00:14It is our pleasure to welcome Dr. Samudra Gupta Kashyap.
00:20Over four decades, he's been a Northeast correspondent from Assam
00:26informing the whole world about Assam.
00:31Presently, he is the Chancellor of Nagaland University
00:37and before that, he was the State Information Commissioner for Assam.
00:45It has been my own pleasure to interact with him when I was in Guwahati
00:53in the mid-90s.
01:00We today are going to look at the events in Bangladesh
01:05and what kind of an effect they are having on Assam,
01:09on the Northeast in general.
01:12And Assam where a lot has transpired.
01:19In 2005, when left-in-general S.K. Sina was the Governor of Assam,
01:35he had written a paper informing, addressed to the President of India,
01:41informing him about the demographic shift which had begun,
01:47you know, taking place in Assam because of the illegal entry of Bangladesh.
01:54Bangladesh is, you know, that affected about, I think, five districts in 2005.
02:04By 2009, I published a book, Assam, Terrorism and the Demographic Challenge.
02:15This was in 2009, by which time, I think, about 11 to 12 districts had got affected.
02:21And thereafter, I think, today, as things happened, about almost 15 districts are affected.
02:30So, this was, what has come into the news very recently is that, again, about two or three occasions,
02:43the Bangladeshis have been apprehended, trying to enter the last, I think, a few days ago.
02:52It was 16. But the amount that came over all these years in the past,
03:04that was because of a group called United Liberation Front of Assam, ALFA,
03:11who escaped to Bangladesh and from there they, along with Pakistan's ISI,
03:18which was, which had a very strong presence in Bangladesh during the tenure of Bangladesh National Party,
03:25Bangladesh Nationalist Party under Bigam Khalidazia.
03:30It is then that they, the ISI in, what, Dhaka, in Bangladesh, made an entry into the Northeast,
03:41and they got in touch with a number of these groups, ALFA, NSCN, National Socialist Council of Nagaland,
03:50the Maitai groups, People's Liberation Army, United National Liberation Front.
03:56And you can say that it is thanks to the Pakistan ISI that these groups got converted from being classic insurgents to pure terrorists.
04:11And you can say that it is not the same.
04:18It is not the same.
04:20The classic insurgents have been a cause.
04:23It is a cause.
04:24It is a cause.
04:25It is a cause.
04:26It is a cause.

04:28It is a cause.
04:29So, this is a cause, it is a cause.

