Rachel Reeves said she and Sir Keir Starmer had decided “as a team” not to raise income tax as she hit out at “too many leaks” in the run-up to Budget.The Chancellor told MPs the “very close partnership” between herself and the Prime Minister meant the move to extend a freeze on tax thresholds instead had been made jointly.

00:00I am grateful as well to have the opportunity to make a statement and to reiterate in the
00:05strongest terms that leaks are unacceptable. The budget had too much speculation, there
00:11were too many leaks, and much of those leaks and speculation were inaccurate, very damaging,
00:21as well as the IT security issues they make, which you've already mentioned, where the
00:26entire budget was inadvertently published an hour before I stood up to present the budget
00:33to the House. The OBR's report also noted that the spring statement had been accessed
00:41early as well. I want to stay on the record how frustrated I am and have been by these
00:49incidents and the volume of speculation and leaks, and that is why I'm doing something
00:54about it, because we cannot allow this to happen again. A leak inquiry is underway, with
01:00my full support being led by the Permanent Secretary at the Treasury, and we are also conducting
01:07a review of the Treasury's security processes to inform future fiscal events. We also clearly
01:13need to look explicitly at physical IT security. The Treasury have asked the National Centre
01:18for Cyber Security to undertake a forensic examination of recent economic and financial outlooks.
01:25The outcome of that review, of course, will be public, and we'll write to you with the outcomes
01:29of that review.
