00:00Real suspects. Real danger. I'm Tom Morris, Jr. And this is Fugitives Caught on Tapes.
00:20This guy has no regard for anybody else in the road.
00:23First up, we're in Jefferson County, Ohio.
00:51Where multiple law enforcement agencies are in pursuit of an Amber Alert suspect who's
00:57allegedly abducted his young daughter.
01:03Earlier, the 7-year-old girl's maternal grandmother told police that 43-year-old Charles Alexander
01:10took his daughter, who he does not have custody of, from her house without consent and fled
01:16in a pickup truck. An Amber Alert was issued. The girl's mother, who divorced Alexander
01:22two years prior, took to social media and the Jefferson County Sheriff's Department began
01:28pinging the suspect's cell phone. Police then got a call out of Medina County, about 80 miles
01:34miles away, reporting that the father and daughter were spotted in a moving truck.
01:40Now, Brunswick Police Officer Robert Dugan has tracked them down and, along with fellow officers
01:46servants and Ohio state troopers, begin pursuit.
01:58Officers attempt to pull the truck over, but Alexander doesn't comply.
02:07Officer Kyle Flagg sets up stop sticks near a highway entrance.
02:13I got sticks on. You're coming up to us.
02:19Good stick hit. Good stick hit. Good stick hit. Watch your stuff. Watch your stuff.
02:23Despite hitting the stop sticks, the truck continues onto the highway.
02:28But before long, the effects of the sticks seem to be kicking in.
02:32All right, he's on a rim. Left rear tire's on a rim. We've got sparks. We're at 26 miles an hour.
02:39Eventually, the suspect exits the highway.
02:43He's getting back on 18.
02:45And makes a call to 911.
02:49911.
02:51This is Charles Alexander. I'm with ***. I'm going to stop this car. I need the police to not come up. Do you know who I am?
02:58Yes, sir. Where are you at right now?
03:00I'm getting off the exit. 18. I need them to not approach this car.
03:04And she's still there. You're keeping her safe, right?
03:07Until now.
03:08Stay on the line. We don't need to do anything yet. We don't need to make any decisions yet.
03:12But let's not do anything that we can't undo, okay?

03:19Eventually, the fugitive comes to a stop.

03:23And pursuing officers take up positions.

03:36Coming to you. I got a rifle.

03:39As the tension rises, a police drone camera captures these images of the suspect as he makes another call to 911.
03:49911 was the address of the emergency.
03:52This is Charles Alexander. I have my daughter. You tell them do not approach this vehicle.
03:57Listen, I'm not messing around.
03:59Do you have any weapons on you, Charles?
04:01Yes, I do.
04:02Is it a gun, Charles?
04:03Stop. Tell them to back off.
04:05But do you have a gun on you, Charles? I need to know that for the officers.

04:11With the suspect and his young daughter still in the truck, officers are facing a very difficult situation.
04:19Everybody make sure we're disciplined on where each other's at.
04:22And then...
04:25Shots fired. Shots fired.

04:30From inside the truck. One shot was fired.

04:36He's moving around. He's moving around. I still see movement.

04:44We can still see him move inside the vehicle.
04:46The officers attempt to find a better vantage point.
04:49Get to that other side and see if you can get a shot.
04:51Somebody's got a flank around.
04:53We're going to try to move up to the garbage containers.
04:56See if we can get to him from there.

05:00Go around the corner.
05:01705, can you guys see anything from your corner?
05:03No, really. We just saw a little bit of movement.
05:06Okay. The chopper's about four minutes out.
05:08Soon, an Ohio Highway Patrol helicopter arrives on scene.
05:12Okay. Chopper can see through the windshield right now.
05:17Looks like the subject's more in the center of the truck and on the passenger side than the driver's side.
05:23Chopper, can you see the child? Is the child still moving?
05:26Okay. It looks like the child's still on the left.
05:28It's on the right knee of the suspect.
05:31They're right in the middle of the truck.
05:33She's wearing a gray hoodie, and he's kind of comforting her, squeezing her.
05:36She is sitting to his right, and he's kind of pulling her toward him.
05:40Okay. The gun is in his left hand.
05:43The gun is in his left hand, and that's the hand that he's using to scroll on his phone.
05:49Officers try to get the fugitive to come out of the truck and end the standoff.
05:53Charles, we just want to help you. Just talk to us.
05:58Just put the gun down and let us help you.
06:01Throw the gun out of the window, come out of the truck, put your hands up.

