00:30We would then be facing a hydrocarbon war.
00:32Today we are going to analyze all these scenarios.
00:34That's how we'll start.
00:43For this reason, we propose that you deploy our map and review some key data to understand
00:48what this transnational fuel theft network is all about.
00:50Let's see.
00:53We are going to deploy our world map, identifying.
00:56Mexico with the colors of its flag and also the United States with its flag, respectively.
01:06And that's because President Claudia Shimo, the one you see on our map, has denounced the
01:10existence of a fuel smuggling network linked to the American company Econ M Stream, based
01:15in Houston, Texas.
01:16This company has played a key role in operations for the Monterey-based company Intansa to function
01:23as a front for the Jalisco Nueva Generación cartel for its bikes on our CJNG map.
01:27It should be noted that this case involves a ship, the Torm Ingans, which on March 8th unloaded
01:35nearly 120,000 barrels of diesel at the port of Ensenada in Baja, California without the
01:41proper structure to handle flammable hydrocarbons coming from Canada and the United States.
01:45The cargo was declared as industrial lubricants, evading taxes and customs controls.
01:52In addition to the shipment to the port of Ensenada, Icon Massam organized at least four
01:57other operations on different occasions to transport cargo from Texas to the port of
02:02Tampico, on the Gulf Coast of Mexico.
02:05This year alone, it is estimated that the illegal fuel entering the country is valued at more
02:10than $20 billion annually.
02:15The Mexican president stated that the attorney general's office has several open investigation
02:19files into this crime, and noted that the United States government, through the Department
02:24of Justice, has also opened investigations to determine the participation of those involved
02:28in this network, but which operates with American companies.
02:35In other words, they loot this energy from Mexico, launder it in the United States, in Canada,
02:40and resell it again in Mexico.
02:42We are talking about money laundering in the presence of the DIA and in the presence of
02:46the CIA.
02:48What is behind all this movement and this strategy?
02:52What is the response?
02:54Today we are going to analyze these scenarios with our guests.
03:07From Mexico we are joined by Dr. Jose Antonio Hernandez Macias.
03:10Doctor, it is a pleasure to have you on the Telesur map.
03:14Welcome.
03:15How are you?
03:16Very good morning.
03:17It is a great pleasure to be here with you.
03:19Doctor, let's start talking about this topic.
03:22Is this a strategy?
03:23Is the complaint so serious?
03:25What scenario are we facing?
03:29Well, we certainly know that the United States has historically never assumed its responsibilities
03:36in these types of problems that are very clearly binational, right?
03:41Somehow, they have a responsibility in this whole offensive they have against the cartels,
03:47against drugs.
03:52There is a strong hypocrisy because, for example, they are not only currently involved with large
03:57companies that are damaging Mexico's treasury, but it has even
04:05been proven that they have been sending large amounts of weapons.
04:10Seven out of ten weapons seized from cartels and organized crime in Mexico come precisely
04:15from the United States.
04:19And well, on this occasion, speaking of the issue of fuel theft, it is precisely American
04:25companies that have seen themselves greatly.
04:33Benefited from these types of legal practices and in the United States, the government does
04:38not impose any consequences, there is no criminalization as they do with the Mexican
04:43cartels or even the use of the same language, right?
04:51We know that there are also drug cartels in the United States, but they are called by different
04:55names with the intention of not having the same consequences as there are in Latin America.
05:03Well, right now we are seeing this bi-national problem in which American companies have
05:09benefited and still have not suffered any type of consequence.
05:14There is a strong impact, not only in the economic sphere, but there is also a strong
05:19impact on violence and on a social level within Mexico, right?
05:26In other words, these cartels operating together with the United States cause an increase in
05:31violence, especially within Mexican society, within some specific provinces where these
05:36cartels operate and on a social level there is strong fragmentation within our territory.
05:44This also has to do with what our guest, Dr. Jose Antonio Hernandez, also pointed out,
05:49the presence of legitimately constituted North American companies in this case in Texas.
05:54But what about the CIA law enforcement alerts?
05:56The big question is, how do they do it?
