00:00well I recognize that freezing thresholds does mean that we're asking ordinary people to
00:12contribute a bit more that's happening from 2028 those are the changes we made yesterday but I've
00:20kept the contribution to a minimum by changes elsewhere so asking online gambling companies
00:26to pay more people in properties worth more than two million pounds to pay a bit more if you get
00:32your income from dividends or renting out property that you'll pay a bit more and because of that and
00:39also because of the further efficiencies we announced yesterday in government spending I've
00:44managed to keep that to a minimum but I do recognize that freezing the thresholds as has happened for the
00:51last few years does have an impact on working people I'm not seeking to deny that but I believe
00:57I made the fair and the necessary choices yesterday
