00:00Wrath is an emotion a cool, calm, and collected president never shows,
00:05especially in making wise and informed decisions.
00:07But on this occasion, the president made clear of his controlled fury
00:11over a phantom flood control project in Bulacan,
00:14whose contractors has just been blacklisted
00:17and other personalities involved he vowed his government would pursue
00:20with the appropriate charges, as our Kenneth Paciente reports.
00:25No, I'm not disappointed, I'm angry.
00:27That was the reaction of President Ferdinand R. Marcos Jr.
00:32during his inspection of the supposed reinforced concrete river wall project
00:36in Barangay Piel, Baliwag, Bulacan,
00:38because after it was fully paid for and reported as completed,
00:42not a single structure was built.
00:44According to the president,
00:46seems construction trading the contractor of the project has already been blacklisted.
00:51He also said that officials involved in the project will be suspended
00:54and charged with violation of the Anti-Graft and Corrupt Practices Act
00:59and malversation of public funds through falsification of public documents.

01:30The president said it is regrettable that projects that should have provided relief to residents
01:35turned into an added problem.
01:37If all of these projects were properly executed and implemented,
01:45ang laki nang nawala na problema sana sa atin at sa mga taong bayan
01:49at saka mas magiging maayos hanggang irrigation,
01:53hanggang water supply, fresh water supply for household.
01:56Pero ito yung ginagawa nila talagang nakakapinsa laba sa mga local residents.

02:10He also emphasized that his government will not ignore such irregularities
02:14and assured all erring contractors will be pursued and held accountable.
02:18The president also said that government will file cases if necessary
02:40once the result of the fraud audit of COA on the flood control projects in Bulacan is released.
