Rwanda, DR Congo sign peace deal in US after rebel sweep

Rwanda and the Democratic Republic of Congo sign a peace agreement in Washington to end fighting that has killed thousands, with the two countries pledging to pull back support for guerrillas -- and President Donald Trump boasting of securing mineral wealth.

00:00The agreement being signed includes provisions on the respect for territorial
00:07integrity and the prohibition of hostilities and the full text of the
00:14concept of operations of the harmonized plan for the neutralization of the FDLR
00:21and disengagement of forces slash lifting of defensive measures by Rwanda
00:28which was agreed to under the auspices of the Rwanda process on October 31st, 2024
00:36and adopted by the foreign ministers on November 25, 2024.
00:42With the party's signatures today, the agreement immediately enters into force.

01:20We do not want a peace shaped by elites.
01:26We want a peace that is real, lived, shared and built with us.
01:31To our fellow citizens in the East, this agreement was signed with you in mind.
01:35It provides for the disengagement of armed forces, the protection of civilians,
01:39the return of displaced persons and of refugees under government authority
01:43and establishes a follow-up mechanism to ensure compliance.
01:47These are not just words on paper.
01:49They must now be translated into action with justice, accountability and political will.
01:54This peace agreement is the starting point, not the end goal.
01:58By signing this agreement, we reaffirm a simple truth.
02:01Peace is a choice but also responsibility.
02:03To respect international law, to uphold human rights and to protect the sovereignty of states.
02:11Those who have suffered the most are watching.
02:14They are expecting this agreement to be respected and we cannot fail them.
02:18And just thinking, you know, we think sometimes about peace.
02:21It's not just about ending wars.
02:23It's about, and it's not just about saving lives.
02:25It's about allowing people to live.
02:27It's about allowing people to now have dreams and hopes for a better life, for prosperity,
02:31for economic opportunity, for a family reunification,
02:35for all the things that make life worth living.
02:37Those things become impossible when there's war and when there's conflict.
02:39So we're grateful to have played the role we've played.
02:42We acknowledge and recognize there's still more work to be done.
02:46But we thank you all very much for being a part of this historic and important day.
02:50This is really why I wanted this job or why I embraced this job so much is moments like this.