06:31which was done by Mr. Trivuvan Prasad Tiwari,
06:39who was the former chief secretary of the U.P. in that time.
06:44So what happened in 1983?
06:47In 1978-1979,
06:51in that time,
06:56in that time,
07:01to intensive revision, summary revision,
07:04for the press by-election.
07:07In that time,
07:08there was a lot of new names
07:10in the voters' list.
07:13On verification,
07:14it was found that
07:15the majority of them
07:17were not indigenous people.
07:19They did not belong there.
07:21Their parents were not enlisted
07:23on the voters' list.
07:25They became first-time voters.
07:26But at quite early age,
07:28at quite a later age,
07:30normally a person becomes a voter
07:31at the age of 21 at that time.
07:33Now it's 18.
07:34But here,
07:35people of 40, 50 years of age,
07:36people of 35 years of age,
07:38who had not enrolled earlier
07:40had suddenly enrolled.
07:42A police inquiry,
07:42most of them
07:44do not belong to Assam.
07:46They had entered Assam
07:47from the neighboring country.
07:50And about 40,000 names
07:53in the looks of a constituency
07:54was found to be
07:55of people
07:56who did not belong to Assam,
07:59did not belong to India.
08:00They were all who stood here.
08:01They were all infiltrators.
08:03This triggered off an hesitation
08:04in Assam.
08:05They were all Assam Students' Union,
08:06which is always a vigilant organization
08:08in Assam,
08:08social-vigilant organization.
08:10So they took up the issue.
08:11It turned into an agitation
08:13in 1979.
08:15And from 1979 onwards,
08:17Assam remained disturbed
08:18for quite a long time.
08:22And during that time,
08:24in 1980,
08:24when Lok Sabha election
08:25was held in that country,
08:27it could not be held in Assam
08:28because of the faulty
08:29electoral rolls
08:32and because of the protests
08:33by the
08:33All Assam Students' Union
08:35and by all other
08:36various other organizations
08:37of Assam.
08:38So,
08:40after that,
08:41the term of the Assam Assembly,
08:43which was formed in 1978,
08:45also came to an end
08:46because it was suspended
08:50and then dismissed
08:51and the House was dissolved.
08:53But in 1981,
08:55in 1982,
08:56the election could not be held
08:57and the President's Rule
08:59was imposed
09:00for two, three terms.
09:01Finally,
09:01there was no provision
09:02in the Constitution
09:02to extend the President's Rule
09:04and the Government of India
09:05decided
09:06you should have election
09:07for Assam Assembly.
09:09Everybody opposed it
09:10and
09:11except for the Congress
09:13and the CPI
09:15at the time,
09:16all or even political parties
09:17opposed it.
09:18And
09:18in several constituencies,
09:21there was no
09:22nomination paper file.
09:25The election was held
09:26but
09:26it was announced
09:27and
09:28there was an organization
09:31called
09:31Sadov Assam
09:32Karmachari Parishan,
09:33the State Karmachari Parishan.
09:34They refused to take part in it,
09:36cooperate in it.
09:37The teachers refused
09:38to cooperate in it.
09:39The people refused
09:40to cooperate in it
09:41and
09:42all Assam Students' Union,
09:43they made an appeal
09:44to the people
09:45that you are not going
09:46to cast votes.
09:46So,
09:46people refrained from voting.
09:48They refrained from even
09:48conducting the election.
09:50Such was a situation
09:51that
09:52polling officers
09:53had to be brought
09:54into Assam
09:55from Bihar,
09:56Bengal and so on.
09:58And
09:58almost all the
09:59probationers in
10:00Lal Bahadur Academy,
10:02the civil service
10:03probationers
10:04were airlifted
10:04to go
10:05to Assam
10:05and they were
10:06distributed to
10:07different constituencies
10:08to run the election.
10:09And the electioners
10:10held
10:11but in majority
10:12of the cases
10:12people didn't go.
10:14Wherever the people
10:14wanted to go,
10:15there was resistance
10:16by the Students' Union,
10:17peaceful resistance.
10:18And
10:18during the seven days,
10:20four days of election,
10:21two days each,
10:22one day
10:22in a gap of
10:24four or five days,
10:24the police,
10:27the CRPF
10:28and the Central Forces
10:29deployed there,
10:30they were ordered
10:30that anybody
10:31trying to resist
10:32the election
10:32would be
10:34shorted.
10:35And about 300
10:35young people,
10:36300 to 400
10:37young people
10:37were shorted,
10:38peaceful volunteers
10:39of the
10:40All-Assam Students' Union.
10:41It was in a period
10:41of one week or so,
10:431983.
10:44In some constituencies,
10:45there was no election
10:45was held.
10:46Nobody came out to vote.
10:47In some constituencies,
10:48120 people voted
10:50and there were two
10:51candidates,
10:52one got 100 votes,
10:53another got seven votes
10:54and the election
10:55was held like that.
10:56So,
10:56that was one scenario.
10:59Now,
11:00this is only one scenario
11:01of what had happened
11:02in 1983
11:04because of the
11:05infiltration.
11:06I am talking about
11:07today's
11:08Tiwari Commission report.
11:11This commission report
11:12which was
11:13completed in
11:141986
11:16gives a detailed
