00:00I think NATO has made a mistake, and now this mistake must be corrected.
00:05The airstrikes are mistake enough.
00:08Those airstrikes were done without authorization from the United Nations,
00:13disregarding the views of countries like Russia, China, India,
00:20and this has placed the world in a very, very difficult situation.
00:24I also believe that this would be an occasion in which it would be useful
00:30to involve the Russians in the future of Kosovo
00:34and give them some role in the political and security organization of Kosovo
00:42to avoid NATO being caught between all these passionate parties whose quarrels will not end.
00:51A B-1B bomber returning to Fairford early this morning
00:54after a six-hour mission.
00:56Last night, two of the bombers attacked military targets in Yugoslavia.
01:00Today, the aircrews spoke about their mission, though they don't want to be named.
01:04This man, a weapons specialist, was in combat for the first time.
01:08Honestly, I went through a lot of different emotions during the course of the mission.
01:14Actually, to be honest with you, most of the excitement came before getting in the airplane
01:18because I was something familiar about getting in the airplane.
01:21It kind of went back to the way, in a certain sense, like it was in training.
01:27The bombers at Fairford are carrying a payload of up to 84, 500-pound bombs.
01:33They're so-called dumb bombs without any guidance systems.
01:35The B-1B can fly supersonic, but its missions so far have been at subsonic speeds.
01:44It's a very smooth ride, kind of compared to a big Cadillac from time to time.
01:50It's very good at high altitude and fantastic at low altitude.
01:54The wings sweep anywhere from 15 degrees, which they're at right now,
01:57full forward to all the way back to 67.5 degrees for high speed if we need it.
02:02The B-1Bs usually fly with a fighter escort
02:05because they're penetrating heavily defended airspace.
02:08Up close and personal is how one senior commander described their role.
02:13Andrew Moore, Sky News, RAF Fairford.
02:15The NATO have started ferrying up military food rations here.
02:20The Italian army put up a tense city,
02:23and things they hope will slowly get better for these people.
02:26But what we're hearing from these people who are being deported en masse
02:29are continued terrible stories of their journey out of Kosovo.
02:33Not only do they keep telling us that they're being forced out at gunpoint,
02:37but we talk to many, many people who told us
02:39that they are being beaten and robbed of their money.
02:42But NATO has slowly begun to back away from the idea
02:51that its troops could only enter Kosovo
02:53under the terms of the Rambouillet Agreement.
02:56It now says a permissive environment could be created for NATO peacekeepers
02:59by the bombing campaign,
03:01and that could result in NATO forces escorting refugees back to their homes.
03:07I think that the forces that we've gathered
03:08to our peacekeeping forces that await in Macedonia
03:13were always planned to make sure
03:16that the Kosovo Albanians could live in peace and harmony.
03:19Meanwhile, video released by NATO shows that one of the U.S. Air Force's
03:23newest standoff weapons, the AGM-130,
03:26is being used to lower the risk to pilots.
03:28The missile is guided from miles away by a weapons officer
03:32in the back seat of an F-15E who sees the missile's approach
03:36on a TV screen in the cockpit until the explosion destroys the miniature camera.
03:40The 2,000-pound rocket-boosted bomb was used for the first time in Iraq,
03:46but the Pentagon refused to release video like this,
03:48claiming it would give away the weapon's capabilities.
03:52Clear.
03:54Field commanders have called for them,
03:56and America is complying, sending in the air cavalry.
04:0024 Apache helicopter gunships, manned by 2,000 troops,
04:04will take the war to a new and riskier stage.
04:07They fly low, their cannon and missiles can do serious damage to Serb forces,
04:12but they're vulnerable to counterattack.
04:15NATO is not saying when they'll arrive.
04:18B-1 bombers returned safely from a gruelling six-hour mission
04:24attacking Yugoslav targets.
04:27For one weapons specialist, it was his first taste of combat.
