During a press briefing on Monday, Washington, D.C. Mayor Muriel Bowser answered a question about whether or not a national guard takeover was 'inevitable' in D.C.

00:00Questions, and I'm joined by members of my public safety team, including Deputy Mayor Appiah and Chief John Donnelly.
00:07Yes, please identify yourself.
00:09Mayor Bowser, it's Campbell Roberts from the New York Times.
00:12Do you think this was inevitable, or do you think there are things that the city could have done with the council to prevent the state of COVID?
00:21This is, I don't know.
00:25I can't answer that question, and I think that's a question that we, you're familiar with the rhetoric about the city and how long it goes back.
00:36And we also know that we're not experiencing a spike in crime, but a decrease in crime.
00:43Yep.
00:44Mayor, Tom Sherwood, Tavia, you and the chief are talking about partnerships to the federal partners who are coming in.
00:52And the president is talking about a takeover of the city's police department.
00:58Where did the chief fit in with Terry Cole, who is the new federal commissioner of the D.C. Police Department?
01:07Nothing about our organizational chart has changed, and nothing in the executive order would indicate otherwise.
01:17So, the chief of police reports through the deputy mayor to the mayor of the District of Columbia.
01:25And the two people, I think, that were identified in the presser report to Attorney General Bondi.
01:32The executive order makes clear that all requests for MPD services, the president dedicates to Attorney General Bondi.
01:42So, Terry Cole?
01:43I don't recall the names.
01:46Yes.
01:46The Metropolitan Police Department?
01:49Where does he fit in that?
01:50That's a question for the attorney general, I think.
