00:21In compliance with the order of President Ferdinand R. Marcos Jr.,
00:27the Department of Budget and Management or DBM confirmed that contractors behind anomalous flood control projects will be blacklisted.

01:06For now, there is still no final list of contractors to be blacklisted as the investigation is still ongoing.
01:15Meanwhile, DBM also presented the 2024 Agency Performance Review Report,
01:21also dubbed as the Budget ng Bayan Monitor,
01:25containing the performance ratings of different departments and agencies.
01:29Among 308 departments and offices, 59.34% got very satisfactory rating,
01:37while 30.82% have satisfactory rating.
01:424.59% got an outstanding performance.
01:47And leading the way are the Civil Service Commission,
01:50Mines and Geosciences Bureau,
01:52Foreign Service Institute,
01:54Public Attorney's Office,
01:55and National Labor Relations Commission.
01:59Meanwhile, 4.92% got unsatisfactory rating,
02:04while 0.33% performed poorly.
02:08Among those with low ratings are the Bureau of Customs,
02:11Commission on Higher Education,
02:13Mindanao Development Authority,
02:15and several state universities and colleges.
02:18The APR 2024 report is officially turned over to Executive Secretary Lucas Bersamin.
02:25It sheds light on whether programs truly respond to the needs of our people
02:31while pointing to where systems must be reformed
02:37or resources redirected and innovations pursued for better outcomes.
02:43The agencies with poor and unsatisfactory performance
02:47will be obliged to submit catch-up plans
02:49and they face risk of removal or deductions in their budget.
