26:32there were several evidence that was linked with Sandeep Kumar
26:35but he committed suicide so many questions went unanswered
26:40and that too because he was a part of that investigating team.
26:46He detained Sushil and he was aware of many things that remained now unanswered.
26:54But family though has communicated that the post-mortem will take place
27:00and they now are relying on the UT police and they have released an official press note as well
27:05by the Amneet Corps.
27:08This press note is being released that they are fully dependent on now
27:12the investigation of UT police.
27:15As by the Chandigarh court also, the matter was about to be heard.
27:21The application was filed and Amneet P. Kumar was asked to submit the laptop
27:27and was asked to go with this identification of the body
27:32and further conducting a post-mortem.
27:35So consent was waited.

37:33The Supreme Court has now relaxed its orders.
37:37Now, green crackers and green crackers only will be allowed in Delhi NCR.
37:42And remember, this order applies across NCR.
37:46So, Delhi, UP, Rajasthan, Haryana, all of it, this order will apply.
37:54Only green crackers from certified manufacturers can be sold.
37:58There are still timelines.
38:00Only crackers to be burst only for two hours in the morning and for two hours in the evening.
38:05And the sale and bursting of crackers will be allowed only till the 21st of October.
38:11So, from today till the 21st of October is when people can go buy these green crackers.
38:16But they can be sold only at the designated sales spot.
38:19Additionally, what the court has said is that the police and the administration must set up
38:24flying scores and inspection teams to ensure that in the guise of green crackers,
38:30the polluting crackers are not being sold.
38:34The court is making it very clear that since it is the government that has been pushing for relaxation,
38:42it must ensure that there are no crackers smuggled in from outside the NCR,
38:49which are the polluting ones, that the barium and aluminium-laced crackers,
38:53which is what the original ban was for, that the seriously polluting crackers which are being sold,
38:58those are not sold anywhere in the city or in the NCR.
39:02One major concern that the court has had is the fact that even though since 2018,
39:08crackers have been banned in Delhi and in NCR,
39:11people have been smuggling crackers into the city and bursting crackers,
39:17which is why the court has noted very clearly that AQI levels have not improved at all since 2018
39:24when the ban was imposed. Only change in the AQI was during the COVID lockdown period
39:30when people were not allowed to step out of their homes and that is what caused an improvement in the AQI.
39:36So clearly, court taking note that people have not been following the ban in the first place,
39:42crackers were being smuggled in,
39:43and now since the administration wants to relax the rules, the court has said,
39:48the police and administration must have flying swords to ensure the monitoring of manufacture and sale of green crackers,
39:55only certified green crackers with the QR code can be sold.
40:00In fact, the court has said that if any company is found to be selling crackers
40:05which are not the certified green crackers, if they are selling something else,
40:09the company itself must be blacklisted completely
40:13and the license, the firecracker manufacturing license must be taken away.
40:19So, it's green court now, of course, which is days to go before Diwali.
40:23Crackers, at least just green crackers allowed now in Delhi NCR.
40:29But remember, Singh, we are seeing the AQI levels dropping already with the cold temperature setting in.
40:34Graph 1 has already been imposed in the national capital just yesterday,
40:38evening, so we'll have to see how this is going to work out.

40:49The government in Delhi had said they want green crackers,
40:52so your government is now getting an opportunity to let the people of Delhi burst these green crackers.
40:58But, of course, concerns remain about implementation of these rules.
41:02The court has now said up until 21st of August,
41:06October, I beg your pardon, it's going to be allowed a day after Diwali is until when green crackers can be burst in Delhi.
41:12What's your reaction?
41:13Well, as you said, implementation is the key issue.
41:18We'll appreciate Delhi police and the Delhi administration should strictly implement this,
41:22ensure that only green crackers are busted.
41:25It will help the pollution condition in Delhi also as graph 1 already has been implemented,
41:31and also allow people to enjoy their festival also.
41:34So, we appeal to people of Delhi also not to violate this rule under the grab of green crackers.
41:42They should not use other crackers.
