00:00Alright everyone, it's that time of the year again, we're talking about Rule 5.
00:05There is truly, nothing else in baseball quite like the Rule 5 draft, it's traditionally
00:10the final event of the annual winter meetings, every single year, the Rule 5 draft rings
00:14the closing bell on the winter meetings, by giving a handful of players a major league
00:18opportunity, they might not have gotten so quickly otherwise.
00:22This year's event is happening in Orlando, Florida at 2pm ET on Wednesday you can stream
00:26it live on MLB.com, it's once again a chance for teams to strengthen their rosters and
00:31pick up some low-risk talent that could help them in the upcoming season.
00:35Now how is this different from the amateur draft, which is Rule 4, well, the first round order
00:40for the amateur draft is now partly decided by a lottery, the Rule 5 draft order however,
00:46is still strictly based on the reverse order of last season's standings, so, let's look
00:51at last season.
00:52The Colorado Rockies had the worst record in baseball for 2025 at 43-119, so they get
00:59the first pick, they're followed by the Chicago White Sox, 60-102, the Washington Nationals,
01:0666-96, the Minnesota Twins, 70-92, and the Pittsburgh Pirates, 71-91, for teams that finished
01:15with identical records in 2025, their draft spots are decided by their win-loss records
01:21from the previous season, 2024.
01:24Before I list the full order, let me explain the player qualifications and the rules for
01:29the Major League phase.
01:30A player is eligible, if he signed his first pro contract at age 18 or younger in 2021,
01:36OR at age 19 or older in 2022, and is not on a Major League 40-man roster.
01:41If a club selects a player in this phase, they must pay his former team $100,000.
01:47Here's the big catch, they must keep that player on their active Major League roster, for the
01:52entire following season, they cannot just send him to the minors.
01:55If they want to remove him from the roster, they must first put him on waivers, if he clears
01:59waivers, they must then offer him back to his original team, for $50,000, which is half
02:05of the draft price.
02:06Also, a team must have an open spot on its 40-man roster.
02:11To make a pick, I'll include each team's current number of players on their 40-man roster,
02:16in parentheses, next to their name.
02:19So, here is the complete Rule 5 draft order for this year.

03:3997-65. Now there's also a minor league phase of the Rule 5 draft. Any player not protected on a major
03:46league or a AAA roster is eligible. The cost to select a player here is $24,000, and players chosen
03:53in this phase are not subject to any roster restrictions with their new teams. Let's talk
03:58about some recent success stories. Last year, 15 players were taken in the major league phase.
04:04Out of those, three stayed with their new organizations for the entire 2025 season.
04:09Shane Smith, White Sox, Liam Hicks, Marlins, and Angel Bastardo, Blue Jays. Looking back a bit further,
04:17since 2012, seven Rule 5 picks have gone on to accumulate 5.0 or more career wins above replacement.
04:24B.W.A.R. Mark Cana, 14.6, Odubel Herrera, 13.3, Brad Keller, 10.3, Anthony Santander, 10.3, Ryan Presley,
04:359.5, Garrett Whitlock, 8.2, and Delino DeShields, 5.1. Who are the all-time best picks? The slam dunk
04:43answer is Hall of Famer Roberto Clemente. However, because the draft rules have changed so much over
04:49time, it's hard to compare picks from different eras, fairly. If we set a more modern cutoff at
04:541990, and look at the top Rule 5 selections ranked by their career W.A.R. we get this list.
05:00Johan Santana, LHP, 51.7, W.A.R. Shane Victorino, of, 31.4, W.A.R. Josh Hamilton, of, 28.1, W.A.R.
05:09Joachim Soria, RHP, 18.6, W.A.R. Dan Ugla, 2B, 18.4, W.A.R. This list only includes players who stuck
05:18with the team that drafted them in Rule 5. If we included all players ever selected even if they
05:23were later returned, we'd add other notable names like Jose Bautista, R.A. Dickey, and Ender Inciarte.
05:29On the list above, Joachim Soria is the most recent player to finish his career, wrapping up his 14-year
05:35run with the Diamondbacks and Blue Jays in 2021. Among active players who stuck, Mark Khanna is
05:41currently closest, with his 14.6 B.W.A.R. Finally, who might get picked this year? There
05:47are always some top 30 prospects left unprotected, and this year is no different, but teams have to
05:53be careful. They need a player who is not only talented, but also close to being ready for the
05:57big leagues because they have to keep him on the MLB roster, all year. Some of the names generating
06:02early buzz are, Yohendrik Penango, OF, Blue Jays' No. 7 prospect, Blake Burkhalter, RHP, Braves' No. 11
06:10prospect, Jordani Monegro, RHP, Red Sox' No. 26 prospect, Zach McCambly, RHP, Marlins' unranked,
06:20Samy Natera Jr., RHP, Angels' No. 20 prospect, and Jared Southard, RHP, Angels' unranked, Harrison Cohen,
06:28RHP, Yankees' No. 30 prospect. And that's your comprehensive look at the upcoming Rule 5 draft.