06:17And the suspect still doesn't comply.
06:19A sharpshooter from the Highway Patrol's Special Response Team fires one shot.
06:26That's the shot.
06:27And hits him.
06:29Officers quickly move in to extract the young girl.
06:32Action shoot. Move. Action shoot.

07:11But soon realize the driver is unresponsive.
07:15Alexander was later pronounced dead at the scene.
07:20His daughter appeared unharmed, but was taken for medical evaluation and eventually returned to her mother.
07:27No officers were injured during the incident, which ended over 100 miles from where it began.
07:34Next, we're in Bloomington, Minnesota, where police are in pursuit of a suspect they say altered her license plate and then engaged in a gas-off.
07:48Earlier, Bloomington PD dispatch received a call about a woman using black tape to change the plate on her car and then not pay for gas.
08:01Officer Dennis Kuzman was the first to arrive on the scene and spotted the vehicle leaving the gas station.
08:07The officer followed the vehicle into a nearby parking lot and then pulled up to get a closer look at the plate.
08:16Please obstruct. It's Chrysler 300.
08:18And as the suspect pulled out onto the road...
08:21Hey, it's going to sleep.
08:23The officer activated his license.
08:25Uses to comply.
08:27Officer Kuzman doesn't waste any time.
08:29The officer executes a pit maneuver, but it's unsuccessful, and he almost crashes head-on into this railroad crossing pole while the back bumper of the suspect's vehicle is torn clean off.
08:45Self-bound, driver pit.
08:50Then, as the chase continues...

08:56The fugitive makes this wide turn and hits a curb, damaging her vehicle.
09:02Off the road, you see some more.
09:04He's got a flat tire.
09:08The chase continues down local roads until the effects of the car's damaged tire begin to slow it down, and the officer moves in.
09:17The tire's almost off this vehicle.
09:19The pit's unsuccessful, but the driver loses control.
09:26And runs right into this tree.
09:30Kuzman and several additional officers take quick action with guns drawn.

09:41The suspect exits her vehicle.

09:48And officers notice that she's holding on to something.

10:11Eventually, the suspect drops her phone and complies with the officer's orders.

10:27We're giving her commands.

10:31An officer moves in and cuffs the suspect while the others clear the vehicle.
10:36Driver's detained.
10:37We're clearing the car in a moment.
10:40Step her.
10:41The vehicle is cleared and the suspect is ID'd as 19-year-old Nadira Abdullahi.
10:48When she's placed in the back of a cruiser, the reality of her situation seems to sink in.

11:04Because you fly from officers and they try to initiate a traffic stop.

12:10probation after 14 months and the case is now closed.
12:14Abdullahi was not charged with a gas off or altering her license plate.
12:22Next, we're in Idaho Falls, Idaho, where police officer Joshua Giddings is in pursuit of a suspect for fleeing and eluding.
12:31Just after 11 p.m., officer Giddings was on patrol when he spotted the vehicle driving without its lights on.
12:38When he attempted a traffic stop, the suspect slowed down and seemed to be pulling over, but he never came to a complete stop, and then he took off.
12:514-8 vehicle is nonstop, and they're continuing on East Lincoln Road into county.
12:59They're speeding up.
13:01I'll be following for now.
13:02Now, as officer Giddings pursues, the suspect speeds through a 35-mile-an-hour zone, but as the fugitive pulls out of the officer's sight, he crashes on a concrete median.

