00:30In a further escalation of the air war,
00:39NATO bombed one of President Slobodan Milosevic's
00:42two official residences in Belgrade.
00:45The ruling family was not using the property at the time of the attack,
00:49but it brought NATO firepower closer to the man they blame
00:53for ethnic cleansing in Kosovo,
00:55and appeared to serve as a warning that both the Yugoslav leader
00:59and his political associates stand to lose more of their assets
01:03as the bombing grinds on.
01:09The troops on the ground.
01:11The growing NATO force poised against Yugoslavia
01:14is drowning out talk of cracks in the alliance
01:17and pushing aside disagreements over strategy.
01:20Ground forces using troops to drive the Serbs out of Kosovo would be,
01:24one official here says big, costly, protracted, and dangerous.

01:47Nevertheless, NATO has begun a reassessment
01:50of what it would take to invade Kosovo.
01:53Although Allied officials said again today,
01:55it's not going to happen.
02:02The Italian Garibaldi Brigade, with its heavy mortars,
02:05could provide crucial protection for a battle group moving forward at speed.
02:09In the jargon, they could soften up resistance encountered ahead of an advance.
02:14On the flanks, a commander might deploy Magusta helicopters,
02:19also Italian.
02:20They're fast, like the Apache, but not as heavily armed.

02:27and the crucial role they would play in a Kosovo theatre.

03:03Overwatch is the term for tank deployment.
03:07These German panzers could provide long-range heavy fire protection for an operation.
03:13And RAF Pumas can swiftly move ground troops into advanced positions,
03:17ferrying anti-tank weaponry and hand-carried missiles,
03:21as well as the essential role of medical evacuation.
03:24But while NATO considers its options,
03:26we can see its jets continuing to target Serb positions.
03:30And the next slide is the post-strike photograph on 20 April.
03:39Troops in a field, in an open field, launching missiles at tanks there.
03:44Anti-tank missiles fired there, hitting their marks earlier today.
03:48Close to 1,900 more British troops are expected here
03:52to join these troops in the next couple of days.
03:55But again, these NATO troops amassed here some time ago.
03:58Well, originally they were part of the peacekeeping troops
04:01that were supposed to go into Kosovo.
04:03If the Rambouillet agreement was approved in Paris, obviously it was not.
04:07And again, we are where we are here today.
04:10Bradley...
04:101,000 more troops, 15 more tanks, 14 more Bradley fighting vehicles,
04:15and 9 more anti-personnel missile systems to Tirana, Albania,
04:19to reinforce a battalion of 24 Apache attack helicopters.
04:22The additional deployments will begin early next week
04:25and will bring the number of U.S. ground troops in Albania to just over 5,000...
04:29Carrier pilots, as well as other Allied pilots,
04:32bad visibility over Yugoslavia has been a constant.
04:36Combine it with NATO restrictions on flying at higher altitudes,
04:39you have some frustrated flyers.
04:42The initial stages, the altitude restriction is not a big deal,
04:46but now as we continue on and are having to break out targets versus non-targets,
04:50you really need to get down a little bit lower
04:52because even though 2020 vision is a pilot quality, it's still tough.
04:59They may be flying high, but the Serbs are still gunning for them.
05:03We've seen significant amounts of anti-aircraft artillery.
05:06We've seen an occasional surface-to-air missile shot.
05:09Most of them are unguided, but it's still a bit unnerving when it comes at you.
05:13From the deck of the USS Nassau through the haze,
05:16you can sometimes see the snow-covered mountains of Albania.
05:20Pilots aboard the USS Nassau have an advantage over most other NATO pilots.
05:24They start out hundreds of miles closer to the targets.
05:28That can make a difference even when the weather is bad.
05:32By virtue of the fact that we're closer
05:33and we're on a relatively short alert timeline,
05:36we can get to the action quicker.
05:38The Harriers are not the only attack aircraft aboard the USS Nassau.
05:43There are Cobras attack helicopters with significant firepower,
05:47including anti-tank missiles, helicopters similar to the Apaches.
05:52The Apache goes out ahead and can do more of a deep air support mission.
05:56I'm there with the troops, right down close.
05:59There are no ground troops yet, so the Cobras have not been called upon.
06:04We've been pushing any and all missions we can do.
06:06Something I've been pushing for is possibly working together with them.
06:11That way we're sharing the capabilities of both,
06:13and I think you get the best of both worlds.
06:16For now, only the Harriers answer the call to battle from the USS Nassau,
06:20unless NATO decides to change the nature of that call.

06:33The first is a pre-strike image of the Knylyane army garrison in Kosovo,
06:39the home of the 52nd artillery.
06:41And the next is the strike picture,
06:51which was taken right after the strike on the same facility.