04:31Honestly, I went through a lot of different emotions
04:34during the course of the mission.
04:37Actually, to be honest with you,
04:38most of the excitement came before getting in the airplane.
04:41The Allies are resorting to cluster bombs and a wider range of targets.
04:45Last night, NATO struck targets throughout Serbia and Kosovo,
04:51including bridges, fuel depots, communication centres, and army headquarters.
04:58These were all military and military-related facilities
05:02that were judged critical targets to our overall campaign effectiveness.
05:07Politicians say there's no wavering over strategy.
05:10All my contacts with every alliance member,
05:15there is determined unity in order to make sure that Milosevic cannot continue this.
05:22Three American soldiers captured by Serbian forces are not to be put on trial.
05:27In a surprise turn, a Serbian minister said the men would be freed
05:31when the NATO bombing stops.
05:33That won't be for a while.
05:3513 additional stealth fighters arrived in Germany,
05:38bringing to 24 the number taking part in Allied attacks.
05:42And from the Adriatic, the USS Nicholson launched 11 cruise missiles against the Serbs.
05:48Yugoslavia claims three civilians have been killed
05:51and their air defences have downed a missile.
05:54Claims which are unconfirmed.
05:56Gary Lloyd
05:57to the refugees on the border.
06:00Today saw the first consignment loaded hand over hand
06:03onto French helicopters
06:05to be flown up to the Kukesh refugee centres.
06:09We just arrived this morning and prepared transportation
06:11from different material, humanitarian and food
06:15for Kupershny at the frontier.
06:17We travelled with that first convoy of three helicopters.
06:23Although the amount of desperately needed relief supplies they can carry
06:27is severely limited,
06:29it is for now by far the fastest method of travel.
06:32The alternative is a torturous 10-hour drive over rugged terrain.
06:37The landing site was deliberately chosen
06:40to be some distance from the refugees.
06:43The fear was the sight of food being unloaded
06:45could have sparked a riot.
06:48I know that it's not so much by helicopter, you know,
06:52less than truck, but truck is so long, you know,
06:55and we have to bring very quickly to the border
06:58to assist people in emergency.
07:00Armed French troops stood by to maintain order
07:03as curious Albanian villagers looked on.
07:06Further food shipments will follow in the coming days
07:09and 6,000 more military personnel are due to be drafted in.
07:13This is just the start of the airborne aid operation.
07:18The first opening moves
07:20in what will very quickly need to become
07:22a multinational, multi-million pound mission.
07:26And amid this, the Overseas Development Secretary, Claire Short,
07:30arrived in Tirana to assess to what extent Britain will be involved.
07:35We need to get all the refugees properly cared for,
07:39properly fed and properly protected
07:41so the military can do their job, turn back the aggression
07:44and then we'll be able to help them to go home and resettle.
07:48The Albanian authorities are present,
07:51but in reality they will, by and large,
07:53take a back seat in their own country.
07:54For just as the scale of the refugee crisis threatens to overwhelm them,
08:00so too the scale of the humanitarian relief effort required
08:03will also be beyond the capacity of Europe's poorest nation on its own.
08:0924 Apache attack helicopters and 2,000 soldiers
08:13will be sent to the Albanian border with Kosovo to aid in the air war.
08:17As more relief supplies head for the region,
08:19the U.S. announces it will give temporary refuge to 20,000 refugees.
08:23And Yugoslav officials say the three captured U.S. soldiers
08:27will not stand trial and will be released when the bombing campaign ends.
08:33There are growing calls this Sunday evening from members of Congress
08:36to send ground troops into Kosovo
08:38or risk losing the battle with Slobodan Milosevic.
08:41While the President still insists air power is enough,
08:44Bill Plant reports what the Pentagon announced today
08:47may be an indication that it's not.
08:49Bombs from NATO aircraft pounded Belgrade overnight
08:54and today wiped out a thermal plant
08:56which the Serbs claim provided heat to a million people.
