00:00The UN Security Council votes to transform the Kenya-led multinational
00:06force in Haiti into a gang suppression force with the power to detain suspected
00:11gang members, a major shift from its current limited mandate. The resolution,
00:18co-sponsored by the United States and Panama, passes with a 12-nil vote, Russia,
00:24China, and Pakistan abstaining. The draft resolution has been adopted as
00:33resolution 2793. The adoption of this resolution offers Haiti hope. It is a hope
00:43that has been rapidly slipping away as terrorist gangs expanded their territory,
00:50raped, pillaged, murdered, and terrorized the Haitian population.
00:56Haiti's permanent representative has held the resolution as a pivotal moment.
01:01This marks a decisive turning point in my country's fight against one of the most
01:09serious challenges in its already turbulent history. The Kenya-led force in Haiti remains
01:15under 1,000 troops, far shorter of its planned 2,500 amid funding shortfalls. Since President
01:23Moïse's 2021 assassination, gangs have seized control of 90 percent of Port-au-Prince,
01:29spreading violence into the countryside.
