Luxembourg Defence Minister Yuriko Backes has warned that any EU discussions on a Ukraine “reparations loan” must guarantee legal security and financial stability. Speaking on Europe’s support to Kyiv, Backes emphasized that Ukraine must be part of all decisions affecting its future, while calling for stronger European defence readiness and increased cooperation among member states. Luxembourg is contributing its highest military support since the start of the war and urges other allies to follow suit to prevent Ukraine from running out of funds.

00:00so good good morning today we will be discussing europe's continued military support to ukraine as
00:13well as the ongoing negotiations as well as european defense readiness as far as ukraine
00:19is concerned of course we would all like this unacceptable and a bloody war against ukraine
00:26to be ended as soon as possible for us it is important that the security guarantees are
00:34serious for ukraine nothing about ukraine without ukraine we see that ukraine is willing to negotiate
00:43as is showing this every day we would also like for russia to stop its maximalist demands which
00:52amount to ukraine's capitulation which is obviously not acceptable luxembourg has supported ukraine since
00:59day one will continue to do so this year our military support to ukraine has been the highest
01:05since the beginning of the war concerning european defense readiness we know that europe needs to step
01:11it up and we are we have been with edip and safe in place these are very important initiatives that will
01:19strengthen european defense industry it is important to increase our joint procurement and cooperation
01:29luxembourg has said from the beginning that support to medium and small enterprises is important and we
01:35also very much welcome that ukrainian defense industry is involved in these initiatives the flagship
01:43projects are very important so that we focus collectively on our most urgent needs for luxembourg the defense
01:52space shield is very important this is where we have expertise and this is also where luxembourg has
01:59added value finally i not only as defense minister but also as minister responsible for mobility very much
02:08welcome welcome the military mobility package this is also very important it's it's like a schengen for
02:15military mobility and i look forward to discussing this in the various for both for mobility and defense
02:21finally just to say that for luxembourg and nato remains the bedrock of our collective defense of our collective
02:29deterrence and strengthened european pillar within nato is in the interest of the entire alliance thank you very much
02:38ukraine is running out of money how can you make sure that this doesn't happen we need to step up our
02:44support we have been uh as i said luxembourg this year has its highest contribution of military support
02:51since the beginning of the war and colleagues from other alliance partners and european member states need
02:59to do the same how do you want to break the deadlock on the negotiations regarding the reparations law
03:04i think these discussions are ongoing um it's uh will be on the agenda also of the european
03:13council luxembourg will be very constructive i think what is important for us is that we have
03:18legal security and also are sure that financial stability is maintained thank you do you trust
03:26do you trust the americans that they will reach a good solution well i think it's in the interest of
03:33long-term security and sustainable peace that we are all in the same boat on this that we don't work in
03:41different directions and that we work together without uh sustainable peace there will be no peace and
03:48uh this would also be in the interest of uh our american allies thank you