08:59The smoke had...
09:01Apache helicopter gunships
09:07and 2,000 support troops to the Albania-Kosovo border.
09:12The obvious question you all have is,
09:14isn't this a step toward the employment of ground troops in Kosovo?
09:18And the answer is, absolutely not.
09:20This is pure and simple an expansion of the air operation.
09:24But support for the low-altitude gunships
09:27would seem to go well beyond that.
09:29It includes a battalion of rocket-launched artillery,
09:3214 Bradley fighting vehicles,
09:33and a wide variety of anti-tank weapons.
09:37In the face of mounting criticism
09:38that the situation in Kosovo has spun out of control,
09:42many in Congress say the air war isn't enough.
09:45This situation needs to be remedied and remedied quickly,
09:48and the only way we're going to be able to do that
09:50is bring the full might of American military
09:53and NATO capability to bear.
09:55This is going to be the beginning
09:56of a very large problem for the United States,
09:59which eventually will require a lot of ground forces.
10:02We have to get on with it.
10:04But despite today's announcements,
10:06the administration remains adamant
10:08that no ground invasion force is in...
10:1085,000 ready-to-eat meals
10:12left Dover Air Force Base this afternoon,
10:14bound for Albania.
10:16It is the second such shipment in as many days.
10:19Randall Pinkston in Albania
10:20was there when the first one arrived earlier today.
10:24On Easter Sunday,
10:26in answer to Albania's prayers for Kosovo refugees,
10:29a U.S. Air Force C-17 cargo jet
10:32with 79,000 pounds of food and water
10:35sat down at Tirana Airport,
10:37the first new American military presence
10:40on the ground in the Balkans
10:41since NATO began bombing Yugoslavia.
10:44This initial deployment will soon be joined
10:47by other American forces
10:48and is expected to become part
10:50of a larger NATO humanitarian mission.
10:53We're very happy to be able to come here today
10:56to bring with us these much-needed supplies.
10:59It's just the beginning.
11:01The U.S. military wasted no time
11:03employing helicopters to fly over
11:05Albania's snow-capped mountains
11:07to deliver food and water
11:09to the Kosovo refugees waiting in Koukos.
11:12This trip from Tirana to Koukos
11:14normally takes seven hours over bad roads,
11:17but the U.S. military reduced travel time
11:19to just 30 minutes.
11:21Had you expected to be here
11:23on this Easter Sunday?
11:25Well, not really.
11:26My group got about 30 hours' notice
11:29on this mission.
11:30The group's a contingency response group,
11:32and that's our job,
11:33is to move fast like this.
11:34So here we are.
11:37The Air Force emphasizes
11:38this is a humanitarian mission,
11:40but these are special operations aircraft
11:42designed to operate in dangerous
11:44and hazardous conditions.
11:47And these humanitarian troops
11:48are heavily armed
11:49and alert for any sign of threat
11:51from Serb forces
11:52who are less than 30 miles
11:54from the Koukos airfield.
11:56But now the mission is humanitarian,
11:59and with this new presence,
12:00the U.S. moves ever deeper
12:02into this conflict.
12:04Randall Pinkston, CBS News, Tirana.
12:06When it comes...
12:07...on NATO's plans
12:08for the coordinated use
12:09of these new weapons.
12:10The Apache gunships have the ability
12:14to operate at night
12:15and in bad weather
12:16and fire laser-guided help.
12:18It's to give us the type
12:19of tank-killing capability
12:21that the bad weather has denied us.
12:24It will give us the capability
12:26to get up close and personal
12:28to the Milosevic armor units
12:33in Kosovo.
12:34But NATO has slowly begun
12:35to back away from the idea
12:37that its troops
12:37could only enter Kosovo
12:39under the terms
12:40of the Rambouillet Agreement.
12:41It now says
12:42a permissive environment
12:43could be created
12:44for NATO peacekeepers
12:45by the bombing campaign.
