00:13Peru's Foreign Minister Hugo de Sela stated it is a relocation to expand port capacity.
00:19However, experts warn that the project could involve the construction of a new U.S. military base on Peruvian territory.
00:26At a press conference with foreign correspondents, the minister also referred to his recent visit to the United States where he met with Secretary of State Marco Rubio to discuss issues of political cooperation, investments in strategic sectors and regional tensions related to U.S. operations in the Caribbean.