06:01Well, without a doubt, both the DEA and the CA have been involved in these operations on
06:07many occasions.
06:16We recently heard a speech by former President Bo Morales in which he mentioned how these
06:20types of resources that were seized from certain cartels were shared, and that some of them
06:24were destroyed, sorry, but that many of those profits were distributed among the high command,
06:29right?
06:34Without a doubt, there is strong complicity within the United States government, which,
06:43as I mentioned, maintains a high degree of hypocrisy because, on the one hand, it mentions that there is a
06:48war on drugs in Latin America, but on the other hand, internally, its security agencies are
06:53accomplices in these illicit businesses.
07:00It has nothing more to do with what converges in this direct aggression in the Caribbean
07:04and the Pacific, in addition to extrajudicial executions and false flag attacks, operations
07:09that are being attempted to be set up to attack, to attack Venezuela and the Latin American
07:13and Caribbean region.
07:16Let's delve deeper into this issue, which is related, of course, given how it operates,
07:20as Dr. Jose Antonio Hernandez said, the CIA and the DEA, who do they really benefit?
07:25We'll see it when we return from the break, but not before reviewing our scale.
07:29Through the video that we are going to share on the screens of the map, we see the spokesperson
07:44for the Russian Foreign Ministry, Maria Saharova.
07:48She is making a statement regarding a question that the media asked her.
07:55What did she think about the extrajudicial executions in the Caribbean Sea and the Pacific that the
07:59United States was carrying out on fishing boats without there being any evidence that they
08:03were transporting cocaine or even sentinel on these boats, on these speedboats?
08:11She was referring to the fact that they must operate directly in New York, in Manhattan.
08:17That is the real misfortune, she said, and she revealed or laid bare how the so-called cartels
08:22operate, which are actually gangs in the United States under the protection of the intelligence
08:26agency, the CIA, and also the DEA.
08:30We'll be right back.
08:36One of those in the Columba Territory, as Washington stands, does not present any negative impact,
08:47they found that, in the meantime, it is undeniable that these claims were made to drug traffickers.
08:56The TSR announced the possibility of conducting operations in the territory of Venice.
09:06Of course, remember that the United States and the United States do not necessarily need
09:10to be extremely aggressive in achieving their special service for drugs with narcotics, drug
09:15abuse, and special operations and man-have provide.
09:22And now we are standing by the bed for a while, and the day is over and the day is over.
09:32You can probably tell me that you can get on the phone with your friends, because they
09:35are going to tell you, what's up, and how it spreads in New York narcotics.
09:41The military forces of the American people are expelling all the more.
09:44This information is provided by the Venetian, Columbier and Irenadavian families.
09:49The scribes are worried about this, because they can eat fish.
09:54To be sure, what happened at the port could be seen in detail in the instructions for this
09:58purpose.
10:01The strictest order of the state of emergency, which is responsible for the safety of the
10:05team, will prevent intercontinental law and elementary moral standards.
10:10All this highlights the importance of the state of Latin America, the Caribbean basin, which
10:15was passed on to four-year-old boy of the world.
10:18I, of course, for a stable and unanticipated division of the region, we have all the differentiated
10:23and civilized communities.
10:26We confirm our unchangeable solid support for the hands of Venezuela in the protection of
10:30national security.
10:33They stated that, in the current situation, the council's insecurity is on the 10th and
10:3717th of October, please, October 10th and 17th the current situation.
10:43It is important to maintain the stability of the escalation and ensure that the problems
10:47encountered in the future are resolved in constructive link to the use of intermodal rules.
11:07Let's add another element for analysis through photography.
11:28What you see on your screens is the map of Trinidad and Tobago and next to it the prime minister
11:32of that country.
11:34And the fact is that Venezuela has clearly denounced the government of Trinidad and Tobago before
11:38international organizations regarding the false flag operation led by the CIA to attack
11:43a US military ship stationed on the island and then blame Venezuela in order to justify
11:47an aggression against this South American nation.
11:50It is the same imperial script as the main ship in the Gulf of Tonquin.
11:56Manufacturing a conflict to impose interests for and to our region, denounced the executive
11:59vice president of Venezuela, Delc Rodriguez.
