Transport Secretary Heidi Alexander said the government wants a welfare system that provides security for those who cannot work, but supports those who can into employment, as it plans to reform the system and reduce the welfare bill.

00:00We understand that we need a welfare system that provides security to people who can't genuinely
00:08work, but where people can work, they should be working. The Minister Stephen Timms is working
00:16with the disabled community at the moment to do a review of personal independence payments.
00:22The new Work and Pension Secretary, Pat McFadden, is looking at how we can make sure that young
00:28people get into work, education and training because we've an unacceptable situation at the
00:35moment where one in eight young people are not in work, education or training. That's not good for
00:41them. It's not good for the public finances and we're losing the talents of a generation and so
00:46that's why we need to rectify that.