10:25bombs with twice the power of those
10:27previously dropped on serb targets.
10:30To keep up the pressure
10:31and hit even harder,
10:33they brought in 2,000 pound
10:34laser guided Paveway 3 bombs
10:37designed for accuracy
10:39and maximum destruction.
10:41The switch to this bigger and even
10:43more devastating bomb
10:44is a sign of NATO's determination
10:46to destroy even the most elusive
10:49of serb forces.
10:52RAF personnel at their base
10:54at Gioia del Coli in southern Italy
10:56believe it's a significant step
10:59in NATO's attempts to bring
11:01the serb army to its knees.
11:03I would like to think that this particular
11:05weapon is getting used against something like
11:07the tunnels that are hiding their armour
11:08and the vehicles that are transporting
11:11some of the perpetrators of these crimes.
11:13Today, 2 Paveway 3s
11:15were used to attack a road bridge
11:17in Kosovo, which was used
11:19as a main supply route for serb units.
11:23It's a discussion process
11:25to choose the right weapon
11:26to achieve the results that are required.
11:29Now, it just so happened
11:29that today's target,
11:31because it was a fairly hard bridge,
11:32required the accuracy,
11:33the penetration and the blast
11:34available to us with the Paveway 3.
11:36and hence it was the best weapon
11:38for the task.
11:39The RAF have also been using cluster bombs,
11:43taking advantage of improved weather conditions
11:45over the target areas.
11:48They believe their role in the NATO air campaign
11:50remains significant and effective.
11:53This is an image taken before the start
12:01of NATO air operation.
12:03It is of the Kosovska-Mitrovica ammunition storage depot
12:07located in northern Kosovo.
12:09And the next slide shows the accumulative effect
12:12of precision air attacks against this facility.
12:15As can be seen,
12:19all the storage bunkers
12:21and their contents have been successfully struck.
12:24The following videos are all from attacks
12:27on the 21st of April.
12:30The first shows an attack
12:32against the NoviSat refinery facility,
12:35which, as you are aware from our briefings,
12:37we have targeted on more than one occasion.
12:45The next video is from the same attack,
13:03but from a different aircraft.
13:15The next cockpit video is of an attack
13:30against a hangar at the Pristina airfield,
13:33an element of the integrated air defense system.
13:42You also see a damaged aircraft on the ramp.
13:45The following is one of our attacks
14:01on the explosive production capacity
14:03of the Frey military.
14:04This is the facility at Baric.
14:07Look at the fences.
14:15They are probably electrical power fences,
14:19and you will see them after the strike again
14:21because they emit heat.
14:29The final video is of the Kosmaka Highway Bridge,
14:34one of the lines of communication
14:35utilized by the Serb forces
14:37to enter Kosovo from Serbia.
14:44You will even see two vehicles we did not hit.
14:47And that, ladies and gentlemen,
14:56concludes my part for precision-guided attacks,
15:00but also using the cluster weapons.
15:02These are the ones that have 147 little bomblets
15:05which go out.
15:06And the Harriers actually having a 20-story
15:08sorties is quite a phenomenal number for them.
15:10So actually, I would imagine they were having
15:12a very difficult time in turning the aircraft around
15:16or perhaps, shall I say, challenging time.
15:18But all the aircraft returned safely.
15:20And only work, and with the good work
15:21from the UNHCR, we're going to be ready for whatever.
15:23General, standard question.
15:27When are the Apaches going to be operational?
15:28Oh, I'm not going to deal with that question right here.
15:31I'm going to do something down in front.
15:33Are you concerned about the security situation?
15:34Well, we are concerned about the security situation.
15:37As you know, part of the plan is to continue
15:39to move the refugees from here down south.
15:43It's better for climatic reasons.
15:45It's better because it opens up space.
15:48And it's better for security reasons.
15:49So we're looking at all those things.
15:50We're, of course, following the lead of UNHCR.
15:54UNHCR is the lead agency.
15:56And the forces from NATO are here to provide support
16:00to the UNHCR.
16:01And, frankly, UNHCR has the strategy
16:05and has the plans well in hand.
16:07And I also want to compliment the people of Albania
16:10who have been incredibly generous
16:12in dealing with this tragedy for the Kosovo or Albanians.