11:19genesis of the
11:21problems created
11:22by the infiltrators
11:24to Assam
11:25over several decades.
11:27Now,
11:27when we say
11:28several decades,
11:30the whole story
11:31began in 1905.
11:32The background
11:33is very important.
11:34In 1905,
11:35the British
11:36under Lord
11:37Curzon
11:37had split
11:39Bengal into
11:39two parts
11:40with an object
11:41to weaken
11:42the national
11:43movement,
11:44Bengal.
11:45So,
11:45Bengal was divided
11:46into Bengal
11:46and Eastern Bengal,
11:48Western Bengal
11:48and Eastern Bengal
11:49and Assam
11:50was clubbed
11:50with Eastern Bengal
11:52and it was called
11:52the province
11:53of Eastern Bengal
11:54and Assam.
11:55As that happened,
11:56Assam became a part
11:57of East Bengal
11:58from 1905
12:00and in 1906
12:02in Dhaka
12:03was born
12:03an organization
12:04called the
12:04Muslim League.
12:06because it was
12:08one province
12:09suddenly
12:10large number
12:11of people
12:11started migrating
12:12to the
12:12Brahmaputra Valley
12:13and the
12:13Barak Valley
12:14of Assam
12:14from Eastern Bengal.
12:16So much so
12:17that within a
12:18period of 20 years
12:19within a period
12:20of 20 years
12:21I tell you
12:22in 1905
12:24this
12:25Assam
12:26was clubbed
12:26in Bengal
12:271910 or 11
12:29the order
12:30was revoked
12:31Assam
12:31became a
12:32separate
12:32province
12:33again.
12:34But between
12:341905
12:35and 1921
12:38the population
12:40shift was such
12:41that in a district
12:42like Gualapara
12:42which shares
12:43border with
12:44then Pakistan
12:45and now Bangladesh
12:45there was a 20%
12:48increase in the
12:49population of the
12:50migrants
12:50in 1921 itself.
12:52Today we are in
12:532025.
12:54In Nagao
12:55in central Assam
12:56the population
12:57suddenly increased
12:58by 14%
12:59and this 14%
13:00was entirely
13:01the addition
13:01was entirely
13:02Muslim immigrants
13:03from East
13:04Bengal of that
13:05time.
13:06I am talking
13:06about 1921
13:07today is 2025
13:09more than
13:10100 years ago.
13:12In 1931
13:13in the census
13:14report of Assam
13:15C.S.
13:17Mullen
13:17is a British man
13:18it is British
13:19government at that
13:19time.
13:20He initially
13:21the superintendent
13:21of census
13:22or director
13:23of census
13:23at that time
13:24he wrote
13:25that wherever
13:26there was
13:26wasteland
13:27in Assam
13:27there flocked
13:29the Maiman
13:29Singhiyas
13:29that is the
13:30Bangladesh
13:30people of
13:31Maiman
13:31Singh
13:31and in
13:3320 years
13:34that is the
13:34census report
13:35of the British
13:36period says
13:36of 1931
13:37that over
13:39half a million
13:39people had
13:40transplanted
13:41themselves
13:42from eastern
13:42Bengal to
13:43Assam
13:43in 20 years
13:45half a million
13:46people in 20
13:47years
13:47arrived in Assam.
13:49Now what
13:49are the
13:49immediate impact
13:50was that
13:50they occupied
13:51wasteland
13:52so called
13:52wasteland
13:53wasteland
13:53is basically
13:54wetlands
13:54and land
13:55belonging to
13:56the riversides
13:57grazings
13:58Assam has
13:59the system
13:59of PGR
14:01and VGR
14:01public
14:02grazings
14:03for the
14:03villagers
14:04and the
14:04village grazing
14:05for the
14:05near the
14:06villagers
14:06for the
14:06people to
14:07graze
14:07their cattle
14:08forest land
14:10which belong
14:11to the
14:12tribal people
14:12community
14:13land
14:13and all
14:15other
14:15and this
14:16occupation
14:17of land
14:17was according
14:18to the
14:19Assam
14:20historian
14:20Bar Pujari
14:21who was the
14:21president of
14:22the Indian
14:22History Congress
14:23later
14:23in 1980
14:24he analysing
14:25the scenario
14:25of that
14:26period
14:26said that
14:27this was
14:27an organised
14:28kind of
14:29a
14:29movement of
14:32people
14:33in 1989
14:36you referred
14:39to General
14:39Sinha's
14:39report
14:40he also
14:40said
14:41this
14:41is an
14:42organised
14:43kind of
14:43thing
14:43and in
14:442006
14:45when the
14:47Supreme Court
14:48of India
14:48had struck
14:50down the
14:51notorious
14:52illegal migrants
14:53determination
14:53by tribunals
14:54act of
14:551983
14:55the Supreme
14:57Court of
14:57India
14:57said
14:57that this
14:58is a
14:58silent
14:59demographic
14:59invasion
15:00of India
15:01and this
15:02is a
15:02threat to
15:02India's
15:03security
15:04and India's
15:04integrity
15:05as a
15:07whole
15:07so this
15:08is a
15:08huge
15:08threat
15:08which the
15:09Supreme
15:09Court of
15:09India
15:10had
15:10identified
15:11and this
15:11is what
15:12Supreme
15:12Court says
15:13is the
15:14final
15:14Supreme
15:15Court's
15:16orders
15:16become
15:17law
15:17so that
15:18is what
15:18the Supreme
15:18Court
15:19has said
15:19now this
15:20is the
15:21background
15:21today
15:22we will
15:24come

21:02where
21:02a lot
21:03of
21:03thefts
21:03and
21:03burglaries
21:04take
21:04place
21:05and
21:05the
21:06other
21:06kind
21:07of
21:07crime
21:07that
21:07is
21:07happening
21:08is
21:08that
21:08land
21:09grabbing
21:09there's
21:10a
21:10very
21:10fantastic
21:11design

21:15at night

21:18with guns
