00:00In an address to Parliament on Monday, Congolese President Felix Chisakedi accused Rwanda of
00:05breaking a ceasefire deal just one day after it was signed. Dozens of armed groups are vying for
00:12control of the mineral-rich Eastern DRC. Kigali backs the prominent M23 rebels. Chisakedi and
00:20his Rwandan counterpart Paul Kagame signed a U.S.-brokered deal in June and last week were
00:26in Washington to finalize the agreement. The very next day after the signing units of
00:33the Rwandan Defense Forces conducted and supported heavy weapons attacks launched from the Rwandan
00:39town of Bugarama, causing heavy human and material damage, particularly in the localities of Kaziba,
00:47Katagota and Lubaraka in South Kivu, thereby breaking the ceasefire.
00:54M23 rebels and Congolese forces have repeatedly accused each other of violating the terms
01:02of the ceasefire agreed earlier this year. The rebels are supported by about 4,000 Rwandan
01:08troops, according to U.N. experts.