16:17How significant is his visit?
16:20Well, his visit here up to Kukash.
16:22Yes, he's been saying he's there to look and check
16:26the humanitarian aid.
16:28They're getting ready to receive the next wave.
16:31However, everyone knows if you are going to do
16:33any military action from Albania into Kosovo,
16:37you are going to have to base it,
16:38at least as a forward base,
16:40from Kukash up in the northeast.
16:42Here, the Apaches and their support Black Hawk helicopters
16:45are arriving at Tirana,
16:46where the U.S. engineers have built a new airport,
16:51in effect, at the side of Tirana,
16:52because Tirana is so clogged
16:54with the humanitarian aid effort.
16:56that they needed spare apron space,
16:58runway space for the Apaches to operate out of.
17:01But for them to be used effectively,
17:03they will have to have at least a refueling,
17:05rearming point inside the very,
17:08sorry, at the very top of Albania
17:10to give them more time.
17:11...used to attack tanks in Kosovo.
17:13The helicopters come with 5,300 support troops and equipment.
17:18NATO has also announced plans
17:20to search any vessel heading to Yugoslavia.
17:22...schedule, really.
17:23We said it would be a serious and sustained effort.
17:26We said it would progressively intensify.
17:29We've more than doubled the aircraft that are engaged.
17:33We're bringing in additional reconnaissance means and others,
17:36and I think we're having an effect.
17:38As I said in Washington a couple of days ago,
17:41we're winning.
17:42Milosevic is losing, and he knows it.
17:45...far, they look graceful and light,
17:48but these Apache helicopters represent heavy fighting power,
17:51and it seems now serve as an excuse
17:54for a major U.S. military buildup in Albania.
17:58...that there is a whole structure in place,
18:00both with an intelligence structure,
18:02an air force out there,
18:03and a large ground support force out there,
18:05all of which are working in concert together
18:07to ensure the maximum safety for these pilots.
18:10At the request of NATO Supreme Commander General Wesley Clark,
18:13who flew into Albania today to assess the mission,
18:16a massive support system is moving in for the Apaches.
18:20Rocket launchers, heavy terrain vehicles,
18:22and combat and intelligence platoons.
18:24It is far greater than the original force
18:27expected to be stationed here.
18:29Still, General Clark refused to answer the big question,
18:32just when will the Apaches go to work?
18:35I don't have a specific date
18:37as to when the Apaches are going to be operational,
18:39but we're on track, and it won't be too long.
18:43The combination of General Clark's visit,
18:45the significant buildup of military hardware,
18:48and the fact that there are now more than 5,000 U.S. troops here
18:52just to support the Apaches
18:53seems to indicate a clear commitment to Albania
18:56as a staging ground should there be a ground war.
18:59Even if NATO hasn't decided yet,
19:02the framework is falling into place.

19:34near the Roci Dugodjin area.
19:37The unit commander travelling

19:40is rendezvousing with his troops.

19:46suggests the KLA were in control
19:49of this southern strip of the country.
19:51Morel's pretty good, he says.
19:54The moment I say something, they do it.
19:57These were young volunteers,
19:59some in their teens,
20:01part of a force of 350 KLA
20:03massing for this attack.
20:06Are you afraid, he was asked.
20:08No, he says.
20:09I wouldn't be here if I was afraid.
20:12Using a radio scanner,
20:13they listen to Serb radio traffic
20:14as they prepare for the attack.
20:17At dusk, the force splits into two units
20:19before opening probing fire,
20:22trying to draw Serb response
20:23to identify their positions.
20:35The next morning, some of the Serb dead.
20:38There were no prisoners.
20:41Of equal importance in these operations
20:43is the intelligence the KLA forces on the ground
20:46can provide to NATO
20:47in its continuing airstrikes.
20:50Today, plotting Serb forward positions
20:52for their own artillery attack.
20:55Seven women were said to be part
20:56of this front-line unit.
20:59Outgunned and outmanned,
21:01the mortar fire will help pinpoint Serb targets
21:03for the NATO air attacks.
21:05But the KLA are also taking casualties.
21:16This unit preparing to bring out their wounded.
21:22A two-day march to pick up the injured,
21:25another four days to bring them out.
21:28Passing a blown-up Serb observation tower,
21:31so long a symbol of Belgrade's military dominance
21:34along this frontier.
21:38And for the local KLA force commander,
21:41one bit of welcome news.
21:43Over the radio, he's heard that his wife and family
21:46have escaped safely into Albania.
21:49I'll stay here in Kosovo, he said,
21:51until it's time to lead them home.

22:27We did have success targeting a military compound
22:30and military vehicles,
22:31including tanks, armored personnel carriers, and trucks.
22:39So you see the red symbols.
22:45Now I come to another video,
22:47and it is of an attack
22:50against fielded forces in Kosovo.
22:52This is of an artillery gun
22:54in a defensive revetment.
22:55The next video is also against fielded forces.

23:26there are military vehicles.