12:47And that could...
12:48...Serb army.
12:49Serbian television
12:50showed pictures
12:51apparently taken inside Kosovo
12:53of the Serb 3rd Army
12:54digging in.
12:56NATO wants to hit
12:57small troop clusters like this
12:58and to do so
12:59a new weapon
13:00is being sent to the region.
13:0424 U.S. Apache helicopters
13:06will go to Albania.
13:07These can operate
13:08in all weathers
13:09and with their Hellfire missiles
13:11are specifically designed
13:12to attack ground troops
13:14and tanks.
13:17Their involvement
13:18together with 2,000 support troops
13:20is a clear escalation
13:22of NATO firepower.
13:23The persistent question
13:24NATO is being asked
13:25is whether perhaps
13:26without admitting it.
13:28It's getting closer
13:28to sending ground troops
13:30into Kosovo.
13:32Absolutely not.
13:33This is pure and simple
13:35an expansion
13:36of the air operation.
13:37It's to give us
13:38the type of tank
13:39killing capability
13:40that the bad weather
13:42has denied us.
13:43It's...
13:43The goal is getting
13:46that food, water
13:47and medicine
13:47to the refugees
13:48on the border.
13:50Today saw the first
13:51consignment loaded
13:52hand over hand
13:53onto French helicopters
13:55to be flown up
13:56to the Kukes refugee centers.
13:58We just arrived this morning
14:00and prepared transportation
14:02from different material
14:04humanitarian and food
14:05for Kukes
14:06near the frontier.
14:09We travelled
14:10with that first convoy
14:11of three helicopters.
14:13Although the amount
14:14of desperately needed
14:15relief supplies
14:16they can carry
14:17is severely limited
14:18it is for now
14:20by far the fastest
14:21method of travel.
14:23The alternative
14:23is a torturous
14:24ten hour drive
14:25over rugged terrain.
14:28The landing site
14:29was deliberately chosen
14:30to be some distance
14:32from the refugees.
14:33The fear was
14:34the sight of food
14:35being unloaded
14:36could have sparked
14:36a riot.
14:38I know that
14:39it's not so much
14:40by helicopter
14:41you know
14:41less than truck
14:43but truck it's so long
14:44you know
14:45then we have to
14:46bring very quickly
14:47to the border
14:48to assist people
14:49in emergency.
14:50Armed French troops
14:52stood by
14:52to maintain order
14:53as curious
14:54Albanian villagers
14:55looked on.
14:57Further food shipments
14:58will follow
14:58in the coming days
14:59and 6,000 more
15:01military personnel
15:02are due to be
15:03drafted in.
15:04This is just the start
15:06of the airborne aid operation.
15:08The first opening moves
15:10in what will
15:11very quickly
15:11need to become
15:12a multi-national
15:14multi-million pound mission.
15:17And amid this
15:18the overseas development
15:19secretary Claire Short
15:20arrived in Tirana
15:21to assess
15:22to what extent
15:23Britain will be involved.
15:26We need to
15:26get all the refugees
15:28properly cared for
15:29properly fed
15:30and properly protected
15:31so the military

15:34and then
15:35we'll be able to
15:36help them to go home

15:42they will by and large

15:45For just as the scale

15:48threatens to overwhelm them
15:49so too
15:50the scale of the
15:51humanitarian relief effort
15:53required

16:00Albania.
16:02...to be responsible
16:03for a series of massacres.
16:06Now
16:06Kosovar Albanian sources
16:07say Arkhan
16:08has been spotted
16:09in Pristina.
16:10British Foreign Secretary
16:12Robin Cook
16:12has said Arkhan's men
16:13have been incorporated
16:14into the Yugoslav army.
16:17During the breakup
16:18of Yugoslavia
16:19in the early 90s
16:20Arkhan and his followers
16:21were in Kosovo.
