00:00If taxpayers must contribute, so must those who are able to work also play their part.
00:10I'm therefore announcing that a reformed government will introduce a welfare-to-work scheme
00:16that will require long-term benefits claimants who are fit to work
00:21to provide 20 hours a week of work for their community, organised by their local council.
00:28They'll work to clean up high streets and parks, to beautify neglected places,
00:33to carry out minor repairs, to staff libraries and community centres,
00:37to perform many other tasks from the list that we've published today.
00:42We'll also embrace local charities and community groups and ask them to help us and take part.
00:47If claimants refuse to participate or fail to show up, they'll face penalties.
00:53Let me speak very plainly.
00:54If people who are capable of work refuse, then they'll get nothing.