13:17They just wrecked at the roundabout on North Ammon and East Lincoln.
13:20Can I get county units out here to expedite?
13:23After Giddings calls in for backup, he pulls up the road and sees the suspect fleeing the crash scene.
13:29He's running on foot right now on North Ammon Road, headed south.
13:33But the suspect sees the officer and reverses course, so Giddings flips a U-turn and follows him into a gas station parking lot.
13:41I'll be in the parking lot of Maverick following the mail right now.
13:46But Giddings is too late as the suspect runs through this opening in the fence.
13:53Stop! Stop!
13:55Around the same time, Bonneville County Sergeant Randy Flegel is pulling up in the distance just beyond the fence.
14:03He's around this residence. There he is.
14:06Stop! Stop!
14:14Giddings and Flegel chase the fugitive to the front steps of a residence.
14:19Get on the ground! Get on the ground!
14:21And when he fails to comply with their orders, a taser is deployed.
14:28All right, taser deployed.
14:33The sergeant then rolls the suspect over and gets him in cuffs.
14:39Put your hands behind your back!
14:41As backup arrives on the scene.
14:48All right, we have one male detained.
14:50The suspect, 28-year-old Austin Robert Kelly, was already wanted for probation violation
14:56and has prior convictions for theft, resisting obstructing, and fleeing and looting.
15:02Why are you leaving, what is even going on?
15:07Well, you fled from a traffic stop, and then you fled after you crashed your vehicle.
15:11I turned my lights on, you pulled off to the side of the road, and then you just took off.
15:19Well, you got to go to jail, man. You got an IDOC warrant for one.
15:21Officers walked Kelly to an ambulance that's just arrived on scene.
15:27He was taken to the hospital and treated for minor injuries before being booked into the county jail.
15:34Kelly was charged with DUI, resisting obstructing, and fleeing or attempting to elude.
15:40But he took a deal, pleading guilty to resisting obstructing and fleeing and looting.
15:46The DUI charge was dismissed.
15:49Kelly was sentenced to 150 days in jail with credit for 87 days served and 18 months of unsupervised probation.
15:58He was also ordered to pay fines and court costs.
16:01Next, we're in Columbus, Ohio, where officers are in pursuit of two alleged car thieves who fled from police and are now driving dangerously.
16:15Earlier, Columbus PD received a hit from a flop camera about a stolen car.
16:21And before long, two units spotted the vehicle and attempted to stop it.
16:26But after getting past one cruiser, the driver attempted to speed past a second one.
16:38The impact of the crash caused significant damage, including setting off the airbags on the suspect's passenger side.
16:48But the fugitives managed to recover, even avoiding contact with two additional officers who arrived on scene.
16:56As additional officers joined the pursuit, the suspect continues speeding and driving recklessly on local roads.

17:26Sending through the parking lot, this officer slams his cruiser into the rear of the fugitive's vehicle.
17:34Knocking the back bumper off, but still failing to stop them.
17:38Moments later, the same officer attempts a pit maneuver.
17:41Sending the suspects into this police car
17:49And knocking off their other bumper
17:53Another officer then slams into the suspects
17:58But despite getting hit a fourth time
18:02They somehow managed to escape again
18:06After the suspects enter a construction zone
18:11Conditions become even more difficult for pursuing officers
18:16Eventually the officers safely clear the construction zone
18:24And are able to catch up to the suspects again
18:27And when the now badly damaged vehicle turns off the main road
18:36And onto this quiet street
18:37The officers make their move
18:39The second pit is a success
18:59As the suspects crash into a tree
19:03The suspects exit the vehicle
19:11And are immediately detained
19:16Officers soon discover that the fugitives they've been chasing are both teenagers
19:22Neither of them old enough to legally drive
19:26Both were treated for minor injuries
19:29And then turned over to juvenile authorities
19:31They were both charged with two counts of receiving stolen property
19:35The driver was also charged with two counts of failure to comply
19:40A judge adjudicated them both guilty for their charges
19:44And the juvenile court placed the teens on probation
19:48They were also ordered to pay restitution
