00:00Peace talks between the Congolese government and the M-23 rebel groups have finally begun in Doha.

00:17The primary goal is to ensure the execution of a peace declaration signed last month,
00:23but the M-23 group is demanding the release of its prisoners as a precondition.
00:28However, the Congolese government in Kinshasa is firmly opposed,
00:33insisting it be part of a final deal instead, but neither side is willing to budge.
00:40To underscore its hardline position, the M-23 has sent a minimal delegation of just two seasoned negotiators.
00:49A second broader goal for these discussions is a comprehensive peace deal.
