00:00Now I try to answer a question posed during yesterday's briefing
00:05concerning the present status of the Novi Saat oil refinery.
00:10This image is of the Novi Saat refinery taken before the present conflict.
00:16As was mentioned in yesterday's question, the facility is quite large
00:19and would take a large effort to destroy when taking into consideration
00:23our great concern for reducing damage and injury to civilians and civilian infrastructure.
00:28However, it is possible to seriously reduce the production of oil from a refinery
00:34by targeting key components of the production cycle.
00:38And the following image is the result of an early attack against this facility
00:42and the effect of this attack was to cure production.
00:46Since this time, we have also targeted the storage facilities holding fuel already refined.
00:52The helicopter crashed this evening in Albania while it was en route to the Tirana airport
00:58returning from a routine training mission.
01:01The attack helicopter initially, the initial reports say that the helicopter may have hit a tree
01:07and went down about two miles short of the runway at Tirana.
01:11A Pentagon statement said that the helicopter was conducting routine training
01:16and about 40 kilometers north-northwest of the airport.
01:20Army sources say the two-man crew escaped the wreckage, which burst into flames after they got out.
01:25They were helicoptered to Tirana, Albania, where they're in good condition.
01:29Reports said that this helicopter was fully loaded with arms and they began to explode
01:33after the helicopter burst into flames.
01:36This comes on the day when the Pentagon announced that it will begin dispatching some of those extra warplanes
01:41to Europe in order to help intensify NATO's bombing campaign against Yugoslavia.
01:49The first of about 300 additional planes dispatched to the war effort will be some 30 tankers,
01:55planes like the KC-135, which can refuel NATO's strike planes in midair to allow them to stay up longer.
02:01But some 270 other U.S. planes requested by NATO are still on hold,
02:06while NATO works out plans to base them in new places, like Hungary.
02:11NATO's newest member, which shares a border with Yugoslavia.
02:14The Pentagon insists there's no problem finding room for the extra planes.
02:18The person who has a problem with basing is Molsevich.
02:20He's losing his bases while we get more of them.
02:22Sources say the Pentagon will announce Tuesday it will call up 15,000 to 20,000 reserve troops,
02:27mostly Air Force personnel, needed to fly and maintain the planes.
02:31Meanwhile, NATO continues to focus much of its bombing on oil facilities and supply lines.
02:37It's taken down the last bridge of the Danube at Novi Sad, cutting a key supply route to the South.
02:43The helicopter crashed in Albania.
02:44We don't know why it went down, but there is no indication it was shot down.
02:49It happened about two miles short of the runway at Tirana Airfield, where the Apaches are based.
02:55The two-man crew is reported to be in good condition, but this is not an auspicious beginning for the Apaches.
03:02On day 33, the last of the Apache helicopters finally arrived in Albania.
03:10They are deadly to tanks, but they are also a low and slow-flying target for Serb gunners.
03:16Sending them into combat will significantly increase the risk of losing pilots.
03:21There are less than two dozen Apaches, but when you factor in all the other helicopters and troops needed to support and protect them,
03:27it adds up to a 5,000-man force.
03:30The Apaches are a small fraction compared to the 300 additional aircraft the Pentagon will be sending to Europe
03:36as NATO builds up the forces needed to conduct strikes 24 hours.

03:42The U.S. Army says the Apache, like this one here, was on a nighttime training mission about 30 miles north of Tirana Airport.
03:50Then it suddenly went down, caught fire, and was completely destroyed.
03:55Both crew members managed to escape with minor injuries.
03:58The U.S. Army is not releasing the names of the injured for security reasons.
04:13Both crew members are recovering at Tirana Airport and are expected back on duty shortly.
04:18The U.S. Army says there are no initial indications of any hostile fire.
04:22The Apache is now in the process of being recovered,
04:24and a full investigation has been launched into the cause of the crash.
04:28Last Saturday, an Apache was forced to land in a field in northern Italy after signs of engine trouble.
04:35Lieutenant Colonel Dornan says there's no systemic problem.
04:39We are not going to be wavered by this incident.
04:41It's one of the things that's a cost of doing business, and we're driving on with our mission.

04:47It's still not clear when the mission to fly into Kosovo will be launched.

09:33every attempt
09:34to reduce those risks is made no resources spared
09:37no human effort is spared to reduce the risk to our pilots
09:41force protection
09:42is number one
09:43an investigation is underway into what caused the accident
09:47the crashed helicopter is completely destroyed
09:51it was armed when it went down
09:53the wreckage has been made safe and returned to the base
09:57a request has already been made
09:59for a replacement exit

12:02yet such is the strength of anti-nato sentiment on the streets here that any further movement by these troops towards macedonia and the kosovo border will now have to take place under cover of darkness

12:26and the first of up to 33 000 military reservists were told to pack up and prepare to go today we are calling up approximately
