00:00President Putin is again trying to terrorize the Ukrainian people to use winter as a weapon to freeze Ukraine into submission.
00:10Once again, he must fail, and Europe will continue to empower Ukraine's resistance.
00:18We are repairing, for example, the damage done by Russian strikes.
00:21We are stabilizing Ukraine's energy grid with over 2 gigawatts of electricity exports from the Union to Ukraine.
00:31And we are protecting critical infrastructure, for example, with new anti-drone equipment.
00:38So this winter will shape the future of the war, and our response must rise to the challenge.
00:45And this is why we will disperse today almost 6 billion euros from the ERA loan and the Ukraine facility to Ukraine.
00:55And this is why I very much welcome the European Council's very clear commitment in the last meeting
01:01to cover Ukraine's financial needs for the next two years, 2026, 2027.
01:08It's clear we will deliver and we will cover the financial needs of Ukraine for the next two years.
01:17The discussion is now on the how.
01:19And there are three options.
01:21Option one is to use the budget's headroom to raise money on the capital markets.
01:27Option two is to have an intergovernmental agreement that member states raise the necessary capital by themselves.
01:35And option three is to have a reparations loan.
01:39This is based on immobilized Russian asset.
01:42So this would mean take the cash balances from the immobilized Russian assets, hand them as a loan to Ukraine,
01:52and Ukraine has to pay back this loan if Russia pays back reparations.
01:58This is the most effective way to sustain Ukraine's defense and its economy.
02:05And it's the clearest way to make Russia understand that time is not on their side.
02:12With regards to the Russian frozen assets, we understand the sensitivity,
02:16but we count on the member states to find solutions swiftly on those assets
02:20and to make sure that we can use them for Ukraine's reconstruction.
02:25A clear signal must be sent.
02:28Those who destroy must pay for the damage they caused.
02:32I'm very much connected to this on defense.
02:36The urgency could not be greater.
02:38In recent weeks, we have seen drones, unidentified balloons, violating EU member states' airspaces.
02:44A deliberate testing of Europe's resolve.
02:48These are not isolated incidents, but these are warnings,
02:51and these are warnings that we should take very seriously.
