00:00Indigo's daily flights, which had fallen drastically to 7.06 on 5th December,
00:06have recovered to over 1,800 flights yesterday and are expected to rise further today.
00:12All other airlines continue to operate smoothly across the country
00:16and the airports are reporting normal conditions without crowding or distress.
00:21Refunds, baggage tracing and passenger support measures remain under continuous supervision by the Ministry.
00:28At the same time, accountability will be ensured.
00:32DGCA has issued show cause notices to Indigo's senior leadership
00:36and commenced a detailed enforcement investigation.
00:40Depending on the outcome, strict and appropriate action,
00:45as empowered under the Aircraft Rules and Act, will be taken.
00:49No airline, however large, will be permitted to cause such hardship to passengers
00:55through planning failures, non-compliance or non-adherence to statutory provisions.
01:02Honorable Speaker, Sir, safety in civil aviation is completely non-negotiable.
01:08India is a founding member of the International Civil Aviation Organization
01:13and remains firmly committed to the highest global standards of safety.
01:18Revised flight duty time limitations scientifically designed to prevent pilot fatigue are being implemented.
01:26These reforms are essentially for passenger safety.
01:30DGCA adopted a phased-wise implementation plan in consultation with all the stakeholders.
01:37Phase 1 from 1st July 2025,
01:40Phase 2 from 1st November 2025.
01:44Indigo had clearly assured full compliance with these norms
01:47and also confirmed its preparedness to undertake its winter schedule.
01:52Despite these assurances, prima facie, it was observed
01:56that internal rostering disruptions led to large-scale cancellations,
02:01causing inconvenience to thousands of passengers.
02:03The Ministry advised the regulator to act immediately.
02:08Inquiry orders and show cause notice to CEO and COO of Indigo were issued.
02:14Also, Indigo has been directed to restructure its operations,
02:20add reserve crew capacity, improve passenger handling
02:23and restore normal schedules without any delay.
02:27Enhanced oversight on the ground continues.
02:33Passengers' interests have been at the centre of every decision taken by the government.
02:40We intervened to cap fares so that no passenger would be exploited
02:45due to the sudden demand spikes and opportunistic pricing.
02:50Indigo was ordered to issue refunds promptly
02:53and as informed by them,
02:55more than 750 crore has already reached the passengers.
02:58For the passengers who wanted the rebookings to be done,
03:02the same were done without any additional charges.
03:05We are monitoring each and every case of baggage handling over
03:09and ensuring that communication with passengers is both timely and dignified.
03:15As informed by Indigo, process of refunds, baggage handling are over in its final stages.
03:21Our 24-7 control room continues to assist passengers directly whenever needed.

03:29Going forward, the government is determined
03:32to build a more robust and competitive aviation ecosystem.
03:37Through our policies, we are encouraging more new airlines to start and operate in India,
03:42ensuring fair access to airport capacity
03:45and eliminating any possibility of duopoly,
03:49controlling connectivity and pricing in our skies.
03:52More airlines mean more choice,
03:54more affordability and more resilience for the passengers.
03:57In the last one decade,
03:59Indian aviation has evolved to become more inclusive.
04:03India has emerged as the world's fastest growing aviation market
04:06with year-on-year passenger growth of around 12%.
04:10India is already third biggest domestic aviation market
04:15with a huge potential for future growth.
04:18And the policies of the government will ensure that this growth trajectory is kept intact.
04:25To summarise, operations are stabilising fast.
04:30Safety remains fully in force.
04:33Indigo is being held accountable.
04:36Passengers' convenience and dignity are being protected.
04:39And long-term measures are underway
04:41to make India's aviation sector stronger and more passenger-centric.
04:46The government will remain fully vigilant
04:49until normalcy is achieved
04:51and will continue to ensure
04:53that every passenger in India travels safely,
04:57comfortably and with the respect they deserve.