16:23He's suspected
16:23of being instrumental
16:24in the suppression
16:25of the ethnic Albanian
16:26population at that time.
16:28...of this activity.
16:31The first image
16:34which I am able
16:35to release to you
16:36showed us
16:37Serbian armour
16:38that was working
16:39in and around
16:40the village.
16:41This is identified
16:42by the circles
16:43on the left side
16:44and the bottom
16:45of the screen.
16:47On the right
16:48of the screen
16:49you can see
16:50the consequences
16:50of the security force
16:52action
16:52with civilians
16:53and vehicles
16:54assembled
16:55in a holding area
16:56presumably
16:57awaiting
16:58transportation
16:59to the border.
17:01Our second shot
17:02showed that
17:03the civilians
17:03had disappeared
17:04and later
17:05a final image
17:07clearly showed
17:08that the village
17:08had been set on fire.
17:10This was harrowing
17:11evidence of how
17:12these Serbian military units
17:14are being employed
17:15to force villagers
17:16from their homes.
17:19Turning to our
17:20air operations
17:21an improvement
17:22in the weather
17:22enabled us to make
17:23full use
17:24of all our assets.
17:26As you can see
17:27from this graphic
17:28we hit a comprehensive
17:29number of targets
17:30throughout the full range
17:32of military categories.
17:34These included
17:35petroleum production
17:37and storage
17:37airfields
17:39air defences
17:40ammunition storage
17:42and bridges.
17:44I would like
17:46to reiterate
17:46that every one
17:48of our targets
17:48is carefully chosen
17:50and vetted
17:51to ensure
17:52its military significance
17:53and each attack
17:55is planned
17:56with meticulous scrutiny
17:57to keep
17:58collateral damage
17:59to civilian property
18:00and loss of life
18:01to the absolute minimum.
18:06In Belgrade
18:07we also hit
18:08an important headquarters
18:09of the Fry Air Defence Forces.
18:12I told you yesterday
18:14of the destruction
18:15of the Security Institute
18:16and today
18:17I can show you
18:18before
18:19and after
18:23reconnaissance pictures
18:25of that target.
18:26As you can see
18:27it was heavily damaged.
18:31We also targeted
18:32Serbian forces
18:33in the field.
18:36These next two slides
18:37in Kosovo
18:38give you an indication
18:39of the forces
18:40we are trying
18:41to interdict.
18:41careful scrutiny
18:44showed us
18:44a field deployed
18:45surface-to-air
18:46missile system
18:47and its support vehicles
18:49together with
18:50numerous armoured vehicles.
18:53The second image
18:54pointed us
18:55to more deployed equipment.
18:57Both target sets
18:59we were able
18:59to subsequently
19:00attack.
19:04There was considerable
19:05surface-to-air missile
19:06activity last night
19:07and anti-aircraft fire
19:09but all our aircraft
19:11returned safely.
19:13We had no airborne claims
19:15but believe
19:16we may have damaged
19:17several MiGs
19:18on the ground.
19:21The weather forecast
19:22remains favourable
19:23and we will continue
19:25to intensify
19:26our operations.
19:28We will capitalise
19:30on the clear weather
19:31to attack strategic
19:32and operational targets
19:34throughout the operational area
19:36but in particular
19:38we will focus
19:39our attention
19:39on fielded forces
19:41in Kosovo.
19:44However
19:44this is no easy task.
19:47You may remember
19:47I described earlier
19:49in the week
19:49the cat and mouse tactics
19:51being employed
19:51by Serbian armoured units.
19:54They are taking
19:55every advantage
19:55of deserted buildings
19:57and terrain
19:58to camouflage
19:59their positions.
20:01Nonetheless
20:02we are putting
20:03considerable efforts
20:04into this critical task
20:06and I expect
20:07that these attacks
20:08will soon
20:08severely disrupt
20:10Serbian military
20:11and special police
20:12operations
20:13on the ground.