12:03This has led the board of the Ministry of People's Power for Hydrocarbons, as well as its operator
12:07PDBESA, to decide to propose to Nicolas Maduro Moros the immediate termination of the framework
12:13agreement for energy cooperation between the Republic of Trinidad and Tobago and the Bolivarian
12:18Republic of Venezuela, and that, as a consequence, all gas agreements that the country has with
12:23that Caribbean nation are immediately suspended.
12:33Joining us from Mexico is Pedro Miguel, a journalist and writer, as well as a researcher at ONAM.
12:37How nice to have him on the map!
12:39Thank you for your time for Telesur!
12:41Welcome!
12:42We don't have our guest!
12:46Let's revisit this question with our other guest with whom we were just talking a few
12:57moments ago, about how the DEA operates, how it carries out all this interference that is
13:01part of this fuel theft.
13:08Consequently, we saw a very marked position from the executive vice president of Venezuela,
13:13Delc Rodriguez, Jose Antonio Hernandez, I'm talking to you right now, I'm going to ask you
13:18emphatically on the screen.
13:20She said that we are facing a war over hydrocarbons.
13:24In other words, the United States is using a strategy to steal Venezuela's energy, just
13:29as, for example, the cartels protected by the CIA, the DEA, and also these American companies
13:34do.
13:38Of course!
13:39From the beginning, we know that the bottom line of this entire offensive by the United
13:43States since the government of President Chavez has been its interest not only in hydrocarbons,
13:49but in all its natural resources in general.
13:54We don't know that the United States needs these natural resources to confront these powers
13:58that are somehow positioning themselves at the center of the world system.
14:04There has been no talk of this hegemonic transition for several years now.
14:09Countries like China and Russia have come to confront this unipolarity that existed on
14:13the part of the United States.
14:20So, the United States, under the pretext of human rights, the fight against drugs, and
14:27the fight against terrorism, has applied these guidelines against Latin American countries
14:31and, of course, against Venezuela, which, let's remember, is precisely the country with the
14:37largest oil reserves in the world.
14:47That's why the objectives of the United States within this region are very clear, where fortunately
14:52there are countries like Colombia, Mexico, and Brazil that have come out and declared
14:57that any type of intervention would be extremely negative for the entire region, right?
15:05In other words, they are committed to the sovereignty and independence of Latin American countries.
15:11Let's review another scenario that also shows a position against all this interference that
15:15the United States continues to commit.
15:18Let's review our legend.
15:29The President of Mexico, Claudia Shembin, sentenced this.
15:32We're going to place it on the map screen.
15:37We will never agree to intervention or interference in countries, she said when the United States
15:42pointed out that the largest country with cartels is Mexico and that they should act and that
15:46they should not protect themselves accordingly.
15:56We were doing a recount of all this theft of hydrocarbons, that is, energy, that is taking
16:11place especially in this region to the north, where the cartels benefit.
16:15But this also has to do with the interference that the United States continues to commit or not.
16:21This is the question, is it necessary to violate sovereignty to combat this transnational crime?
16:26What do you say?
16:28Well, first of all, this statement that Mexico is the country with the most cartels is false.
16:34The country with the most cartels is the United States.
16:38It has the arms cartel, the money laundering cartel, the drug cartel, DIA, which is a cartel
16:45that has laundered money for Mexican cartels.
16:47It has the alcohol, tobacco and firearms cartel that has given weapons to Mexican cartels.
16:53It has the CIA cartel that has designed the cocaine routes from South America to the United States
16:59passing through Mexico.
17:03Well, let's see.
17:04What is at stake here is threat and sovereignty,
17:07not because of a desire to do justice or to combat drug trafficking.
17:11All of these are lies, they are propaganda fantasies.
17:18What is at stake is
17:19violating sovereignty in order to politically control the country.
17:28In the case of Mexico, to take over natural resources.
17:32In the case of Venezuela, to bring down a progressive project.
17:35In the case of Colombia, and it seems increasingly evident to me, to take over the drug business 100%.
17:44If the United States controls 70% of it, then it wants the other 30%, right?