41:44And police should strictly take action against anyone who breaks their rule.
41:50Here, but I also want to ask you, and concerns have been raised by environmentalists as well,
41:55that, you know, green doesn't really always mean clean,
41:58and there are concerns regarding the fact that they also, you know, emit, release, particulate matter.
42:03So, it's not like there will be no pollution in Delhi, just because these green crackers are used.
42:10Well, there's a concern beneath this.
42:12Let this happen this time, and the outcome will be known.
42:17And the agencies will obviously measure the level of pollution which happens,
42:22if it happens because of green crackers.
42:24Police try this this time, and instead of people bursting crackers, which are normal crackers,
42:31let them try with the green crackers, and we are hopeful that it will help to reduce the pollution,
42:37because it has a balance to be maintained between the festival and the pollution and the environment.
42:43Arpit Singh, I'm going to thank you for joining in.
42:47You know, the big question here remains on whether there's going to be strict implementation or not
42:52on green crackers, whether the police, which is supposed to, in fact, ensure that only green crackers are bust,
42:59will be able to ensure then that no other cracker is bust.
43:02Are they able to even differentiate is a big question here.
43:05Also, environmentalists, like I said, have expressed concerns that greener doesn't really always mean clean,
43:11because even green crackers do release particulate matter, PM 2.5, PM 10, and small amount of gases as well.
43:20So it's not like it's going to help in the air pollution problem in Delhi City.
43:24However, there is not going to be a blanket ban.
43:27Green crackers can be used on Diwali Day and the day after Diwali is what the court has tried.
43:32And stricter implementation.
43:34Remember, this was actually a plea before the court.
43:38The Delhi government had also, in fact, told court that they want Delhi to get a chance to celebrate Diwali.
43:45And that's the reason why green crackers must be allowed.
43:49Anisha continues to be with us.
43:51Anisha, of course, like I was just talking to RPC of the Bharatiya Janta party,
43:56and he did say, let it do be this time, you know.
43:58But we do know that in court and outside, environmentalists have obviously raised concerns about implementation.
44:05Chances of the police not being able to differentiate between a regular cracker and a green cracker.
44:10These are real-life challenges, isn't it?
44:12Well, yes, that is there, Seha.
44:16But we need to remember that the government itself had come out with the QR codes and color codes for the packaging of the green crackers.
44:28There are strict guidelines in place that would, the companies that have been identified, that have been certified by NIRI have been given QR codes to generate,
44:39which will identify their green crackers, which will identify the company itself, where it is manufacturing, and the ingredients of the crackers.
44:49These were the guidelines issued by NIRI a couple of years ago, in fact, when the green crackers were being created.
44:56And the government of Delhi and the government of India had assured the Supreme Court that these guidelines regarding strict identification norms,
45:04the QR codes, the color coding of the crackers, remember,
45:08because the guidelines that were created earlier for green crackers also had certain packaging guidelines on how these crackers are to be identified.
45:18Now, the question, as you just rightly pointed out, is whether those guidelines are being implemented,
45:24whether the government is sensitizing these flying squads and the police personnel about how to differentiate between the different kinds of crackers.
45:34But clearly, the court is trying to keep that in mind, that at least because it is the government's own assurance that there are protocols in place for identification,
45:44there are protocols in place for certification.
45:47What the court is now saying is that concerns have been raised, these concerns need to be kept in mind.
45:56And we'll have to see how the actual on-ground implementation happens.
46:00Because we all remember, since 2018, repeatedly, there have been complete bans on firecrackers in NCR,
46:07in the National Capital Region, not just in Delhi, but across NCR.
46:11And we have never, ever seen that ban actually working out.
46:16Every single year when Diwali comes around, this petition comes up before the Supreme Court.
46:20Once again, the ban is imposed.
46:22Nisha Mathur getting asked those details.
46:24Green crackers have now been allowed by the Supreme Court.
46:28So Delhi will get an opportunity to burst crackers, at least on Diwali Day.
46:33And the next day, up until the 21st of October, is what Nisha is telling us, that it's going to be allowed.