20:15I have only one
20:17cockpit video
20:17for you today
20:18which is pretty
20:19self-explanatory
20:20but you will see
20:21towards the end
20:22of the clip
20:23two bombs coming in
20:24from the right-hand side.
20:25Thank you very much
20:49ladies and gentlemen
20:50I now hand over
20:51to Jamie.
20:52We're based in Albania
20:54that means about
20:542,000 American troops
20:56will have to go with them
20:58both to protect them
20:58maintain them
20:59keep them operating
21:00and the hope is
21:02that that will make
21:03a big difference
21:03to the ground war
21:04in Kosovo.
21:05The problem though is
21:05...of Belgrade
21:06among the targets
21:08hit according
21:08to Serbian media
21:09was the headquarters
21:10of the Yugoslav Air Force.
21:13State media reported
21:13a rail line
21:15south of Belgrade
21:16was also hit
21:16as well as
21:17army barracks
21:18in the town of Raska
21:19smouldering fires
21:21could also be seen
21:22about 60 kilometres
21:23south of Belgrade
21:24in the town of Nis
21:25where a tobacco
21:26factory was hit
21:27Serb media says
21:28bombs also damaged
21:29a nearby hospital
21:31and a daycare centre.
21:35Worked through the night
21:36travelling from
21:36one location to another
21:38above them
21:41cruise missiles
21:42were coming in
21:43I saw several
21:43barrages of
21:44anti-aircraft fire
21:45going up to meet them
21:46at one point
21:48overhead
21:48and what sounded
21:49like a plane
21:49could be heard.
21:52As the fires burnt
21:53the authorities said
21:54they'd hit
21:55three cruise missiles
21:55we have no
21:56independent confirmation
21:57of that.
21:58This is what the location
21:59the fires were in
22:00looked like today.
22:02This is the
22:03Vesdara district
22:04of the city centre
22:05and is
22:05or was
22:06a police complex.
22:08Many other targets
22:09were hit
22:09including Belgrade
22:11civilian airport
22:11and other towns
22:12in Serbia.
22:14Water tankers
22:15were brought in
22:16to assist the fire crews
22:17at this rate
22:18the authorities
22:18will eventually
22:19run low on water
22:20as well as fuel.
22:22Tim Marshall
22:22Sky News
22:23Belgrade
22:24The arrival
22:27of 24 Apache
22:28helicopters
22:29over the next few days
22:31will see a dramatic
22:32shift in the conflict.
22:33Although the Americans
22:34and NATO
22:35have insisted
22:35this is not a step
22:37towards the deployment
22:38of ground troops
22:39in Kosovo
22:39it will mean
22:402,000 soldiers
22:41on the ground
22:42in Albania.
22:43The very way
22:44Apache helicopters
22:45operate
22:46flying close
22:47to their targets
22:47makes them
22:48much more vulnerable
22:49to counter-attack
22:50than cruise missiles
22:51launched from bases
22:52hundreds of miles away.
22:54The British Prime Minister
22:55writing in the Sun
22:56newspaper today
22:57again reiterated
22:58his opposition
22:59to ground forces.
23:00There is no question
23:01of NATO ground forces
23:03being sent in
23:03he said
23:04unless it is
23:05to police
23:05an agreed political settlement.
23:08But there is
23:08an appetite
23:09among certain sections
23:10of the military
23:11including those
23:12with experience
23:12of the region
23:13that ground troops
23:14are the only solution.
23:16There is only one way
23:17you can possibly stop
23:18or try to stop
23:20because it is impossible
23:21to stop completely
23:21ethnic cleansing
23:23by small groups of men
23:24who knock on doors
23:25and drag families out
23:27and butcher them
23:28or send them on the way
23:29while they burn their house
23:30or both
23:31and that is
23:32to actually have soldiers
23:33into the precisamente
23:35to the next video.
23:36Thank you.
