00:39During my first term as Prime Minister, we established something called the National Enrichment Center for Children with Special Needs.
00:52It was the first of five plans across the nation, including one planned for Tobago.
00:58Let us work together and get that special needs center also done here in Tobago.
01:04It was left to decline after we went out of office.
01:07But I pledge that this vision is being renewed.
01:12The Prime Minister said no child must be left behind as she spoke about being the grandmother of an autistic child.
01:20I am the grandmother of a child on the autism spectrum.
01:25I have seen first time that every child carries a unique light.
01:31Our duties ensure that light is never dim, only nurtured.

01:40To our parents, thank you for your sacrifices and faith in education.
01:45To the Signal Hill community, thank you for standing behind your great schools.
