patients so maifip.

01:08Ito ang item sa budget ng DOH na pinagkukuhana ng pondo para sa guarantee letters na ibinibigay ng mga politiko.

01:16Pero ang iginigiit kasi ng ilang senador, baka nagagamit lang sa pumulitika ang maifip.

01:22Pero nagkasundo pa rin ang dalawang kapulungan ng linawi ni Sen. Erwin Tulfo

01:28at Sen. Loren Legardang walang aktual na pera na mahahawakan ang politiko.

01:34Wala rin kulay sa pagbibigay ng tulog.

01:36Hindi naman cash po ang maif eh.

01:39Bakaakala po ng mga kababayan natin watching us, maif is not cash po.

01:43So, it is a guarantee letter.

01:48It's the DOH that pays or that put the bill of the individual person.

01:53So, walang binibigay na cash ang politiko.

01:56Hindi po ipili dapat ang politiko.

01:58Pag isakit yung leader ng kalaban niya, walang GL.

02:25Kahit ang budget ng Department of Agriculture naaprubahan noong Sabado,

02:30pero nagkaroon ng halos dalawang oras na diskusyon

02:33ang Senado at Kamara.

02:35Ang issue naman,

02:36ang pagtapyas ng Senado sa pondo para sa farm-to-market road projects

02:40na higit kalahati.

02:42Sabi ng Kamara,

02:43i-adopt na lang ang versyon nila ng budget para sa FMR.

02:47It is the ultimate wisdom and policy of the House of Representatives

02:52that of the 255.5 billion flood control that were stricken off,

02:59we put the 16 billion to our farm-to-market

03:02because the President said education, health, and agriculture.

03:08So there is therefore the source of the fund.

03:11Sinusubukang kumontra ng mga Senador

03:13dahil bago pa lang naman raw,

03:15nahahawak ang DA ng programa.

03:18Kaya lang, sa huli,

03:19napagbigyan pa rin ang hiling ng Kamara

03:21at nadagdagan ulit ang pondo para sa FMR

03:24at naging 33 billion pesos.

03:27Sina-Senator Pia Cayatano,

03:29Sen. Loren Legarda,

03:30at Sen. Erwin Tulfo,

03:32may reservations daw sa aprobadong halaga.

03:35I'm a senator of the whole country.

03:37I want to see countryside development.

03:39Rest assured, that is what's in my heart.

03:41But I cannot stand to see corruption continue to happen.

03:44So my job is to continue to read,

03:46to study the records,

03:48the recommendations,

03:51and to really understand it.

03:52Because when I read DPWH's statement,

03:54to be honest, I don't understand it.

03:56I don't understand what will happen

03:58to give me the assurance

03:59that I can tell the Filipino people

04:02that pumayag kami sa mga nito

04:04dahil may assurance kaming naiintindihan ko.

04:06So kailangan ko intindihan, Mr. Chairman.

04:08I strongly feel that

04:09farm-to-market roads are needed

04:11but must not be distributed

04:14according to congressional districts

04:17but must be distributed

04:19or implemented

04:20according to the need of the area

04:24based on population,

04:27based on the land area,

04:30and others.

04:30not through

04:31politically

04:35divided

04:37districts.

04:40That's 33 billion.

04:42Napakalaki pong halaga.

04:43I know, I mean,

04:44our farmers need this.

04:47Ang problema ho dito,

04:48yung mga tao,

04:49yung mga tao,

04:49the people are watching right now,

04:53wala nga yung

04:55dito naman ngayon

04:56sa farm-to-market.