17:49This is the real dispute.
17:54A real dispute that is also generating or trying to generate,
17:57Pedro Miguel, instability in the Latin American and Caribbean region, right?
18:01The presence of a nuclear submarine and today causing scandals,
18:05especially when Russia tests a nuclear-powered missile and everyone,
18:09I'm referring to the media, the entire media apparatus, including European leaders,
18:14saying that this is a latent threat to the entire world.
18:18But what happens when this ship has been deployed for more than seven weeks threatening sovereign peoples?
18:23We're even talking about carrying out extrajudicial executions.
18:27What do these movements represent?
18:29Well, the search for reasons to start a new confrontation, although we have to ask ourselves
18:40if the Trump administration is really willing to go to war or set the region on fire,
18:45because an aggression against Venezuela, as everyone has said, would be setting the region on fire.
18:50Maybe not.
18:57Maybe what Trump is looking for is one of those propaganda triumphs that he loves, like the one he's been using.
19:04He manufactured, for example, by bombing Iran's nuclear facilities, which he said had ended a 3,000-year conflict, right?
19:12Like that piece he invented in Gaza, which is not peace, but rather a next chapter in the plundering of the exile and neo-colonial genocide.
19:24He is possibly looking to create an episode that will allow him to present himself to
19:36his support bases as a reconfirmed hero, right?
19:39It is not clear to me that he wants a war.
19:45I don't think so.
19:47It seems to me that what he is looking for is something spectacular that will present him as a hero, right?
19:52But the problem is that this could get out of hand and a regional fire is a real prospect, a real possibility.
20:11Then look, there is a clear component of macho narcissism, violent, paranoid in this whole deployment.
20:17In other words, deploying an aircraft carrier with a nuclear submarine to combat drug traffickers is as grotesque as wanting to kill flies with cannons.
20:31I mean, that's not how it's done.
20:34But what's more, what all this display is doing is hiding.
20:40The disinterest, the apathy, the inefficiency of the government in Washington.
20:48The problem of addictions in the United States, on the one hand, and, on the other hand,
20:53the fact that this is ultimately an internal problem in which Latin America has been involved, but it's their problem.
21:04The current opioid addiction crisis was caused by their laboratories, their pharmaceutical companies.
21:09It's their authorities who allow tons of drugs to enter the country from many places, and it's also their authorities who are experiencing tremendous corruption and decomposition that allows these drugs to enter the United States,
21:28be distributed freely on the streets, and affect hundreds of thousands of people.
21:32I think there's also a desire to cover up all this.
21:42There's another of the key points that Pedro Miguel shares with us.
21:45I'd also like to thank Jose Hernandez Macias for joining us today with his valuable analyses for our viewers of the map.
21:51Thank you for your time for our multi-platform.
21:53The program ends and we will review our vectors.
22:11Our radar on the map today reflects the three keys on this subject.
22:13The United States is complicit with drug cartels.
22:171. The Theft Network
22:18The theft of fuel and the smuggling of crude oil from Mexico are sources of income for the activity that benefits the drug trafficking cartels,
22:25but they do it hand-in-hand with American companies, that is, they operate by stealing energy and laundering the assets in Texas.
22:33In the eyes of the DIA, the largest cartel in the world is the one that feeds crime because it is the big business,
22:38the profit that they do not want to let go.
22:412. War
22:42The hydrocarbon war is what the CIA wants to control in the Caribbean using Trinidad and Tobago for false flag attacks.
22:48All to steal the gas from the great deception of the United States Secretary of State, Marco Rubio.
22:53Once again, the world sees how the empire is using war and lies to disguise its ambition to control strategic resources such as Venezuelan oil and gas.
23:013. The CIA
23:04Is precisely this agency that has participated clandestinely in operations that have ended up hitting innocent fishing boats.
23:10Under the excuse of combating drug trafficking, more than 30 were extrajudicially executed in the Caribbean and the Pacific.
23:16Official figures show that 80% of drug traffickers convicted in the United States are
23:22American citizens, not Latin Americans.
23:26I'm Paola Perez and the map has been completed.
